Institute for Economic and Social Planning

President

Based on the Constitution

As approved by the People's Assembly at its meeting held on 3 -2 - 1433 A.H. 29-12-2011,

The following are issued:

Article 1

The following expressions are intended to apply the provisions of this Act, as shown by each of them:

Commission: Planning and International Cooperation Organization

Institute: Institute of Economic and Social Planning

Governing Council: Governing Council of the Institute for Economic and Social Planning

Chairman of the Board of Directors: Chairman of the Planning and International Cooperation Authority

Dean: Dean of the Institute for Economic and Social Planning.

The Scientific Council: The Board of the Institute, which exercises the prerogatives of the Council of the League and the Council of All, as provided for in the Law on the Organization of Universities and its implementing regulation.

University Organization Act: The Law on the Organization of Universities By Act No. 6 of 2006 and its amendments.

Article 2

In the Syrian Arab Republic, a scientific institute called the Institute for Economic and Social Planning enjoys legal personality, and financial and administrative independence is linked to the head of the international planning and cooperation body based in Damascus or its countryside, and branches can be set up in the governorates by decision of a president. Planning and international cooperation based on the proposal of the President of the Governing Council.

Article 3

Objectives:

The Institute aims to:

1. The continuous qualification of human resources and the building of national capacities in economic and social planning through:

a. The introduction of a master's degree program and specialization in economic and social planning is compatible with the requirements of the Higher Education Board.

b. Planning, economic and social rehabilitation courses respond to local needs and provide professionals in ministries, public and private communities with appropriate approaches to the business environment and community development.

c. Organization of conferences, symposiums and workshops dealing with economic and social planning issues and participation in relevant local and international conferences and symposiums.

2. Assisting the Government and relevant ministries and the Planning and International Cooperation Authority in developing strategies, policies and programmes related to economic and social development through:

a. Substantive support to the Planning and International Cooperation Authority in the preparation of macro and sectoral plans and policies, regional development plans and assistance in the development of development strategies

b. To serve as advisory role to UN-Women through the preparation of studies and research required by approved and proposed development plans, policies, programmes and projects.

c. To act as a national centre of expertise to respond to the preparation of research and applied studies and to provide consultations in the economic and social fields required by the Government, ministries and different bodies.

Dr. Cooperation with the public and private sectors to contribute to economic and social development.

e. Cooperation with the Institute, research centres and local, Arab and global scientific bodies.

Article 4

a. The degree of qualification and specialization of Syrian, Arab and foreign students from the university leave campaign or its equivalent in accordance with the regulations issued by the Higher Education Council is accepted.

b. Holidays with public officials shall be granted full salary for the duration of the study or course, and this leave shall be subject to a special order contained in the internal rules of the Institute.

Article 5

a. The Institute shall grant a master's degree of qualification and specialization in economic and social planning to its students for a minimum of two years according to the study plan adopted by the High Board of Education.

b. The Institute is awarded training courses for graduates of training and qualification courses.

c. Master of qualification and specialization of state workers benefit from the allowance provided for in article 13/of Act No. 50 /50 of 2004 .

Article 6

The Institute shall have an independent budget issued by decision of the President of the Planning and International Cooperation Authority on the basis of the proposal of the Governing Council in agreement with the Minister of Finance to enter into full revenues and expenditures, taking into account the balance between income and expenditure and relating to the general budget of the State, in accordance with the principle of the State. The Sawafer is an independent accounting unit.

Article 7

The Institute's income consists of:

1. The allowance allocated to the Institute annually in the state budget.

2. The annual tuition fees from students studying at the Institute, in addition to the fees paid by the general candidates for their employees to study at the Institute.

3. Revenue resulting from its activities in teaching, training, research and investments that are satisfied with the financial system of the Institute.

4. Grants, subsidies, donations and donations accepted by the Board of Directors and any special income achieved and permitted by the laws and regulations in force.

5. The role provided by the budget of the previous fiscal year of the Institute's income.

Article 8

a. The management of the Institute shall be supervised by a board of directors whose composition shall be issued by the Prime Minister and shall consist of:

1. Head of the Planning and International Cooperation Authority President

2. Representative of the Minister of Higher Learning

3. Representative of the Minister of Economy and Trade Member

4. Representative of the Minister of Finance Member

5. Representative of the Minister of Industry

6. Representative of the Minister of Agriculture and Agrarian Reform

7. Representative of the Minister of Social Affairs and Labour Member

8. Dean of the Institute Member

9. Representative of both Chambers of Industry and Commerce as Member

10. Deputy Dean of the Institute Member

b. The President of the Council shall be entitled to invite such persons as he or she deems appropriate to attend meetings of the Governing Council without the right to vote.

c. The Council shall meet once every three months and shall meet at the invitation of its President when necessary.

Article 9

The Board of the Institute exercises the following functions:

1. Drawing up the public policies of the Institute.

2. Monitor the course of the Institute's teaching and consulting business.

3. Propose the financial regulations and rules of the Institute.

4. Propose the annual budget of the Institute.

5. Acceptance of donations and assistance from national, foreign and international bodies in accordance with the regulations in force.

6. Ratify the annual report prepared by the Dean of the Institute on the course of the Institute's teaching, research and advisory process.

Article 10

The head of the Planning and International Cooperation Authority shall be responsible for the competent minister for all staff of the Institute.

Article 11

a. The Scientific Council shall consist of:

1. Dean of the Institute President

2. Deputy Dean of the Institute Member

3. Heads of scientific sections of the Institute Members

4. A representative of the Ministry of Higher Education-a faculty member called by the Minister of Higher Education. Member

5. Representative of master's students at the Institute Member

6. Secretary and Rapporteur of the Institute

b. The head of the Planning and International Cooperation Authority issues the formation of the Scientific Council

c. The Scientific Council of the Institute exercises the terms of reference exercised by the University Council and the College Board provided for in the Law on the Organization of Universities and its implementing regulations, as well as the work that leads to the achievement of the objective of the Institute and, in particular:

1. Propose study, training and research plans and identify areas of study, research and consulting in the Institute.

2. Propose the appointment, assignment and transfer of faculty members and scientific research to and from the Institute.

3. Proposal to accept donations and assistance from national, foreign and international bodies in accordance with the regulations in force.

4. Agree to the annual report prepared by the Dean of the Institute on the operation of the Institute's teaching and research process.

5. Agree to contract with Syrian, Arab and foreign experts and determine their wages and compensation according to the soldering of the financial system of the Institute.

6. Agree to the consulting and research contracts entered into by the Institute with different bodies.

7. Confirmation of the preparation of the study for the Institute.

8. Ratification of student graduation decisions.

9. Proposal for approval of conventions to be held by the Institute with local and foreign institutes and research centres.

Dr. The Scientific Council of the Institute shall meet at least twice a month and may meet at the invitation of its President when necessary.

e. The compensation of the members of the Scientific Council shall be determined in the financial regulations

Article 12

The Institute is run by a dean appointed by a decision of the Prime Minister on the proposal of the head of the international planning and cooperation authority and is among the faculty members of the institute or among the faculty members in Syrian government universities, to be at least a associate professor's salary for a period of two years. It is renewable once, and retains its original function and legal upgrades and receives the compensation provided for in the financial system of the Institute.

Article 13

The Dean of the Institute exercises the following tasks

1. The dean of the Institute is determined to spend and order drainage.

2. Contract with Syrian, Arab and foreign experts for teaching, training and research in accordance with the laws and regulations in force and following the approval of the Scientific Council of the Institute

3. The Institute shall be represented before judicial and administrative bodies, shall be established in the name of the Institute and shall be held in the name of the Institute and shall be waived, power of others, and conciliation and arbitration shall be established.

4. Exercise the rest of the terms of reference granted to the president of the university and the dean of the college according to the regulations stipulated in the Law on Organization of Universities and its executive statute.

Article 14

a. The dean of the Institute has a deputy appointed by a decision of the head of the international planning and cooperation authority from among the faculty members of the Institute or Syrian governmental universities for a period of two years, renewable once and upon the proposal of the dean of the Institute, and exercises the powers and responsibilities assigned to it by the dean. The Institute receives the compensation provided for in the financial regulations of the Institute.

b. The Institute shall have an Secretary appointed by decision of the President of the Planning and International Cooperation Authority on the basis of the proposal of the Dean, the secretariat of the Scientific Board of the Institute, exercising the prerogatives and responsibilities of the Secretary of the University and receiving the compensation provided for in the financial regulations of the Institute.

c. The Institute shall have scientific sections to be appointed by decision of the head of the planning and international cooperation authority based on the proposal of the dean from among the faculty members of the Institute or Syrian governmental universities, which are renewable once and receive the compensations provided for in the financial system. For the Institute.

Article 15

The Institute shall be members of the teaching staff and members of a technical body and apply to these rules applicable to the teaching staff and the technical authority at private universities in terms of the rules of appointment and scientific promotion.

Article 16

The statute of the Institute shall be issued by decision of the President of the Planning and International Cooperation Authority upon the proposal of the Board of Directors and the approval of the Higher Education Board and shall include, in particular, the following:

-To address and regularize the status of graduates of the Institute of Diploma in Economic and Social Planning with a view to obtaining a master's degree.

-Identification of scientific sections.

-Provisions governing examinations.

-Rules for the admission of Syrian, Arab and foreign students.

-The system of training, qualification, research and consultation courses.

Rule 17

The financial system of the Institute shall be issued by decision of the President of the Authority of Planning and International Cooperation upon the proposal of the Governing Council and in agreement with the Ministry of Finance, which shall include, in particular:

-The tuition fees charged by the Institute are students studying in it.

-Training course fees that are met from trainees participating in these courses.

-Research fees, studies and counselling for others.

-Amounts to be fulfilled by virtue of other activities of the Institute.

-To determine compensation, incentives and rewards for the members of the Board of Education, the staff of the Institute from all categories and the contractor and the basis for granting them.

Rule 18

The numerical owners of the Institute shall be issued by decree.

Rule 19

Under the provisions of this law, the Institute shall replace the Institute of Planning for Economic and Social Development in all its rights and obligations, fixed assets and mechanisms, and all employees of the Institute consider economic and social development planning to be transferred to the Institute for Economic and Social Development. The Institute has the same functions and wages and is keeping their qualified feet for the next release, and the temporary workers maintain their current status until their contracts are terminated or renewed by assets.

Rule 20

The currently applied regulations continue until the internal regulation and financial system of the Institute appear.

Rule 21

The appropriations in the state work budget of the Institute of Economic and Social Planning and Development are transferred to the Institute by decision of the Minister of Finance.

Rule 22

In all unless a special provision is set out in this law or in the Rules of Procedure, the employees of the State Law No. 50 /50 of 2004 apply to the employees of the law.

Rule 23

The provisions of Legislative Decree No. 5 of 12-1-1966 and its amendments shall be terminated

Rule 24

This law is published in the Official Journal.
