Creation of the Economic and Social Planning Institute



President

Based on the provisions of the Constitution,

And approved by the People's Assembly in its meeting held on 03/02/1433 H corresponding to 29/12/2011 AD.

Issued as follows:
Article 1


Meant the following terms, used in the application of the provisions of this law, what is shown next to each of them:

Authority: Planning and International Cooperation Authority

Institute: Economic and Social Planning Institute

Board of Directors: Board of Directors of the Economic and Social Planning Institute

Chairman: Head of Planning and International Cooperation Authority

Dean: Dean of the Economic and Social Planning Institute.
Scientific Council: it is
Institute, which shall exercise the powers of the University Council and the Council of ALKYLATION stipulated in the organization of universities and its implementing regulations Council Act

Law regulating universities: universities is to organize promulgated by Law No. / 6/2006 Act, as amended.
Article 2


Happen PHP Syrian Arab Republic, a scientific institute called the Economic and Social Planning Institute enjoys legal personality and financial and administrative independence linked to the President of Planning and International Cooperation Commission based in the city of Damascus, its countryside and can cause branches in the provinces by decision of the Head of Planning and International Cooperation at the suggestion of Chairman of the Board .
Article 3


Goals:

Institute aims to:

1. The ongoing rehabilitation of human resources and national capacity-building in the field of economic and social planning through:

A. Make a Master qualification and specialization program in economic and social planning is compatible with the requirements of the Higher Education Council.

B. The establishment of training and rehabilitation courses in planning, economic and social areas respond to local needs and provide the technicians in the ministries and public and private entities methods appropriate to the environment of the business sector and the development of local communities.

C. Organization of conferences, seminars and workshops dealing with economic and social planning, and participation of local and international conferences and seminars related issues.

2. Assist the government and the concerned ministries and the body of planning and international cooperation in the development of strategies, policies and programs relating to economic and social development through:

A. Provide technical support for the body of planning and international cooperation in the preparation of plans macroeconomic and sectoral policies and regional development plans and assistance in the development of development strategies

B. Do consultative role of the body through the preparation of studies and research that you need plans, policies, programs and development projects approved and proposed.

C. Acting as the national home of the experience that responds to the preparation of research and applied studies and providing consultancy in the economic and social fields required by the government and different ministries and agencies.

D. Cooperation with the public and private sectors to contribute to the economic and social development.

E. Cooperation with the Institute and research centers of local, Arab and international scientific bodies.
Article 4



A. Accepted to study at the master's degree qualification and specialization of Syrian, Arab and foreign students from the campaign of a university degree or equivalent in accordance with regulations issued by the Higher Education Council.

B. It gives workers accepted from candidates from public bodies study leave at full salary during the period of study or training session, and are subject to such leave to the special system contained in the internal regulations of the Institute.
Article 5


A. The institute offers Masters qualification and specialization in economic and social planning for students in which a certificate for a period of not less than two years according to the approved study plan of the Board of Education trade.

B. The institute offers Iiqh and training for graduates of training and rehabilitation sessions.

C. Holders Master qualification and specialization of workers in the state will benefit from the premium provided for in Article / 13 / of the law No. / 50 / for the year 2004.
Article 6


The Institute shall have an independent budget, issued by a decision of the Head of Planning and International Cooperation Commission at the suggestion of the Board of Directors in agreement with the Minister of Finance intervention by the whole income and expenditure and take into account the balance between revenues and expenses associated with the general budget of the State in accordance with the principle of Sawafi constitute separate units of account.
Article 7


Institute's revenues consist of:

1. Allocated to the Institute annually in the state budget subsidy.

2. Annual tuition updated from students studying at the institute, in addition to the fees paid by public entities nominated for employees to study at the Institute.

3. Revenues generated by its activities in teaching, training and research, investment, money collected in accordance with the system of the Institute.

4. Grants, subsidies and donations accepted by the Board of Directors and any private income is recognized and permitted by the laws and regulations in force.

5. Medawar budget savings from the previous fiscal year from the institute's revenues.

8

A. Oversee the Institute's board of directors shall issue a decision on the composition of the Prime Minister and consists of:

1. Head of Planning and International Cooperation Authority president

2. Representative of the Minister of Higher Learning member

3. Representative of the Minister of Economy and Commerce member

4. Representative of the Minister of Finance member

5. Representative of the Minister of Industry member

6. Representative of the Minister of Agriculture and Agrarian Reform member

7. Representative of the Minister of Social Affairs and Labour member

8. Dean of the Institute member

9. A representative from each of the Chambers of Commerce and Industry member

10. Vice Dean of the Institute member

B. Chairman of the Board shall have the right to invite whoever he sees fit to attend the board meetings without having the right to vote.

C. The Council meets once every three months and meet at the invitation of its President when necessary.

D. Compensation of the members of the Board of Directors determines in the money system of the Institute.
Article 9


The Board of Directors of the Institute shall have the following tasks:

1. General policies of the Institute for a fee.

2. Sir faculty and business consulting at the Institute monitored.

3. Proposal for the financial system and the internal regulations of the Institute.

4. Propose the annual budget of the Institute.


5. Accept donations and assistance from national, foreign and international bodies in accordance with the regulations in force.

6. Approval of the annual report prepared by the Dean of the Institute for the conduct of teaching and research and consultative process at the institute.
Article 10


The President of Planning and International Cooperation Commission powers of the competent minister for all employees at the institute.
Article 11


A. Scientific Council consists of:

1. Dean, president of the Institute

2. Vice Dean of the Institute member

3. Heads of Departments at the Institute members

4. A representative of the Ministry of Higher Education-faculty named by the Minister of Higher Education members. Member

5. A representative of the master's students at the institute member

B. Head of Planning and International Cooperation Authority issued the formation of the Scientific Council.

C. Scientific Council of the Institute competencies exercised by the Council of the University and the College Board stipulated practiced in the law regulating universities and its implementing regulations and actions that lead to the achievement of the objective of the creation of the institute and is practiced in particular:

1. Proposal for study and training, and research plans and identify areas of studies, research and consultancy at the Institute.

3. Proposal to accept donations and assistance from national, foreign and international bodies in accordance with the regulations in force.

4. Approval of the annual report prepared by the Dean of the Institute on the progress of the teaching process and research at the Institute.

5. Approval of the contract with the Syrian, Arab and foreign experts and determine their wages and compensations according Oham financial system of the Institute.

6. The approval of the advisory and research contracts concluded by the Institute with the various parties.

7. Approve the preparation of students admitted to study at the Institute.

8. Ratify the decisions of students graduated.

9. A proposal to approve the agreements held by the Institute with local and foreign institutes and research centers.

D. Scientific Council of the Institute meets twice a month at least, and could meet at the invitation of its President when necessary.

E. Compensation of the members of the Scientific Council determines the financial system of the Institute.
Article 12


Runs the Institute dean appointed by the Prime Minister upon the proposal of the President of Planning and International Cooperation Commission and be among the faculty of the Institute's members or from among the faculty members in the Syrian public universities that have the rank of Assistant Professor, at least for a period of two years, renewable once, and it retains its original functioning legal and Tervaath and receive compensation set forth in the financial system of the Institute.
Article 13


Practiced Dean of the Institute of the following tasks:

1. Dean of the Institute be Aaked alimony and commanding exchangeable.

2. Contracting with the Syrians, Arabs and foreign experts for teaching, training and research in accordance with the applicable laws and regulations and with the approval of the Scientific Council of the Institute


3. It represents the institute before the judicial and administrative authorities, and shall establish propaganda on behalf of the Institute and assign them and hire a third party and approve the reconciliation and arbitration.

4. Practice the rest of the terms of reference given to the university president and dean of the faculty according to the regulations stipulated in the organization of universities and its implementing regulations law.
Article 14


A. Be the Dean of the Institute deputy appointed by the Head of Planning and International Cooperation Commission from among faculty members at the institute or the Syrian public universities for a period of two years, renewable once, and at the suggestion of the Dean of the Institute and shall exercise the powers and responsibilities assigned by the Dean of the Institute, and receive the compensation provided for in the financial system of the Institute.

B. Be secretary of the Institute appointed by the Head of Planning and International Cooperation Commission at the suggestion of the Dean and shall be chaired by the Scientific Council of the Institute and shall exercise the powers and responsibilities of the Secretary of the University and shall receive compensation set forth in the financial system of the Institute.

C. It will be at the institute scientific departments appoint chairmen decision of the Head of Planning and International Cooperation Commission at the suggestion of the Dean of the faculty members at the institute or the Syrian public universities, renewable once, and paid compensation provided for in the financial system of the Institute.
Article 15


Mean at the institute faculty and members of the technical body and applied to those provisions applied to the faculty and technical body in private universities where members of the appointment and promotion of scientific rules.
Article 16


Issued internal regulations of the Institute for a decision of the Head of Planning and International Cooperation Commission at the suggestion of the Board of Directors and the approval of the Higher Education Council and include in particular the following:

Article 17


Financial system of the Institute shall issue a decision of the Head of Planning and International Cooperation Commission at the suggestion of the Board of Directors and in agreement with the Ministry of Finance and includes in particular the following:

-alrsom Tuition charged by the Institute of studying the students.

-rsom Training courses which satisfy the trainees participating in these courses.

-ogeor Research and studies and consultations to others.

-alambalg To be levied by virtue of what the Institute of other activities.

Identify compensation and incentives and rewards to members of the instruction body and staff of the institute all categories and contracted with them and foundations granted.

Solve updated Institute under the provisions of this law replaces the Planning Institute of Economic and Social Development in all his rights and its obligations and has fixed assets and mechanics, as is all the staff at the Institute of Planning and Economic and Social Development redeployed sentenced to institute the same jobs and wages and retain Bakdmanm qualified for the next upgrade, as casual laborers current retains their situation until the end of their contracts or renewal duly.
Article 20


Labor regulations currently in place continue until the emergence of the internal regulations and the financial system of the Institute.
Article 21


Allocations in the budget of the state working for the Institute of Planning and Economic and Social Development move to institute a decision of the Minister of Finance.
Article 22
