Creation of the Regional Centre for Early Childhood Development

President
Based on the Constitution

The meeting was approved by the People's Assembly at its meeting held at the date of 5-5-1433 A.H., 28-3-2012.

The following are issued:

(Chapter I)
Definitions

Article 1
The expressions in the application of the provisions of this Law shall mean the meanings set forth by each of them.
Ministry of Education of the Syrian Arab Republic
Minister: Minister of Education of the Syrian Arab Republic
Council: Governing Council of the Regional Centre for Early Childhood Development.
Director: Director, Regional Centre for Early Childhood Development.
Centre: Regional Centre for Early Childhood Development.
UNESCO: United Nations Educational, Scientific and Cultural Organization.
Arab region: the Arab States mentioned in defining the UNESCO regions.


(Chapter II)
The Centre


Article 2
In the Syrian Arab Republic, a regional center, called the Regional Center for Early Childhood Development, is located in Damascus city and enjoys legal personality and financial independence and is associated with the minister.


(Chapter III)
Objectives and functions of the Centre


Article 3
a. The Centre aims to:
1. Build national and regional capacities for early childhood care and education, strengthen cooperation and strengthen networks for the transfer of private knowledge related to this phase.
2. To contribute to the achievement of the United Nations Millennium Development Goals and to the goals of education for all.
3. Training of relevant personnel in line ministries and other relevant early childhood care and education providers in the region on policy processes in ways that provide training courses at work.
b. Functions of the Centre
1. Facilitate awareness within the region on key issues related to the development of early childhood care and education.
2. Training of trainers in order to enhance the capacity of the labour force in early childhood care and education, with special attention given as a priority over the course of the three or three years to the teachers in charge of pre-primary education.
3. To facilitate the use of technical professional information in the Arabic language related to the issues of the preparation of educational policies as well as the issues of upgrading the capacities of the workforce in other countries in the region with regard to early childhood care and education.
4. Training of the professional workforce and the Regional Academy for Early Childhood Care and Education on applied research through fact-finding and analytical work, focusing on the special needs of the countries of the Arab region.


(Chapter IV)
Governing Council

Article 4
a. The Centre's management:
1. A Governing Council that determines its functions according to the provisions of this Act shall be renewed every two years.
2. The Director of the Centre determines his functions in the rules of procedure of the Centre.
b. The Board shall consist of:
1. Minister President of the Governing Council representing the Government as President
2. Associate Minister, member
3. Director
4. Representative of Member States that sent a notification of application for membership
5. Representative of the Director-General of UNESCO as member
6. Representative of the Planning and International Cooperation Organization as member
c. The Council may invite those who see it appropriate to attend its meetings without the right to vote.


Article 5
a. The Board shall perform the following functions:
1. Agree to the Medium and Long Regional Centre programmes.
2. Approval of the workplan of the Centre.
3. To study the draft budget for the annual centre as a prelude to its approval by the competent authorities.
4. Examination of annual reports submitted to him by the Director.
5. Adopt the lists and regulations of the Centre and determine financial and administrative procedures in accordance with the laws and regulations in force.
6. Decide on the participation of regional intergovernmental organizations and international organizations in the work of the Centre.
b. The meetings of the Council shall be considered legal only in the presence of the majority of its members, including the President and in the event of his absence, in the presidency of the Council of the Associate Minister of Education.


Article 6
The Board shall meet in a regular session every six months by two meetings each year and in an extraordinary session at the invitation of the President or at the request of the Director-General of UNESCO or one third of its members.

Article 7
The Minister is committed to alimony and the liquidation and drainage order for all expenses of the Centre.

Article 8
The Centre shall have an independent budget issued by decision of the Minister on the proposal of the Board of Directors. Following approval by the Ministry of Finance, it shall enter into full revenue and expenditure, taking into account the balance between income and expenditure and forming an independent computing unit whose revenues consist of the following sources:
1. Provision in the general budget of the State.
2. Riyadh premiums associated with the Centre.
3. Training courses and activities at the Centre.
4. Subsidies, donations, gifts and donations in accordance with laws and regulations in force, and exempts all taxes, financial, customs and municipal duties of all types.
5. Contribution of international organizations.
6. Any other revenue allowed by laws and window systems.

(Chapter V)
Administrative and technical authority of the Centre


Article 9
The Centre is a public body with administrative nature and its rules of procedure are issued by the minister, including the administrative structure, the functions and powers of the workers, and the financial system is issued by the minister in coordination with the Minister of Finance.

Article 10
The numerical owners of the Centre shall be issued by decree.

Article 11

Workers at the center are subject to the provisions of the Basic Law of the Workers of the State No. 50 of 2004 and the Insurance Law No. 92 of 1959 and their amendments.

(Chapter VI)
Transitional and closing provisions

Article 12
The minister may assign scholars from outside the center to carry out duties required by the center and their compensation is determined by a decision of the board of directors in coordination with the Ministry of Finance.

Article 13
The Centre may hold exemplary sports if the interest of work is required and its work is organized administratively and financially in the rules of procedure and the financial regulations of the Centre.

Article 14
This Act is published in the Official Gazette and operates on the date of its promulgation.
