Law 17 of 2012

Make a regional center for early childhood development

President of the Republic based on the provisions of the Constitution

And approved by the People's Assembly in its meeting held on 05/05/1433 AH corresponding to 28/03/2012.

Issued the following:

(The first chapter)


Article (1):
intended expressions following in the application of the provisions of this law, the meanings set forth by both of them.
The ministry
:. The Ministry of Education in the Syrian Arab Republic.

Minister: Minister of Education in the Syrian Arab Republic.

Board: The Board of the Regional Centre for Early Childhood Development.

Director: Regional Center for Early Childhood Development Manager.

Center: Regional Center for Early Childhood Development.

UNESCO: United Nations Educational, Scientific and Cultural Organization.

Arab Region: Arab countries mentioned in the UNESCO identify specific areas.

(Chapter II)

Bring the center

Article (2):
happening in the Syrian Arab Republic, a regional center called the Regional Centre for Early Childhood Development epicenter of Damascus, and enjoys legal personality and financial autonomy and is linked to the Minister.

(Chapter III)

Objectives and tasks of the center

Article (3):
A center aims to the following:

1- national and regional capacity-building in the field of care and early childhood education and to promote cooperation and strengthen networks for the transfer of knowledge related to this phase stage.

2- to contribute to the achievement of the UN Millennium Development Goals (MDGs) and to achieve the EFA goals.

3- training of staff involved in the relevant ministries and other relevant agencies care and education in early childhood in the region on the policy-making processes in ways that allow the provision of training courses during work.

B Center tasks

1- facilitate awareness within the region on key issues concerning the development of care and education in early childhood.

2- training of trainers in order to upgrade the capabilities of the workforce in the field of care and education in early childhood, with special attention on a priority over the past two or three years for teachers of pre-primary education specialists.

3- to facilitate access to professional technical information in Arabic related to the preparation of educational policy issues as well as improve the capabilities of the workforce in other countries of the region and which relates to the issues of care and education in early childhood.

4- professional and academic workforce concerned regional care and education training in early childhood on applied research through fact-finding and doing analytical activities with a focus on the special needs of countries in the Arab region.

(Chapter IV)
The Board of Directors

Article (4):
A. The Center manages:

1- Board of Directors determines its functions in accordance with the provisions of this law is renewed every two years.

2- Director of the Center defines his duties in the rules of procedure of the center.

The Board shall consist of:

1- Minister Chairman of the Board representative of the government of President

2- Associate competent minister, a member

3- Director member

4- representative of the member states, which has sent notice of the request fledged member

5. A representative of the Director-General of UNESCO member

6- representative of Planning and International Cooperation Commission member

Article (5):
(a) The Board shall have the following:
1- to approve the program medium and long-regional center.

2- approval of the Centre's work plan.

3- examine the draft annual budget of the Center for the approval of the competent authorities.

4- study of the annual reports provided to him by the Director.

5- adoption lists and regulations on the center and determine the financial and administrative procedures in accordance with the laws and regulations in force.

6- to decide on the participation of regional intergovernmental organizations and international organizations in the work of the Centre.

B Board meetings are not considered legal only in the presence of a majority of its members, including the Chairman and in his absence, his representative in the presidency of the Council, Deputy Minister of Education specialist.

Article (6):
Council meets in regular session every six months by two meetings each year in a special session at the invitation of the president or at the request of the Director-General of UNESCO, or one-third of its members.

Article (7): The minister is

Article (8):
The Centre shall have an independent budget, issued by a decision of the minister at the suggestion of the board of directors and the approval of the Ministry of Finance which enters full income and expenditure and take into account the balance between revenues and expenditures constitute independent units of account made up its revenue from the following sources:

1- earmarked in the state budget funds.

2- Riyadh premiums associated with the center.

3- courses and activities waged in the center.

4- subsidies, donations, gifts and donations in accordance with the applicable laws, regulations and exempt from all taxes and fees and financial customs and municipality of different types.

5. contribution of international organizations.

6- any other income permitted by the laws and regulations in force.

(Chapter V)

Administrative and technical staff of the center

Article (9):
longer the center of the administrative nature of public bodies and issue its rules of procedure by a decision of the minister, including structural and administrative functions and powers of employees of the financial system and issue a decision by the Minister in coordination with the Minister of Finance.

Article (10):

Article (11):

Workers at the center is subject to the provisions of the Basic Law of the State Workers No. 50 of 2004 and the Social Insurance Act No. 92 of 1959 and its amendments.

(Chapter VI)

Transitional and final provisions

Article (12):
The Minister may assign researchers to workers from outside the center to carry out the functions needed by the center and their compensation is determined by a decision of the Board of Directors in coordination with the Ministry of Finance.

Article (13):

Article (14):
this law shall be published in the Official Gazette and shall be effective from the date of issuance.
