Organization of the dental profession

President

Based on the Constitution

As approved by the People's Assembly at its ongoing session, As at 20/5 1434 E 31/3/2013

The following are issued:

Article 1

The expressions in this Law shall mean the meaning set forth beside each of them:

Ministry: Ministry of Health

Minister: Minister of Health

General Conference: General Assembly of the Dental Association of the Syrian Arab Republic.

Union: Dental Association of the Syrian Arab Republic.

Captain: Captain of Dentists in the Syrian Arab Republic.

Union Council: HoalMajlis elected by the General Conference.

Section: The union branch in each province of the Syrian Arab Republic.

The Council of the Branch: elected Council of the Branch.

The advisory body: the advisory body composed of the Union Council and the heads of branches.

General Assembly: Total membership enrolled in the section.

Member: The Syrian Arab dentist affiliated with one of the branches of the syndicate and registered in the annual schedule issued by the syndicate.

Branch Board: Total members of the Branch Board, elected union units and members of the Central Bar Council each in its subsidiary.

Joint Committee: Joint Committee from members of the Ministry of Health and the Union Council.

Rules of procedure: the rules of procedure of the union.

Chapter I

The dentists union and its objectives

Article 2

The dentists of the Syrian Arab Republic comprise a single professional union whose status is Damascus, which has legal personality and financial and administrative independence, and is entitled to possess the movable and immovable property and to establish branches in the governorates according to the provisions of this law.

Article 3

The Association of dentists is a social scientific professional organization founded in accordance with the provisions of the Constitution of the Republic of the Republic of Iran.

Article 4

The Union works in cooperation with official, popular and trade unions in the Syrian Arab Republic to achieve the following goals and tasks:

1. To contribute to the development of Sunni medical work in the Syrian Arab Republic.

2. Support the health sector and strengthen its role.

3. Raising the profession of dentistry and advancing its scientific level in order to serve the healthy, social and economic progress of society.

4. Work to regulate cooperative dentistry and strive to provide work for dentists.

5. Defend the rights of dentists related to the profession and provide them with social services to ensure that they benefit from old age pension, disability, death compensation, assistance in case of illness, emergency incidents, establishment of clubs and cooperative housing associations, and opening of warehouses Consumables, insurance, savings, loans, emergencies, disasters, and all of the similar funds and projects.

6. Strengthen social and cultural ties between members.

7. Establish scientific libraries in the union center and its branches.

8. Revitalization of scientific research, book translation, book publishing, dentistry studies, and issuance of magazines and bulletins to raise the scientific and professional level of members.

9. Conduct educational and training courses and organize exhibitions and scientific conferences for dentists.

10. To contribute to the planning and upgrading of school curricula in the faculties of dentistry, middle and Sunni institutes and curricula in the Syrian Arab Republic to serve the basic needs of health, social and economic development.

11. Representation in committees empowered to modify dental certificates and jurisdiction, in all dental fields in the ministries and bodies concerned.

12. To contribute to the development and development of laws and regulations for the practice and implementation of dental practice

13. To create specialized medical bonds for all dental competencies.

14. Holding meetings and conferences and holding symposiums and participating in them within the territory of the Syrian Arab Republic.

15. Participation in conferences outside the territory of the Syrian Arab Republic.

16. Establish contacts and cooperation with international health organizations and Arab and international medical professionals and work with them to insist on the issues of the Arab nation and the issues of liberation and justice in the world.

17. Unions and Arab and international organizations are entitled to association with dentists.

Chapter II

Union registration, loss of membership and recovery

Article 5

The registration requirement in the union is required to be:

1. A qualified medical fit for the profession.

2. He is a citizen of the Arab Republic, or in her judgment.

3. Holidays with dental leave registered in the Ministry.

4. Not bound by a criminal penalty or a heinous crime that runs counter to the duties of the profession.

5. Unwritten off his name from the guild for a reason.

Article 6

a. The registration application submits to the branch's collection in the prefecture where the two members want to meet the documents that prove the required conditions.

b. The Council shall rule on the application within one month from the date of submission to it or be considered acceptable.

c. If the request is accepted, or is considered acceptable, it will register the noise student in the union records after the payment of the legal fees to its funds.

Article 7

a. The decision of the Council of the Branch to reject the registration application is required to be exempt and the student of registration is entitled to object to this decision before the Bar Council within two weeks of the date of communication of the refusal.

b. The Bar Council decides to block the objection within two months from the date of its registration in the syndicate's office. The failure to separate it during this period is an implicit decision to accept the objection.

c. The syndicate's decision is subject to appeal to the Civil Chamber of the Court of Cassation.

Article 8

The following is sworn in by the members of the Council:

Article 9

During the month of October, the Union Council shall publish a table of the names of the members who have performed all the charges against them for that year and the years accepted by the alphabetic characters in each branch, and those whose name may not be present in the table should not practice the profession of dentistry unless The fee shall be paid and its name published. It shall be subsequently issued at its expense if it is reimbursed after the publication of the schedule and each violation is considered to be contrary to the legal provisions regarding the profession.

Article 10

They have to request that their registration be transferred to any branch that wishes to move to work in it and no more than once every two years from and to the same branch in a request to be submitted to that branch after the payment of the fees incurred to the former branch until the date of the transfer request and does not work in the new branch field. His registration was not transferred to that branch under the terms of the rules of procedure of the union and the Union Council may make a reasoned decision to exclude special cases.

Article 11

a. He loses his membership and deletes his name from the Sentists and Table of Dentists in one of the following cases:

1. In case of death.

2. If the Ministry is not empowered by the Medical Professions Act, it is not registered in the profession under the provisions of this Act.

3. If his work is transferred outside the territory of the Syrian Arab Republic and does not enter into the provisions of this paragraph departing and outside of the country with intent to study, jurisdiction or benefit, they retain their registration for a period of seven years, provided that the pro forma documents supporting the charges are highlighted and paid for fees. Legal assets in each year are based on legal assets.

4. A condition of registration contained in this Act is lost.

5. If the required points within the training and training programme are not achieved by the Union Board and certified by the Ministry.

b. The membership of the subject shall be suspended if it is delayed by the submission of the annual fees incurred in accordance with the provisions of article 9 of this Law.

Article 12

Excludes from the provisions of paragraph 3/of article 11 of this law those who wish to continue to register for the payment of fees based on the resident doctor outside the territory of the Syrian Arab Republic and to all the union funds. The General Conference shall determine the amount of such fees and do not share a quota. The retirement treasury is about 75 percent of these fees.

Article 13

A person whose membership is lost under paragraphs 2.2.4.5 of article 11/of this Act may apply for re-registration when the reasons for loss of membership have been removed and, in this case, the payment of due fees to the new associate with the re-registration fee for the section in which it was registered and does not count The period of loss of pension or all periods necessary for the assumption of union duties and applies to the application for re-registration with respect to deadlines and methods of appeal shall apply to the application for registration.

Chapter III

Dentist and career provisions

Article 14

a. The profession of dentistry is a scientific profession that aims to achieve a general social humanitarian service for the purpose of preventing and treating members of society from the oral, oral, oral disease.

b. By virtue of this law, a dentist is considered to have received dental leave from a dental school in the Syrian Arab Republic or equivalent.

Article 15

a. The dentist may not practise the profession unless he is affiliated with the union after he is registered with the Ministry and has obtained a license from her to practise the profession in accordance with the regulations in force.

b. The work of the Dentist in State Services, its institutions and the public sector is considered a profession of occupation and must be preceded by the registration in the union of assets.

Article 16

Excludes from the provisions of Article 5/paragraph /2/.

Non-Syrian Arab and non-Arab dentists may register temporary registration in union and practice in the Syrian Arab Republic according to laws and regulations in force, without having the rights of their members, provided that the exercise of competence in one of the jurisdictions is exercised. It is recognized after receiving approval annually from the Union Board, and pays a fee for this to be determined by the Board.

Chapter IV

Duties and rights of the oiled dentist

a. Dentist duties:

1. To comply with the special provisions of the profession provided for in the Law on the Occupation of Medical Professions at the prescribed limits for the treatment of wages, treatment fees and medical examinations.

2. To adhere to the medical literature and the traditions of the profession and its honour, and to stay away from commercial exploitation and for all that affects the sanctity of the human message of the profession.

3. To keep secrets that he is informed of because of his profession and to avoid disclosure except in the circumstances under which the laws are in force.

4. Take into account the rules of cooperation and mutual respect in its peaceful relations.

5. Failure to do any work contrary to the dignity of the profession and to not accept the practice of the profession in violation of the regulations and laws in force and shall abide by the scientific methods and methods recognized.

6. To commit to his own private clinic Oompoke, the use of reports and trade union prescriptions.

7. To adhere to the scientific conferences and seminars held by the syndicate and the scientific activities in its branches as well as the rules of procedure of the union's rules of procedure.

8. To inform the union in writing in its acceptance of any position or membership in any organization that is an organization of dentists, whether it is an Arab and a given Arab.

b. Dentist rights:

1. practicing occupation and working in state institutions and teaching at universities and institutes.

3. The penalty provided by the laws and regulations in force shall be punished by all those who assault him during the exercise of his or her profession, or the reasons for exercising it.

Rule 18

The dentists should resort to the competent branch council if they have a professional dispute to solve it in friendly ways and if it is not possible to resolve it in the branch council, at the request of one of the parties, to be referred to the union council for processing and taking the necessary decision.

Chapter V

General Conference of Unions and Powers

Rule 19

a. The General Conference of the Union is an organization in which it consists of:

1. Members of the former union council whose term ended.

2. Members of the elected union council and branch board members.

3. Members of the General Conference.

4. Retirement Treasury Controller.

b. The mandate of the General Conference continues for five years.

Rule 20

a. The General Conference of the Union is concerned with the following:

1. Election of members of the Association Council.

2. To endorse the guild's action plan and follow up its implementation.

3. Discuss the annual reports and the approval and approval of the budget and final accounts for the following year after viewing the report of the Inspector of Accounts and approving the draft budget estimates for the coming financial year proposed by the Union Council.

4. To endorse the Union's internal and financial regulations and regulations concerning cooperation and saving funds and the social and health solidarity fund for members, their families and other central regimes that aim to raise the profession and preserve the rights of the subject, and do not consider them to be such regulations. 6. Appointment of an inspector of legal accounts or more.

The General Conference shall be entitled to withdraw confidence from the Captain or from the Union Council, or one of its members, at the request of at least five members of the General Conference. The trust shall be withdrawn only by the absolute majority of the members of the Conference attending, provided that they are not less than the absolute majority of the members of the Conference.

8. Dissolve the differences that lie between the Union Council and the branch councils.

9. To endorse the trade union fees of Syrian, Arab and foreign dentists proposed by the Union Council.

10. Create new union branches in accordance with Article 32 of this Act.

11. Identify the ratio of each branch's contribution to the union's budget.

b. The Captain issues the General Conference resolutions and follows up their implementation with the relevant stakeholders through the Syndicate Council and the branch councils.

Rule 21

a. The General Conference shall meet at the invitation of the Captain based on a decision of the Union Council in the following cases:

1. In an election cycle within thirty days of the date of the end of the elections for the branches of the branches and members of the General Conference in the governorates to discuss the reports of the Bar Council and make the necessary decisions regarding it and elect a new union council.

2. At a regular session and during the first third of each year, to discuss the annual report submitted by the Union Council, the endorsement of the closing accounts of the previous fiscal year, the approval of the new budget and the general directions of the annual action plan.

3. At an extraordinary session on the basis of a decision by the Union Council, at least one third of the members of the General Conference are required to decide, or to request the purpose of the invitation.

b. The General Conference meeting shall be invited to be announced at the headquarters and branches of the Union and shall be communicated to the members in writing by the branch councils at least two weeks in advance.

Rule 22

He will chair the meetings of the General Conference of the Union, Captain Unaab, and in the absence of them, the secretary of the meeting will preside over the meeting and if this is not achieved, the biggest members of the union council are present.

Rule 23

a. General Conference meetings are lawful only in the presence of the absolute majority (half plus one) For its members, if this is not available, the meeting of the General Conference shall be legal, one hour after the due date, that at least one third of the members of the General Conference shall be present and decisions shall be taken by a majority of the votes of those present, and if the meeting is likely to be held by the President of the meeting.

b. Extraordinary General Conference meetings convened at the request of one third of the members shall be considered legal only in the presence of two thirds of the members of the General Conference. If that majority is not available at the meeting, the request for invitation shall be considered null and void.

c. The ordinary, ordinary and extraordinary meetings of the General Conference shall be considered legal only upon the invitation of a representative of the Ministry to be invited to assets at least three days in advance of the meeting, and if he does not attend despite being informed of the date, the meeting will be considered legal.

Rule 24

a. The General Conference shall elect from among its members the candidates nominated by the new Union Council by secret ballot and by the proportional majority of the members present.

b. No members shall be nominated for more than two consecutive sessions.

Chapter VI

Union Council and Terms of Reference

Rule 25

a. The union has a board of eleven members.

b. A candidate for union council membership is required to have no less than ten years of occupation, and to have previously practiced a union work.

c. The term of the union council lasts for five years.

Dr. The Union Council shall elect from among its members the captain, a deputy for the captain and a secretary for the ser and Khajna.

Rule 26

The rules of procedure of the union determine the modus operandi of the union council and the distribution of work among its members.

Rule 27

The competence of the Bar Council includes all matters relating to the profession and, in particular, the following:

1. Implementation of General Conference resolutions.

2. Invite the General Conference of IGAD.

3. Managing labor in the union and setting up a unified system for workers in the union and its branches.

4. Propose the central regulations of the union.

5. Managing union funds and properties and investing them in projects and businesses defined by union regulations and the collection of fees and other financial obligations due to them.

6. Move the accounts of the furrows of their obligations to all the union funds.

7. Oversee the work of the branch councils and monitor their good implementation of the provisions of this law and the resolutions of the General Conference.

8. Propose an annual action plan for the union and follow up on its implementation.

9. Preparation and implementation of the draft annual budget after its approval by the General Conference.

10. Encourage the practice of the profession on a cooperative and collective basis and propose a special regime for that.

11. Formation of union and professional committees, which the Council sees as a necessity to form it to achieve the union's objectives.

12. To regulate the relationship between the Union Council and the branch councils, and to resolve the differences that lie between the branch councils.

13. Access to the minutes of meetings of public bodies, their decisions, the minutes and decisions of the branches of the branches, and to give the necessary guidance on them, the cancellation of the law and the union regulations and the decisions of the General Conference and the Syndicate Council.

14. Organization of an annual table attached to the names of doctors each year in accordance with the provisions of Article 9 of this Law.

15. Request to invite the body of any branch of the union to meet when necessary.

16. Dismissal of the appeals filed against the decisions of the boards of branches subject to appeal to the Union Council under the terms of the provisions of this law.

17. The proposal to define the wages of the Sunni medical work, whether in the clinics, the Sunni centres or the hospital.

18. Establish a weekly holiday system and annual leave for dentists after the approval of the branch body.

19. Proposal to create, integrate and locate branches of the union.

20. To specify the number of members that are complementary in each section according to the provisions of Article 34/of this Law.

21. To invite the branch body to study the dissolution of the branch board and the re-election of a new council for justifiable reasons by the guild council, in one of the following cases:

a. The repeated absence of the majority of the members of the Branch in the sessions, for reasons that are not justified.

Regular meetings.

b. Abuse in the disbursement and dispelling of the Branch's funds and the failure to adhere to the recruitment of funds for the purposes assigned to it.

c. The branch works against the basic objectives of the union and the supreme interests of the Syrian Arab Republic.

Dr. In the event of disputes between the Branch Council members in a manner that leads to the disruption of its work and the abuse of the reputation and dignity of the profession.

22. Impose the necessary sanctions against members of the member, as defined by the rules of procedure of the union.

23. To maintain the principles and traditions of the profession and to work towards achieving its objectives, raising its level, defending the professional union rights of its members, and cooperating with Arab and foreign dental unions and Arab and international health organizations in a manner consistent with the union's objectives.

Rule 28

a. The Union Council meetings are considered legal only in the presence of the absolute majority of its members.

b. Decisions shall be made by the majority of the votes of those present and the votes cast will be the one in which the chair of the meeting will be.

Rule 29

a. The captain represents the syndicate, chairs the meetings of the General Conference, implements their decisions and signs the contracts approved by them, including one of them and the right to litigation in the name of the union.

b. He would be acting on behalf of the captain in the absence of his deputy, and in the absence of his deputy secretary, he would have the powers of Captain who depuures for him in the event of his absence.

Rule 30

a. If the captain's center becomes vacant, the secret and the Khazen will meet the council to elect the alternative.

b. If three members are vacant, there are more members of the Union Council for any reason that the General Conference would elect a replacement for the first general conference.

Rule 31

The Centre is vacant in one of the following cases:

1. Death.

2. Resignation and acceptance.

3. Loss of membership based on the basis of article 11 of this Law.

4. It was not possible for one of the members of the Council to carry out its trade union mission in a permanent capacity as per the capacity of the Union Council.

5. Failure to attend the meetings of the Union Council five consecutive meetings, and to publish intermittent sessions in one year, without a written excuse accepted by the Union Council and after the investigation of assets

6. Withdraw confidence.

Chapter VII

guild branches

Rule 32

a. A union branch occurs in every province with no fewer than 200 members registered.

b. If the number required to form a union branch is not available in any province, these members are joined by a decision of the union council to the branch in a neighboring province.

Chapter VIII

Branch General Authority

Rule 33

The General Body of the Branch consists of the total membership registered in the Branch.

Rule 34

Branch body:

a. The branch body consists of the members of the branch council and representatives of the union units elected and the members of the central union each in its branch.

b. The branch authority has the following powers:

1. Election of the members of the Council.

2. Election of the plenary members of the General Conference from among the members of the subsidiary body with the required conditions for nomination to the General Conference by one per 50 members registered in each branch, with the number of members in each branch not exceeding 10 members, and forcing the membership of the Conference to be elected. Number 25 and over 50.

3. To discuss and approve the annual report of the Council of the Branch and to submit proposals and recommendations relating to the profession for coordination and presentation to the General Conference.

4. To endorse the final account of the final financial year after viewing the report of the Inspector of Accounts and approving the draft of the forthcoming draft budget for submission to the Union Council as a prelude to presenting it to the General Conference.

5. The Branch of the Branch is entitled to withdraw confidence from the Board of the Branch, or one of its members, at the request of at least five members of the subsidiary body. The trust shall be withdrawn only by the absolute majority of the members of the branch of the branch present, provided that they are not less than the absolute majority of the members of the body.

6. Appointment of an inspector of legal accounts or more.

Rule 35

I. The subsidiary body shall meet at the invitation of the Chief of the Branch in the following cases:

1. In an election cycle to elect the new members of the Council and members of the General Conference

2. At a regular session within 90 days of the end of the fiscal year, to consider the following matters:

a. Discussion and approval of the annual report of the Council.

b. See the branch plan for the new year.

c. Discuss the general budget and the closing accounts of the outgoing fiscal year and its ratification after viewing the financial report of the Inspector.

Dr. Approval of the draft budget estimates for the new financial year.

3. In an extraordinary session:

-To implement the decision of the Union Council.

-To implement the decision of the branch council after informing the union council.

-Based on the request that at least one third of the members of the branch of the branch should clarify the purpose of the meeting, and the President of the Council should invite, within one week, more than the date of receipt of the request referred to after the assembly was informed of the meeting.

II. The meetings of the branch of the branch shall be chaired by the head of the branch, and in the absence of them, the meeting will be chaired by the oldest member of the branch of the attending branch. If the invitation is based on the decision of the Bar Council, the meeting will be chaired by the captain if

III. The meeting of the ordinary branch body shall be convened fifteen days before the date of the meeting.

IV. The provisions of article 3, paragraphs (a-b), of this Law shall apply to the meetings of the branch of the branch with the statement of the General Conference following the term of the branch conference, and the meeting of the branch body is lawful only in the presence of a representative of the Department of Health in the county and the supervisor of the branch of the central guild. They are to be invited three days ahead of schedule, and if one of them does not attend the meeting, despite being informed of the date, the meeting will be considered legal.

V. Decisions shall be taken by the majority of those present and if the votes shall be swinging by the head of the meeting.

Chapter IX

Branch Council

Rule 36

a. The Council consists of seven members.

b. A candidate for the Board of the Branch and an integral part of the General Conference is required to have less than 7 years/years of operation.

c. The Council of the Branch shall elect from among its members a President and a Secretary of the Sr and Khacna.

Dr. The head of the branch, or the secret branch, may be discharged by decision of the Bar Council on the proposal of the Branch Council, and the General Conference shall set the rules of this full-time, full-time salary and compensation.

Rule 37

The Council's mandate lasts for five years.

Rule 38

a. If one of the members of the branch boards is elected to the union council, the branch body is invited to elect the alternative.

b. If the center head becomes vacant, the branch of the secret or the Khazen meets the branch council and elects the alternative.

c. If the status of two members of the branch becomes vacant for any reason, the subsidiary body is invited to elect the replacement within a maximum of thirty days of the date of the vacancy.

Dr. The provisions of Article 31/of this Law shall apply to members of the Branch Council.

Rule 39

The meetings of the branch of the branch are legal in the presence of the majority of its absolute members and its decisions are made by the majority of the members present, and if the votes are to be taken, the chair is likely to be the chair.

Rule 40

The branch boards should report the records of the sessions of the branches of the branches and their decisions to the Syndicate Council within a week of their issuance.

Rule 41

The head of the branch has the following powers:

1. Represents the Branch, chairs the meetings of the Board and the Board, follows up on the implementation of its decisions and signs contracts approved by the Branch Council and has the right to litigation in the name of its subsidiary.

2. On behalf of the head of the branch in the absence of the Secretary of the Secret and in the absence of the Secretary of the Khazen, and he has the powers of the head of the branch of the branch, his absence will be referred to him.

Rule 42

The Board of the Branch shall:

1. Control the behavior of working dentists in the work of the branch.

2. Perform branch or branch public authority decisions.

3. Work management in the branch.

4. Implementation of conference resolutions, union council and instructions.

5. Provide the Union Council with the necessary information on the professional status and trade union in the branch area and to propose the achievement of the union's objectives.

6. Management and investment of branch funds, collection of funds and collection of fees.

7. Propose the draft budget estimate for the new fiscal year, and prepare the general budget and closing accounts for the fiscal year.

8. Call branch body or branch public body.

9. To appoint Branch Council representatives in all areas of the Branch in accordance with the provisions of this Law.

10. Establish savings, loan, cooperation and housing of dentists and open up consumer stores in accordance with the laws and regulations in force.

11. Constraint and accept doctors and propose suspension of their membership and provide the guild with full autonomy for all the branches of the branch.

12. Care for the rights of professional members, protect them and ensure that they perform their duties.

13. Chapter in wage estimation disputes.

14. Separate a professional dispute between dentists and impose the necessary penalties for offenders as defined by the rules of procedure of the union and shall not be considered a window until they have been ratified by the Union Council.

15. Name the heads and members of the updated committees in the branch and inform the Association Council of this.

16. Provide suggestions that would raise the level of the profession.

17. Strengthen social ties between members of the Branch in accordance with the provisions of this Law.

18. Establish scientific activities after the approval and supervision of the Union Council.

19. Search the issues referred to by the Association Council.

20. Work in cooperation with the Directorate of Health in the province to suppress all professional offences.

Chapter X

In electing union institutions

Rule 43

Rule 44

Rule 45

a. The membership of the Council of the Branch and the complimentary membership of the General Conference shall be open fifteen days prior to the schedule of the meeting of the subsidiary body for a period of fifteen days and shall continue within five days and shall not accept the application for nomination after the expiration of such deadline.

b. Filtering takes place under a book submitted by the candidate in particular to the head of the branch council at the branch headquarters and registered in the branch office.

c. The Board shall scrutinize the applications for nomination and the head of the branch shall announce within three days of the closure of the nomination the names of the candidates accepted on the bulletin board at the seat of the branch.

Rule 46

a. The Conference shall be convened for one year for an election cycle within thirty days from the date of the end of the election of the branches and members of the General Conference. Rule 47

To be required to nominate for membership in the subsidiary and integral membership of the General Conference:

Rule 48

The rules of procedure of the syndicate determine electoral instructions and regulations.

Chapter XI

Resolving the General Conference and the Union Council

Rule 49

a. The Cabinet of Ministers may dissolve the General Conference, the Union Council and the branch councils in the event that any of these councils or bodies deviates from their duties and objectives and the decision must be considered without sufficient explanation.

b. The resolution may be appealed against in front of the Civil Chamber of the General Authority of the Court of Cassation within eight days from the next day to the decision of the dissolution of the Chamber of Commerce.

The public body of the Court of Cassation shall decide on the appeal within seven days of the date of the pending appeal in the court of the Court, and the Commission's decision is considered to have been concluded.

Rule 50

In the event of dissolution of the Union Council, the Prime Minister shall convene the General Conference within 30 days from the day following the decision of the General Authority of the Court of Cassation.

Chapter XII

Financial

Rule 51

The unions and their respective branches have an estimated annual budget and a closing account.

Rule 52

The imports of branches consist of:

1. Association fees collected from members.

2. Registration fee.

3. Registration fee.

4. Government and private donations and subsidies in accordance with the laws and regulations in force.

5. Rent money, real estate and investments.

6. Cash fines imposed by the Board for the benefit of the branch fund.

7. Other current fees from members decided by the General Conference.

Rule 53

Union imports consist of:

1. Government and private subsidies and donations in accordance with laws and regulations in force.

2. Rent money, real estate and investments.

3. Half of registration fees and annual fees for non-Syrian Arab and foreign dentists

4. Member transfer fees between branches.

5. Fees for fees for fees and monetary fines imposed by the Board for the benefit of the Fund.

Rule 54

Rule 55

Each branch contributes a percentage of its total imports in the union budget, and the General Conference determines this contribution and is entitled to amend it for some branches in the light of its financial situations and needs.

Rule 56

The union's financial year and its branches begin on the first month of January and end in the last December of each year.

Chapter XIII

On the board.

Rule 57

Rule 58

Rule 59

The Central Council shall be composed by a decision of the Minister in accordance with the following:

2. A dentist from the Ministry for the duration of the profession, for ten years the Minister calls him a member.

3. Three members nominated by the union council to be at least one of them from the union council and not the captain is among them.

Rule 60

a. In each of the two resolutions referred to in Articles 59-60, the Minister refers to the President and the members of the subsidiary and central board of the Council, on the proposal of the competent authority to name the original.

b. Any of the dordic members mentioned in the preceding paragraph of this article shall replace any of the original in the event that the original cannot be present for any reason.

Rule 61

Rule 62

Rule 63

To be referred to the Civil Council, each dentist sentenced to a sentence of compensation or compensation in a penal court for matters that affect his integrity. Rule 64

The penal sanctions that are entitled to the Council shall be categorized as one of them:

Rule 65

a. The meetings of the Council are confidential and their sentences may not be published unless they are contrary to this.

Rule 66

a. The board has the right-and-at the request of the complainants, to decide the hearing of the witnesses.

Rule 67

a. The President may request the response of the President or an individual member for the reasons laid down in the laws and regulations in force for the response of the judges.

b. The Civil Appeals Tribunal shall decide to respond in accordance with the assets related to the restitution of judges.

c. If it arises from the acceptance of the response, the withdrawal of the council, which is not possible from the weak, shall be assigned by the Minister of Justice, the Minister of Justice, the Council of the branch, and the syndicate's board, according to the competence of the member, replacing the member, his reply or the withdrawal from the council.

Rule 68

a. The decisions of the Board shall be issued by the Board of the Board and Jacqua Uppaqa Al-Wajhi.

Rule 69

Rule 70

Chapter XIV

Chapter in pay disputes

Rule 71

a. In the event of a dispute between the dentist and the patient and one of his relatives for the amount of wages, whether there is prior agreement on wages, the stakeholder must present the dispute to the Board of the Branch prior to the review of the judiciary.

b. The branch of the branch must decide to separate the conflict within one month from being raised to it in accordance with the prescribed limits so as to identify medical wages by virtue of a decision made by it.

c. The Council of the Branch shall communicate its decision in this regard to the parties to the conflict in a recorded book.

Chapter XV

Appeal for union decisions and branches

Rule 72

Taking into account the provisions of this Act:

1. Decisions of the Branch and Branch Council are subject to appeal on appeal to the Civil Appeals Tribunal of the Branch Centre. The appeal is submitted to the competent court in accordance with due process due to the original rulings in the Civil Procedure Code, and its decisions are issued in the study room after the appeal. Rule 73

Rule 74

a. Decisions of the General Conference and the Union Council are subject to appeal in cassation with the Civil Chamber of the Court of Cassation, and the appeal is submitted to the Court of Cassation according to the assets of the appeal and its scheduled dates in the laws and regulations in force. The Court of Cassation is to appeal the appeal against a decision.

b. One third of the members of the Conference are entitled to challenge the validity of the General Conference, or in the outcome of its elections, as well as its decisions before the Civil Chamber of the Court of Cassation during the same period as referred to in article 2/2 of article 73/and the Court decides to appeal within fifteen days of a decision concluded.

Rule 75

If the competent court approved the appeal of the holding of the general branch of the branch or the year of its decisions, and if the appeal for the validity of the election was upheld, the contested election had been reinstated within 30 days of the date of communication of the outcome of the appeal to the competent branch council or council. Chapter XVI

General and transitional provisions

Rule 76

Palestinian dentists residing in the Syrian Arab Republic who are by virtue of the Syrian citizen under the laws and regulations in force treat the treatment of Syrian dentists.

Rule 77

As the provisions of this Act are not violated, the rules of procedure and financial regulations of the dentists union shall continue to be amended within a maximum period of six months from the date of entry into force of this Act.

Rule 78

Taking into account the provisions of Article 76 of this Law, the Syrian Arab dentists and those who are registered in the union upon the operation of this law are considered to have been registered in the union.

Rule 79

a. The syndicate's property and funds and movable and immovable branches are exempted from all taxes, duties, financial stamps, customs duties and the municipality except for the investment projects carried out by the union.

b. Reservation shall not be made on the headquarters of the syndicate or the branches and their assets related to the occupation. Otherwise, the reservation may be made after the call of Captain O'er and the head of the branch.

Rule 80

The Union Council shall set the date of the elections and prepare for it and send representatives to supervise the election processes in the branch bodies of the Syndicate Council.

Rule 81

The union is entitled to organize a scientific program for specialists in hospitals and ministry centers and issue the mechanism of implementing the program by decision of the minister.

Rule 82

In case the union is dissolved, all the money and property of the syndicate and the movable and immovable branches will be transferred to the syndicate's pension fund.

Rule 83

A dentist is entitled to an individual contract for collective treatment only with the consent of the Union Council.

Rule 84

If the full-time members of the union work under the provisions of this law are employees of the state or public office, they will be discharged by decision of the union council after the approval of its public authority, and in this case it continues to charge the salaries of its employees, which it was charging from who was working for it. By decision of the General Conference, other compensation may be awarded by the Union Fund and shall be considered as a term of effective service for the syndicate.

Rule 85

The Dentist has no right to establish any scientific conference or scientific knowledge except after the approval and supervision of the Union Council.

Rule 86

The elected branch board meets within a week from the date of its election to distribute duties among its members under the supervision of the Union Council.

Rule 87

Dentists are entitled to open Sunni treatment centers according to conditions set by the ministry in cooperation with the Union Council.

Rule 88

In the event that the doctor in charge of a trade union mission is subjected to health damage, the union is fully compensated for all material and moral damages to which it is harmed.

Rule 89

Workers in the union are subject to the conditions of their work for the provisions of the law and social security.

Rule 90

Act No. 8 of 24 /1990 is repealed and all provisions in contravention of this Act shall be repealed.

Rule 91

This law is published in the Official Journal.
