Based on the Constitution.
The following are issued:

Article I

With the exception of the legal forms stipulated by the Law on Trade concerning foolish joint-stock companies, solidarity companies, companies of law, recommendation companies, limited liability companies, and what has been passed by laws and other regimes in the Syrian Arab Republic, refrain from any person. The collection of funds from the public in order to hire, invest or trade for any purpose for the purpose of employing funds and by any means and under any name, whether or not this purpose is explicit or hidden, is considered normal.

(a) The provisions of paragraph (a) of the present article provide for the collection of funds between spouses and relatives up to the fourth degree.

Article II

Every natural person, self-gathering, or mediation prior to the entry into force of this Act shall, by any means and under any name, be employed, invested or traded, or for any purpose of employing funds, shall not in any means be committed to:

1. Refrain from collecting funds from the date of entry into force of the law.

2. Failure to renounce any money or material or moral right that is in its ownership, disposal, possession, property, disposal or possession of a family member in any form as of the date of force of this Act until the completion of its status in accordance with the provisions Article 4 of this Law shall exclude the expenses necessary for the operation of the existing facilities on the date of the operation of this Law.

3. To submit a financial statement to the First Civil Appeals Tribunal at the county centre within two months of the effective date of this Act, signed on its responsibility and approved by two chartered accountants, including:

A list of the names of depositors, the amounts deposited by each of them and the amounts paid to each of them up to the date of the entry into force of this Act.
b. Total amounts held in his or her possession or on behalf of a family member (wife and children) in local banks, whether in local currency or foreign currency, with proven documents.
c. Total amounts deposited in his name or in the name of a family member (wife and children) in banks and offshore financial institutions or invested abroad with proven documents.
A list of properties owned or controlled by the property or disposal of a family member (wife and children) within and outside the Syrian Arab Republic and the estimated net value of the person accepted by the date on the effective date of this law.
(e) A list of projects and areas in which funds are invested and invested in, the financial position of each of them and the net value estimated by them in accordance with the relevant prices on the effective date of this law.
The Financial Status Statement on the Effective Date of this Law is adopted by two chartered accountants.

4. Provide that all funds raised to their owners within one year of the expiration date specified in paragraph (b) of article 4, paragraph (b), of this Act shall be pledged.

5. In the case of two and more fund-raising activities, these officials are responsible for providing the data mentioned in the preceding paragraphs of the funds to their owners.

Article III

The President of the First Civil Appeals Tribunal at the county centre informed the owners of the estimated value of the real estate, projects and investment fields listed under article II, paragraph 3 (d), of this Law within 10 days of submission To the Court mentioned by publishing it in one of the most widespread daily newspapers at the expense of the owners of the relationship.

Owners of funds or any of them are entitled to object to the value estimated in article II, paragraph 3 (d), of this Law within thirty days of the day following the day of publication in the daily Journal.

This objection shall be decided by the First Civil Appeal Court in the Centre of the Governorate and may make use of the experts and experts who see it.

(d) The Court shall rule against an objection within sixty days of the date of its registration in its office by decision of a decision in the Chamber of study that is not subject to any means of appeal.

Article IV

A collector of funds after having ceased to collect them on the basis of the provisions of this Law and after submitting the required documents pursuant to the provisions of Article II of this Law shall be in accordance with their legal status within a period not more than one year after the effective date of this Law, in accordance with one of the alternatives In the Trade Act, an idiot, limited liability, solidarity, recommendation or company is a liability company.

The owners of funds shall be able to accept their contribution or participation in one of the alternatives listed in this Law or to recover the assets of their funds with their legal benefits calculated from the date of force of this Act and within six months of the expiration date specified in paragraph (a) of this article.

Article V

The collection of funds, contrary to the provisions of this Act, as well as those who failed to comply with the provision of article II or article IV, shall be punished by provisional arrest and a fine equivalent to the public as well as the restitution of the funds collected by them in full for their owners.

The Court may also deprive him of economic activity for a period of not more than three years and that the operative part of the judgement shall be published by the appropriate means which the court considers and at the expense of the sentenced.

(c) The provisions of the preceding paragraphs (b) shall apply to persons of directors, members of departments and representatives of legal bodies that contravene the provisions of this Law.

Article VI

The prefects, in cooperation with the competent judicial authorities, shall supervise the implementation of the provisions of article IV of this Law and follow up on its procedures.

Article VII

The Prime Minister issues the executive instructions for this law.

Article VIII

This Act is published in the Official Journal and is considered effective from the date of publication.
