Based on the Constitution

As approved by the People's Assembly at its meeting held in the history of 4.1-1423 A.H., 18-3-2002,

The following are issued:

Article 1 The following expressions shall mean in the application of this Law what is stated next to each of them:

Minister: Minister of Higher Education

Ministry: Ministry of Higher Education

Entity: The General Board of Biotechnology.

Governing Council: Board of directors of the General Board of Biotechnology.

General Manager: Director General of the General Board of Biotechnology.

Article 2 a. In the Syrian Arab Republic, a public body with a scientific nature called ??? General Board of Biotechnology ??? It has legal personality, financial and administrative independence and is associated with the Minister.

b. The headquarters of the Authority shall be in Damascus and branches may be established in other governorates by decision of the Minister on the proposal of the Board of Directors.

Article 3 The organization aims to achieve the following purposes:

• Coordination with stakeholders on biotech research.
• Preparation and development of human resources in the field of biotechnology.
• The application of green and red biotechnologies in accordance with national needs and priorities.
• Research into biotechnology and its applications in agriculture, industry, human and animal health care, the application of bioinformatics for the development of biomedical products, animal and plant biotech products and their industry and the development of agriculture and food products And its industry.
• To contribute to the conservation and investment of biodiversity and to make good investments, especially local herbal groups, and improve them.
• Develop and strengthen national expertise on biotechnology research.
• Provision of facilities for scientific research leading to master's and doctoral degrees.
• The development of different regulatory foundations for research and development in research institutions, academic and industrial partnerships, issues related to intellectual property rights, bio-safety and others in a way that does not conflict with bioethics.
• Cooperation with scientific, Arab and international research centres and their laboratories.

Article 4 The governing body shall:

Article 5 a. The Governing Council shall consist of:

Article 6 The Board of directors of the Board is the supreme authority based on its affairs and the conduct of its affairs and policy, and shall take such decisions as it deems appropriate to achieve the purpose for which the body has been created in accordance with the provisions of this Law and exercises the following powers:

• Adoption of projects and research on biotechnology.
• To agree to contract with Arab and foreign experts in accordance with the laws and regulations in force.
• To approve the assignment of researchers from within and outside the body to carry out research and studies and determine their compensation.
• Follow-up to implementation of UN-Women programmes.
• Acceptance of donations, grants, donations and trusteeship in the interest of the Board.
• To adopt the formation of advisory and technical committees in agreement with the relevant stakeholders and to determine their tasks.
• Propose the deployment of biotechnology workers for information, training or study within and outside the Syrian Arab Republic.
• Propose the draft's budget.
• Oversee the activities of the technical, administrative and financial bodies.
• The competence of the university council in matters related to researchers and technicians.

Article 7 a. The Director-General shall be appointed by decree upon the proposal of the Minister from the rank of at least one associate professor from among the faculty members of the universities.

b. The Director-General shall maintain his or her original function and legal upgrades, and shall receive his or her salary and compensation, including full-time compensation from the Authority.

Article 8 The Director-General shall receive compensation for the representation allocated to the Deputy Ministers.

Article 9 Functions and powers of the Director-General

1. The Director General of the Authority shall prepare the official reference for all its personnel, directly supervise the operation and issue administrative instructions and orders and follow the implementation of the decisions of the Board of Directors, and shall represent the body before the judiciary and shall submit applications, objections and the conduct of ordinary and other means of appeal. All or with the mediation of the person authorized to do so without prejudice to the requirement of the law to manage the issues of the State in this regard.
2. It oversees all work of the technical, administrative and financial body and is responsible for the conduct of such works and the soundness of the management of financial matters before the Board of Directors.
3. He will sign the current dealings and correspondence, and may authorize his aides to have some of his powers and to sign some correspondence and dealings, unless the regulations are signed by the general manager in particular.
4. Expenditures are held and the powers of the exchange and liquidation are exercised in accordance with the provisions of the laws and financial regulations in force for the governing bodies.
5. The draft budget of the Authority shall be prepared and submitted to the Governing Council during the deadlines and periods specified in the communications of the Ministry of Finance.
6. A general report on the financial and administrative status of the Board shall be submitted to the Governing Council at the end of each year.
7. The draft policy and plans for biotechnology are presented to the Governing Council.
8. Following up on plans, projects and research related to biotechnology.
9. Advisory and technical committees.

It would therefore issue the necessary resolutions and instructions within the confines of the laws and regulations in force.

Article 10 The Authority shall be exempted from taxes, financial and customs duties, all local administration, public costs of all types and all restrictions on importation, for all imports, donations or loans of equipment, equipment, technical and laboratory equipment and equipment. The scientific publications needed to achieve its objectives.

Article 11 a. The Authority may enter into contracts with official or private entities within or outside the Syrian Arab Republic to provide studies and research with pay or without remuneration, as decided by the Governing Council.

b. The researchers may make special delivery of their services in the Authority to others after they have been ratified by the Board of Directors.

Article 12 Members of the educational body may be seconded to universities or assigned to work in the body, and on loan or on loan and compensation, including the full-time compensation of the Authority.

Article 13 a. In the body, researchers are appointed from the scientific qualification campaign required for appointment to the teaching staff of the universities of the Syrian Arab Republic. These researchers apply the provisions applicable to faculty members in universities in terms of appointment, promotion, rights, obligations and compensations. And all their careers.

b. Designers from the scientific qualification campaign required for membership in the universities of the Syrian Arab Republic through competition or transfer apply to such professionals the provisions applicable to members of the professional body at universities in terms of appointment, promotion, rights and obligations. c. In accordance with the provisions of the Basic Law of Workers of the State and paid for the competence of the Agency, 50 % . From the fixed monthly salary.

Article 14 The teaching staff of the universities of the Syrian Arab Republic may be devoted to scientific research in the Authority by decision of the Minister for a period of one year, renewable upon the proposal of the board of directors and approval of the competent university council.

Article 15 The Authority shall have an independent budget with a special branch attached to the budget of the Ministry. Its resources shall consist of:

• The annual budget allocated to it in the state budget.
• Resources that accrue from the activities of the Entity.
• Subsidies, donations, commandments.
• Any other resources allowed by laws and window systems.

Article 16 The numerical owners of the body shall be determined by decree.

Article 17 This law is published in the Official Journal.
