Based on the Constitution
As approved by the People's Assembly at its meeting held in the history of 4.1-1423 A.H., 18-3-2002,
The following are issued:
Article 1 The following expressions shall mean in the application of this Law what is stated next to each of them:
Minister: Minister of Higher Education
Ministry: Ministry of Higher Education
Entity: The General Board of Biotechnology.
Governing Council: Board of directors of the General Board of Biotechnology.
General Manager: Director General of the General Board of Biotechnology.
Article 2 a. In the Syrian Arab Republic, a public body with a scientific nature called ??? General Board of Biotechnology ??? It has legal personality, financial and administrative independence and is associated with the Minister.
b. The headquarters of the Authority shall be in Damascus and branches may be established in other governorates by decision of the Minister on the proposal of the Board of Directors.

b. The President of the Governing Council may invite him or her to attend meetings of the Council without the right to vote.
Article 6 The Board of directors of the Board is the supreme authority based on its affairs and the conduct of its affairs and policy, and shall take such decisions as it deems appropriate to achieve the purpose for which the body has been created in accordance with the provisions of this Law and exercises the following powers:
Article 7 a. The Director-General shall be appointed by decree upon the proposal of the Minister from the rank of at least one associate professor from among the faculty members of the universities.
b. The Director-General shall maintain his or her original function and legal upgrades, and shall receive his or her salary and compensation, including full-time compensation from the Authority.
Article 8 The Director-General shall receive compensation for the representation allocated to the Deputy Ministers.
Article 9 Functions and powers of the Director-General
It would therefore issue the necessary resolutions and instructions within the confines of the laws and regulations in force.
Article 10 The Authority shall be exempted from taxes, financial and customs duties, all local administration, public costs of all types and all restrictions on importation, for all imports, donations or loans of equipment, equipment, technical and laboratory equipment and equipment. Article 11 a. The Authority may enter into contracts with official or private entities within or outside the Syrian Arab Republic to provide studies and research with pay or without remuneration, as decided by the Governing Council.

Article 12 Members of the educational body may be seconded to universities or assigned to work in the body, and on loan or on loan and compensation, including the full-time compensation of the Authority.
Article 13 a. In the body, researchers are appointed from the scientific qualification campaign required for appointment to the teaching staff of the universities of the Syrian Arab Republic. Article 14 The teaching staff of the universities of the Syrian Arab Republic may be devoted to scientific research in the Authority by decision of the Minister for a period of one year, renewable upon the proposal of the board of directors and approval of the competent university council.
Article 15 The Authority shall have an independent budget with a special branch attached to the budget of the Ministry. Its resources shall consist of:
