President
Based on the Constitution
As approved by the People's Assembly at its meeting held in the date of 19-3-1423 A.H., 30-5-2002,
The following are issued:

Chapter I
Definitions and objectives
Definitions:

Article 1
(a) The profession of veterinary medicine is a general humanitarian, social and economic service whose purpose is to prevent, treat and protect animals from the risk of contracting diseases, to control animal products and to contribute to the protection of the environment.
b. By virtue of this law, a veterinarian is considered to be a medical doctor in veterinary medicine from a veterinary medical school in the Syrian Arab Republic or equivalent of the certificates of veterinary medicine in Arab and foreign countries after having possession of the secondary school certificate, the scientific branch. Or the equivalent of the rules of procedure for the veterinary profession to be determined by the rules of procedure.
c-The veterinarian is a professional organization that believes in the goals of the Arab nation in unity, freedom and socialism, and is committed to working to achieve them according to the decisions of the Baath Arab Socialist Party and its directives.
Article 2
The Union of Veterinary Doctors works in cooperation with official and popular authorities in the Syrian Arab Republic to achieve the following objectives:
1. To contribute to the development of the agricultural sector in the Syrian Arab Republic with regard to the animal part of it by participating in competent bodies and councils and making recommendations and suggestions for solving the problems related to animal health.
2. Support the veterinary health sector and strengthen its role to ensure that the veterinary health services for animal wealth are achieved and developed in quantity and quality.
3. Participation in environmental protection and animal welfare.
4. Cooperation with grass-roots organizations and trade unions in the interest of development in all fields to contribute to the process of social and economic development of the Syrian Arab Republic.
5. Reviving the Arab veterinary medical heritage.
6. Upgrading the profession of veterinary medicine scientifically and practically in order to achieve the development of livestock to meet the requirements of development in order to achieve the food security of the society.
7. Mobilize the forces of union members and regulate their efforts and capacities and use them in an optimal manner.
8. To raise together veterinarian and physical veterinarians and defend their rights to practise and provide economic and social services to them, ensuring that they benefit from the old-age pension, disability, death compensation, assistance in the event of illness, emergency incidents and the establishment of clubs Residential and cooperative societies and guarantee funds.
9. To take care of the interests of its members, to take care of their social and cultural affairs and to strengthen the ties between them and other social groups, in particular animal breeders.
10. Revitalizing scientific research, translating books and veterinary medical studies, publishing them and issuing magazines to raise the scientific and professional level of their members.
11. To contribute to the establishment of educational and training courses for veterinarians.
12. To contribute to the planning of courses of study in veterinary schools, institutes and veterinary health schools in the country in order to serve the basic needs of animal husbandry development, in line with scientific development and meet the basic needs of development plans.
13. Holding and participating in conferences and symposiums within the Syrian Arab Republic and outside the Syrian Arab Republic and belonging to the Federation of Arab and International Veterinary Medical Unions.
14. To contribute to the preparation of projects for practising the profession and to contribute to the study and preparation of legislation on public veterinary health services and development plans in the veterinary health field.
Article 3
Veterinarians in the Syrian Arab Republic, defined in paragraph-b-of article 1 of this Law, form a trade union of the city of Damascus, which enjoys legal personality and financial independence and is subject to the provisions of this law.
Article 4
The guild does all work that meets its objectives set forth in Article 2-within the limits of the laws and regulations in force.

Chapter II
Union registration, loss of membership and recovery

Article 5
A student registration student is required to be:
1. With Syrian Arab nationality or in its judgement.
2. The title of a veterinarian is under the provisions of this Act.
3. Not bound by a criminal penalty or a misdemeanor contrary to the duties and objectives of the profession.
4. Not write off his name from the guild on a disciplinary basis.
Article 6
a. While it is not inconsistent with military laws and regulations, veterinarians enjoy the service of all the rights and duties provided for in this law, except for the right to participate in the assembly of trade union bodies and the right to vote and to be elected.
b. Veterinarians in the army and armed forces are subject to military laws and regulations and may not belong to the union.
Article 7
a. The registration application shall be submitted to the branch council in the prefecture where the veterinarian wishes to work with the documents proving the availability of the required conditions.
b. The Council shall rule on the application within sixty days of its submission, otherwise the application shall be considered admissible.
c. If the application is accepted, the veterinarian records the syndicate records after the payment of the legal fees to the Fund.
Article 8
a. The decision of the Council to reject the application for registration is required to be exempt and the applicant is entitled to object in writing to the present decision before the Bar Council within sixty days from the date of the notification of the decision.
b. The Union Council shall rule in objection within thirty days from the date of registration in the Chamber of the Union, otherwise the objection shall be considered acceptable.
Article 9
No veterinarian may pursue the profession of veterinary medicine within the Syrian Arab Republic, whether in private business, interests, private institutions or public sector entities unless it is registered in this union.
Article 10
The acceptable veterinarian is sworn in before the Council of the following right:
(I swear to God Almighty, to do my job honestly and honor and to keep the profession and respect its laws and regulations.)
Article 11
The registered veterinarian is entitled to request the transfer of his or her registration to any other branch in which he wishes to proceed with a request to be submitted to the Board for a branch after the payment of the fee to the former branch. He shall not be entitled to work in the new section unless his registration of assets is transferred.
Article 12
The veterinarian shall lose his or her membership and shall be restricted from the union record and the schedule of veterinarians in one of the following cases:
a. in the case of death.
b. If his name is removed from the registry of the profession under the provisions of this Act.
c. The payment of a full year fee shall be delayed after the payment of assets.
d. If his work is transferred outside the Syrian Arab Republic without informing the branch. Those who leave the country with the intent of jurisdiction or because of dispatch or secondment. They retain their registration in the guild, provided that the branch council is informed and the supporting documents are highlighted and the fees determined by the rules of procedure and financial system of the union are paid.
e. A requirement of registration contained in this Act is lost.
Article 13

Chapter III
practicing veterinarian medicine.

Article 14
The veterinarian who is registered in the veterinarian syndicate is entitled to practise veterinary medicine in accordance with laws and regulations relating to the profession.
Article 15
Non-Syrian Arab veterinarians may engage in occupation in the Syrian Arab Republic without belonging to the union, with the following conditions:
1. The requirements of article 5, paragraph 3, of this Law.
2. Do not be deprived of professional occupation.
3. Observe work leave from the Ministry of Social Affairs and Labour.
4. To obtain an annual leave in practice issued by the Ministry of Agriculture and Agrarian Reform on the proposal of the Union Council.
Article 16
Non-Arab veterinarians may enter the profession in the Syrian Arab Republic without belonging to the union after they are registered in the Ministry of Agriculture and Agrarian Reform under a leave issued by the Ministry on the proposal of the Union Council to be available. They have the conditions set out in paragraphs (1-2.3) of the preceding article.
Article 17
Non-Arab veterinarians whose country's regulations allow reciprocity in the Syrian Arab Republic without belonging to the union may also meet the conditions for non-Syrian Arab veterinarians.
Article 18
The practice of veterinarian medicine is regulated by regulatory decisions issued by the Minister of Agriculture and Agrarian Reform on the proposal of the Union Council and the approval of the General Conference.

Chapter IV
Structure and equipment of the union

Article 19.
General Conference:
a. The General Conference of the Union is the highest authority in which it consists of:
1. Former President and Board members whose mandate has expired.
2. President and members of the elected branch councils.
3. Elected members elected in each branch and the rules of procedure of the union shall establish the basis and ratios of the representation of the branches and the road to the election of the members of the Conference.
b. The mandate of the Conference shall last for five years.
Article 20
In the case of two complementary members, for any reason, the following shall be replaced by the following member in the number of votes.
Article 21
The General Conference shall exercise the following functions:
1. Election of the union members.
2. To endorse the Union policy and action plans and ensure that they are implemented.
3. To approve the annual report of the Syndicate Board and the endorsement of the closing accounts for the following year after reviewing the report of the Inspector of Accounts and approving the budget for the new year proposed by the Union Council.
4. Appointment of a Legal Account Inspector or more.
5. Identification of trade union fees in the financial system as well as determining the ratio of each branch's contribution to the union's budget.
6. Withdraw confidence from the Captain and the Syndicate Council or one of its members by a two-thirds majority of the members.
7. Dissolve the differences that lie between the Union Council and the branch councils.
8. To endorse the rules of procedure and financial regulations concerning cooperation funds, ambulances, cooperative clinics and other central regulations proposed by the Union Council, and the central regulations for the occupation are considered to be in force only after they have been ratified by the Minister of Agriculture and Agrarian Reform during the course of the meeting. 9. To approve the proposals of the Union Council to request the issuance of necessary legislation relating to the profession and its submission to the competent authorities.
10. To establish or incorporate branches of unions in accordance with the provisions of this Law.
Article 22
a. The General Conference shall meet at the invitation of the Captain in the following cases:
1. In an election cycle within thirty days from the date of the end of the election of the branches of the branches and the complementary members to the election of a new union council.
2. At a regular session and within sixty days of the end of the financial year of the ratification of the final accounts and the approval of the annual report, based on the decision of the Union Council.
3. In an extraordinary session on the basis of a decision of the Union Council or at the written request of at least one third of the members of the Conference to determine in that request or decision the purpose of the invitation.
b. The General Conference meeting is invited to be announced at the headquarters, branches and at least one of the daily newspapers.
Article 23
The General Conference of the Union shall be chaired by the Syndicate, Vice-General, or in the absence of the oldest member present.
Article 24.
The meetings of the General Conference shall be considered lawful only in the presence of the absolute majority of its members and if the Conference is not invited for the second time in fifteen days, and the second meeting shall be legal, no matter how many. The second meeting may be determined by the first invitation and decisions shall be taken. A majority of the votes of the members present and if the votes are to be heard, the side of the meeting will likely vote.
Extraordinary General Conference meetings, at the request of two thirds of the members of the Conference, shall be considered legal only by the presence of a majority of two thirds of the members of the Conference. If that majority is not available at this meeting, the request for invitation shall be considered null
General, ordinary and extraordinary meetings of the General Conference shall be considered legal only in the presence of a representative of the competent office of the Qatari leadership and the Ministry of Agriculture and Agrarian Reform to be invited to at least three days prior to the scheduled meeting time and if not attended One or both of them, despite being reported to the meeting, considered the meeting to be lawful
Article 25.
The General Conference shall elect from among its members nominated members of the Union Council by secret ballot and by most votes.
Article 26
The Captain issues the resolutions of the General Conference and publishes by declaring them at the headquarters of the Syndicate, under a record organized by the Secretary.
Article 27.
Union Council:
a. The union shall have a board of nine members elected by the General Conference.
b. A candidate for membership of the Union Council shall be required for not less than ten years of occupation and shall not be elected for more than three consecutive sessions.
c. The term of the Union Council lasts for five years.
d. Members of the Union Council shall be considered as natural members of the subsequent General Conference until the end of its term.
e. The Union Council shall elect a captain, a deputy to the captain, a trustee and a trustee of the Fund.
Article 28
The rules of procedure of the union define the modus operandi of the union council and the distribution of works among its members.
Article 29
The competence of the Bar Council includes all matters relating to the profession and, in particular, the following:
1. Implementation of General Conference resolutions.
2. To maintain the principles and traditions of the profession and to work towards achieving its objectives, improving its level, defending the rights of the union and the professional rights of its members, and cooperating with Arab and foreign veterinarian associations and international health organizations in a manner consistent with the objectives of the Association.
3. Work to achieve the objectives of the Association, defend its rights and manage its work, invest its funds and property, and collect the fees that it requires.
4. To coordinate the activities of the Council of branches and to ensure that it does its work within the limits of its legal powers.
5. Take decisions in all matters related to the administration of work in the guild, which does not fall within the powers of the General Conference and other councils.
6. To prepare the draft annual budget and monitor its implementation and to nominate the inspectors of the branches of the syndicate and determine their compensation.
7. The issuance of regulations relating to the Union after its approval of assets.
8. In cases determined by the rules of procedure, the Council shall resolve to elect a Council instead of at least one month from the date of its dissolution.
9. To propose branches of unions or to integrate them.
Article 30.
1. The meetings of the Union Council shall be legal only in the presence of the absolute majority of its members.
2. Decisions shall be made by a majority of the votes of the members present and if the votes are likely to be heard by the Chair of the Committee.
Article 31.
a. The Captain represents the syndicate, chairs the meetings of the Council, implements its decisions and signs the contracts approved and has the right to litigation in its name.
b. On behalf of the Captain in the absence of his or her deputy and in the absence of the Deputy Secretary-General, and he has the powers of Captain who depuures for him in the event of his absence.
Article 32.
If the position of the Captain, Deputy, Secret or Treasurer meets the Board, the Board shall meet to elect the replacement.
Article 33.
The Captain and two members of the Union Council may be discharged at the most, and the General Conference shall set the rules of this full-time and its compensation, taking into account the provisions of the laws in force for those working in the State.
Article 34
If the captain resigns or is unable to carry out his duties, his deputy will be acting on his behalf until a new captain is elected at the first meeting of the General Conference.

Chapter V
guild branches

Article 35.
a. A union branch occurs in each of the governorates of the Syrian Arab Republic, with no less than 30 veterinarians enrolled in the governorates.
b. If the number required to form a union branch is not available in any governorate, these veterinarians join the branch in the nearest province.
c. In the case of several adjacent governorates, the veterinarians in each of them do not constitute a sufficient number for the establishment of a union branch. These veterinarians form a branch based on a decision of the Association Council.

Chapter VI
Child devices

Article 36
Child organs consist of:
a. General branch of the branch and includes all veterinarians registered in the branch who have paid their fee to the union and its funds.
b. Branch Council.
Article 37.
The electoral cycle shall be five years.
Article 38.
The General Authority of the Branch shall have the following powers:
a. Election of the President and members of the Branch and other members of the General Conference, who are not less than five years away from each of its 50 members, with a total of no more than 10 members, while the branch with a membership of less than 50 members shall have an integral One.
b. Adoption of the annual report of the Council of the Branch and the submission of proposals and recommendations relating to the profession to be submitted to the General Conference or the Union Council.
c. To ratify the final account of the budget of the branch for the past year and approve the draft budget for submission to the Union Council for approval.
d. Appointment of one or more legal accounts inspectors.
e. Withdrawing confidence from the head of the branch or from one or more of the members of the branch board with a two-thirds majority of the members.
f-To study the veterinary health situation in the governorate and propose the foundations for its development.
Article 39.
At the invitation of the Chief of the Branch, the plenary meets the following:
1. In its electoral role at least fifteen days prior to the expiration date of the Branch's mandate to elect the new branch board and members.
2. At a regular session within 30 days following the end of the financial year of the ratification of the final accounts, the approval of the draft budget for the coming year and the discussion and approval of the annual report of the Branch.
3. In an extraordinary session:
In implementation of the decision of the Association Council.
b. Pursuant to the decision of the Council.
c. On the basis of a request by at least one third of the members of the subsidiary body of the Branch, and in order to confirm the purpose of the meeting, the President of the Council shall be invited to invite more than one week at the date of the receipt of the request referred to.
4. The meetings of the General Authority shall be chaired by the President of the Branch or the Secretary in the event of his or her absence. If the call is made on the basis of the decision of the Association Council, if it is invited, the meeting will be chaired by the President.
5. The meeting of the General Body of the Branch shall be convened by its declaration at the headquarters of the Union.
6. The provisions of paragraphs (a and b) shall apply From Article 42 of this Law to meetings of the General Authority, with the term of the General Conference being replaced by the general branch of the branch, and the branch meeting of the branch is considered legal only in the presence of a representative of both the competent office in the Baath Arab Socialist Party and the Directorate of Agriculture in the governorate. They should be invited at least three days ahead of schedule and if one of them does not attend, although the meeting is reported to be a legal meeting.
Article 40
Non-Syrian veterinarians who are licensed to practise in the Syrian Arab Republic are entitled to attend the meeting of branches of the branches of the Syrian Arab Republic and to participate in discussions without the right to vote.

Chapter VII
Branch Council

Article 41.
a. The branch council consists of five members of veterinarians.
b. A candidate for the Council of the Branch is required to have a term of no less than five years.
c. The Council of the Branch shall elect from among its members a President, a trustee and a trustee of the Fund.
d. The President of the Branch or the Trustee may be authorized by a decision of the Union Council on the proposal of the Council of the Branch. The General Conference shall set the rules of this full-time, full-time salary and compensation, taking into account the provisions of the laws in force for the employees of the State.
Article 42.
a. If a member of the branch councils is elected to the union council, it is called the public body of its branch within a month to elect the alternative.
b. If one or more members of the Council are vacated for any reason, for any reason, the public body is invited to elect a replacement and complete the term of the Council within 30 days of the date of the vacancy.
Article 43
The meetings of the Board of the Branch shall be legal in the presence of the majority of its absolute members and its decisions shall be made by the majority of the members present and if the votes are likely to be held by the President.
Article 44
The branch councils should report a picture of their decisions and decisions of their public bodies to the Union Council within a week of their issuance.
Article 45.
The Board has the following terms of reference:
1. Implementation of General Conference resolutions.
2. Implementation of the resolutions of the plenary.
3. Department of work in the Branch.
4. To provide the Union Council with the necessary information on the professional and trade situation in the area of work of the branch and to propose the achievement of the objectives of the Association
5. Management and investment of branch funds, collection of funds and collection of fees.
6. To propose the budget of the annual branch and to prepare the final account for the past year.
7. Call for the plenary meeting of the Branch.
8. Appointment of representatives of the Council in the work of the Branch in accordance with the provisions of this Law
9. Establishment of cooperation and savings funds and housing of veterinarians in accordance with the established regulations of the Trade Union.
10. To restrict and accept veterinarians and to inform the Bar Council of this.
11. Dismissin of wage estimation disputes.
12. Dismissal in every dispute or dispute that arises between veterinarians.
13. To nominate the Chairperson and members of the updated committees in the branch and to inform the Association Board.

Chapter VIII
In electing union institutions

Article 46
a. At the turn of each election cycle, a decision of the Board of the Branch has been updated for veterinarians in branches with a membership of more than 100 members.
b. The vet medical unit is composed of a group of veterinarians registered in the branch so that its members do not have less than 30 members.
c. Veterinarians registered in the branch are distributed to the electoral units by decision of the branch council at the beginning of each election cycle.
d. The Veterinary Medical Electoral Unit shall meet to elect its representatives to the branch of the branch by one representative per ten members and force the number to ten if the five are to be above and the increase shall be deleted if the number is not.
e. The Union Council shall issue instructions governing the election of units.
Article 47.
The Union Council shall set the date for the elections to be held by the representatives of the Veteran Medical Electoral Units, members of the Council of branches and members of the branch, and shall be held to hold such elections by decision of the Council of the Branch, as well as by the General Authority for the election of members of the Council and members
Article 48
The nomination of a member of the boards of branches or the membership in which he or she is sentenced to ban from the profession, a criminal penalty or a misdemeanor for an act that runs counter to the duties and honour of the profession shall not be accepted until five years after the end of the execution of the sentence or sentence.
Article 49.
The union and all its branches have a discretionary budget and a closing account.
Article 50.
The rules of procedure of the union determine how the elections will take place.

Chapter IX
General Conference resolution, guild councils and bodies

Article 51.
The General Conference, the Union Council, and the boards of branches and public bodies composed of representatives of electoral units may be dissolved by a decision of the Council of Ministers in the event that any of these councils or bodies deviate from their duties and objectives.
Article 52
a. In the event of dissolution of the Union Council or the Branch Council, the President of the Council shall invite the General Conference or Branch of the Branch within fifteen days of the dissolution decision to elect a new union council or a new branch council in accordance with the legal provisions in force.
b. In the event that the General Conference or the Public Authority does not invite, during the period mentioned in the previous period, a decision by the President of the Council of Ministers, a temporary assembly of the union or branch exercising the same terms of reference of the original Council as an observer and an associate of the Pension Treasury Foundation.
c. Temporarily performs the functions of the General Conference of the Union and is exercised by the total members of the Bar Council and the branch councils and is considered as an observer of the Chamber of the Treasury of the Base and an associate of two members who are complementary to the Conference.
d. Temporarily performs the functions of the general branch of the branch and is exercised by the total members of the Bar Council and the members of the branch council.
The Board of the Union shall set the date for the meeting of the two bodies mentioned in the preceding paragraphs (Jude) and set the agenda for the meeting, and the captain shall invite and preside over the meeting.

Chapter X
The union's imports.

Article 53.
The syndicate's board will prepare the syndicate's funds, investments and the annual budget bill, monitor its implementation, name the branch inspectors and determine their compensation.
Article 54
Union imports consist of:
1. Subsidies and donations in accordance with laws and regulations in force.
2. Rip its real estate and the benefits of its money.
3. Medical transmission fees between branches.
4. Contribution of the branches and the General Conference shall determine the proportion of this contribution.
Article 55
The section's imports consist of:
1. The union fees that get from veterinarians.
2. Registration fees for re-registration and annual contributions.
3-A quarter (25 %) of the compensation of works of veterinary expertise before the judiciary or any other official union charged by union members.
4. Grants, subsidies and voluntary contributions in accordance with legal provisions in force.
5. Reuse of funds or real estate and projects carried out by the Association.
6. Monetary fines imposed by the Disciplinary Board for the Union Fund.
7. All other completed trade union fees from veterinarians estimated by the General Conference.
8. Rent of parties and social activities.
Article 56
a. The property and funds of the syndicate and its movable and immovable branches used by the syndicate and its branches are exempted in the exercise of their basic functions for which they have been created except for the commercial investments of all taxes, financial stamps and municipal fees.
b. No reservation may be made to the headquarters of the union or branches and their assets related to the occupation. Otherwise, reservations may be made after the invitation of the head of the veterinarian, the head of the branch or the head of the branch of the branch.

Chapter XI
In discipline.

Article 57
Every branch of the Association shall form a disciplinary board for the prosecution of veterinarians for violating their professional or professional duties or violating the provisions of this law, the rules of procedure of which it is derived or the system of occupation.
Article 58
The Disciplinary Board shall be established in the Branch by decision of the Minister of Justice in accordance with the following:
1. A judge whose salary is no less than the head of a court of first instance designated by the Minister of Justice _ _ _ _ _ _ _ _ _ _ _ as President.
2. A veterinarian from the Ministry of Agriculture, named by the Minister of Agriculture and Agrarian Reform _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ a member.
3. Three veterinarians designated by the Branch Board to be at least one of them from the Board of the Branch _ _ _ _ _ _ _ _ _ _ _ _ _ members.
Article 59.
Decisions of discipline councils are appealed in the branch to the Central Disciplinary Board of the Union, based in the city of Damascus.
Article 60.
The Central Disciplinary Board shall be established by decision of the Minister of Justice in accordance with the following:
1. A judge of at least a degree of counsel, nominated by the Minister of Justice _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ as President.
2. A veterinarian from the Ministry of Agriculture with no less than ten years of experience nominated by the Minister of Agriculture and Agrarian Reform _ _ _ _ _ _ _ _ _ _ _ _ a member.
3-Three veterinarians called by the Union Council to be at least one of them from the union council _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ members.
Article 61.
a. In each of the two decisions referred to in the articles (58 and 60), the Minister of Justice calls for both the President and the members of the Disciplinary Board and the Central Disciplinary Board to be based on the proposal by the competent authority to name the principal.
b. Any of the parties mentioned in the preceding paragraph of this article shall replace any of the original persons if the original cannot be present for any reason.
Article 62
The proceedings are brought before the Disciplinary Board by the head of the veterinarian doctors or the branch head either automatically or on the basis of a complaint or written news at the request of the veterinarian who sees himself in the position of an incorrect charge. Article 64
It is inevitably referred to the Disciplinary Board for trial to be tried on the part of every veterinarian who finally sentenced him to a penalty or compensation in a penal or civil court for matters that affect his integrity, efficiency or violation of the professional system, and every court sentenced the veterinarian to a penalty. to report a copy of this provision to the head of the branch of the branch to which the veterinarian follows.
These disciplinary councils, serving in the State, public institutions or the public sector, shall be tried only for the reason of their occupation outside their jobs.
Article 65.
The appropriate penalties that the Disciplinary Board is entitled to sentence one shall be:
1. Alert without registration or with registration in a book sent to the veterinarian.
2. reprimand before the Disciplinary Board.
3. A cash fine of between 3000-15,000 Syrian pounds, which shall have the status of civil compensation and shall be paid to the branch fund.
4. Prevention from a temporary occupation for no more than one year.
5. Prevention from final occupation and removal of enrolment in the union and from the record of veterinarians at the Ministry of Agriculture and Agrarian Reform.
Article 66
(a) The sessions of the Disciplinary Board shall be confidential and shall not be published by the Disciplinary Board unless it contains otherwise.
b. To be present and to be assisted by a lawyer or veterinarian for his or her defence.
c. The judgement of the Disciplinary Board is issued.
Article 67.
a. The Disciplinary Board may pardon or build upon the request of the co-complainants to determine the hearing of witnesses.
b. If a witness fails to attend by the prosecution service and if he or she attends and fails to testify or witness a false testimony, the Council requests the prosecution to perform the legal requirement for his or her right.
Article 68
a. To be required to request the response of the President and the members or one of them for the reasons provided for in the Act on the restitution of judges.

c. Article 69.
a. The decisions of the Board of Adib and Jairah shall be issued or served as a Juana.
(b) The duration of the appeal of the decisions of the Disciplinary Board shall be ten days starting from the day after which the judgement is followed by the judgement or from the day after which it is reported.
c. The Central Disciplinary Board's decisions are considered only to be related to the prohibition and removal of the veterinarian from the profession. It accepts the cassation appeal of the Criminal Chamber of the Court of Cassation within the limits and due process of this Court.
d. Obsolete offences are outdated three years from the date of their occurrence.
Article 70.
The provisions issued by the Disciplinary Boards are implemented after they have been concluded by the Ministry of Agriculture, Agrarian Reform and the Public Prosecutor's Office.
Article 71.
If one of the veterinarians is convicted of a felony or misdemeanor, the Public Prosecutor's Office must inform the head of the union branch competent to move the public action and the conclusion of the final decision in which it is issued.
Article 72.
Disciplinary decisions are recorded in a record of the branch and referred to in the vet's file and ban the union to inform the rest of the branch.
Article 73.
a. In the event of a dispute between the veterinarian and the educator or one of his relatives on the amount of remuneration, whether there is prior agreement on the fees or the stakeholder has not had to present the dispute to the Branch's Board prior to the review of the judicial review.
b. The Council must decide to separate the conflict within one month of its lifting.
c. The branch shall reconcile the two parties according to the prescribed limits for the use of veterinary medical wages by virtue of a decision made by them.

Article 74.
Taking into account the provisions of this Act:
a. Article 75.
Taking into account the provisions contained in this Law, the decisions of the Branch Council may be challenged before the Bar Council within fifteen days.
Article 76.
a. Decisions of the General Conference and the Union Council are subject to appeal in cassation with the Civil Chamber.
In the Court of Cassation, the appeal is submitted to the Court of Cassation according to the origins and dates of the appeal in the law, and the Court of Cassation shall decide to appeal the appeal.
b. The Minister of Agriculture or one third of the members of the General Conference shall be entitled to challenge the validity of the General Conference or the outcome of its elections or the validity of its decisions before the Civil Chamber of the Court of Cassation during the same period as referred to in the preceding article. The Court shall rule on appeal within fifteen days of a decision concluded.
Article 77
If the competent court approved the challenge to the validity of the holding of the subsidiary organ of the branch or the General Conference, their decisions were invaled. If the contested election was upheld, the contested election was reinstated within 30 days of the date of communication of the result of the appeal to the Branch Council or the Council. Chapter XII
General provisions

Article 78.
The Minister of Agriculture and Agrarian Reform is authorized to form a twenty-member temporary union council at the invitation of the minister and within 60 days of the enactment of this law, the founding general congress of the Union of Veterinarians will be held under the chairmanship of the oldest members.
Article 79.
The Minister of Agriculture and Agrarian Reform shall issue the first rules of procedure of the union on the proposal of the Union Council and the approval of the General Conference.
Article 80.
The obligations of the proceeds of the proceeds of the assets of the existing veterinarians are transferred upon the operation of this law to the syndicate formed under its provisions. The Syndicate Council and the branch councils continue to collect the obligations of the members.
Article 81. Palestinian veterinarians residing in the Syrian Arab Republic and registered with the General Authority for Palestine Refugees treat the treatment of Syrian veterinarians.
Article 82.
The Minister of Agriculture and Agrarian Reform, in agreement with the Union Council, will issue instructions for the implementation of this law.
Article 83.
This law is published in the Official Journal.
