Based on the Constitution

As approved by the People's Assembly at its meeting held on the date of 11-8-1423 A.H., 17-10-2002,
The following are issued:

Article 1

The expressions in this Act shall mean the meanings set forth in each of them:
Minister -- Minister of Local Administration.
Apartment-the building part, which alone is independent within the building block according to what is registered in real estate restrictions or similar to whether it is for housing or for others.
The common parts-the land-the foundations, the entrances, the corridors and the drawers-the cellars-the surfaces-the lifts-the pipes-the common manipors. As well as parts and equipment intended for common use to collect construction occupants unless they are private property.
The concern-is who occupies the apartment, whether it is Malka, tenant, usufrucer, or investment.
Authority-the occupants of the apartments in the single construction block or who represents them.
Committee-elected administrative committee of the Commission.
The guard-assigned by the committee to guard the construction, supervise, operate, maintain and otherwise maintain joint parts and equipment, and other than what it costs.
Rules of procedure-Rules of procedure of the Commission and the Commission.

Article 2

a. The founding meeting of the Commission shall be convened by the President of the Unit, the municipality or the delegate, and a delegate.
b. The Commission shall elect the Committee by the absolute majority of those present.
c. The annual or emergency meeting will be convened by the incumbents at the invitation of the Committee or at the request of a quarter of the members of the Commission.
Dr. The meetings of the Board shall be considered legal in the presence of the majority of the absolute occupants and if there is no quorum, the body is invited to another meeting within a week.

Article 3

The occupants of each apartment shall have one representative in the body, which shall elect a management committee whose task is to implement the plan prescribed by the body in accordance with the rules of procedure.

Article 4

a. The Commission shall endorse the annual plan and budget proposed by the Commission and announce its decisions in a prominent place in the construction.
b. A copy of the minutes of the meeting of the Commission is deposited with the Committee and the competent administrative or municipal unit.

Article 5

a. The Commission is composed of three members and elected by the Commission from among its members for a term of two years.
b. The Committee shall elect a President, a trustee and a trustee of the Fund, and the rules of procedure shall be determined by the rules of procedure and shall be represented by the Committee and shall be brought to the attention of the Committee.
c. The decisions of the Committee shall be taken in the majority.
Dr. The Commission shall deposit the funds of the Commission in a Government bank approved in accordance with the rules of procedure
e. The Committee is responsible for its work before the Commission and for the body to withhold trust from all or some of the committee members in the absolute majority of the attendees and the alternative is elected at the no-confidence session.

Article 6

a. The incumbents shall have the costs required by the implementation of this Act.
b. The concern for the owner is only for what is covered by the obligations of the owner provided for in the Civil Code and the Rent Act.

Article 7

a. The Committee shall determine the costs to the occupants and shall be imposed by a decision and shall be implemented within 30 days of their notification to the Committee in accordance with the rules of procedure.
b. The author of the relationship during the 30/day period of reporting to the author would object to the Commission's decision before the Commission after paying half of the costs and the Commission's decision on the matter was concluded.
c. In the event that a concern abstaining from the implementation of the decision of the Committee or of the Authority, an instrument shall be governed by a document expected by the Committee which shall be considered to be directly enforceable by the implementing services.

Article 8

The Committee's decisions to remove unlawful abuses or occupation that are contrary to the regulations and laws committed by a concern to the common parts after the effectiveness of this Act are considered by the Commission to be directly applicable to the implementation services.

Article 9

The provisions of this Act apply to
a. Construction of eight flats and more.
b. Construction with apartments below this number at the request of the majority of the construction occupants.

Article 10

Minister of Local Administration issues the rules of procedure In particular:
a. Advocacy assets for meetings of the Commission and the Commission, the organization and placement of records of meetings and the functions of the Commission and the Commission, the style of exercise of the functions entrusted to it, the terms of membership and the procedure for election of the Commission.
b. To determine the method for the maintenance, liquidation and disbursement of maintenance and fixed documents for the disposal and disposal of the Commission.
c. To establish the basis for the imposition and distribution of annual expenditures on the two occupants and how to achieve and collect them, as well as the minimum and upper limits of monthly and annual reports.
Dr. The necessary cases that permit the Authority to lease or invest on the condition that it is not contrary to the laws and regulations in force without being subject to legal extension.
e. The reporting assets of the Commission and the Commission.

Article 11

Ranger is a domestic worker class and the rules of procedure define their functions and how to use it.

Article 12

The provisions in contravention of this Act are repealed.

Article 13

This Act shall be published in the Official Journal and shall be considered effective from the first month following the date of its promulgation.
