University Organization Act

President
Based on the Constitution

And for what I admit, The People's Assembly at its meeting held on 20 November 1426 A.H. - and 21/12/2005.

The following are issued:

Definitions

Article 1

The following expressions shall mean in the application of this Law what is stated next to each of them:

Ministry of Higher Education

Minister: Minister of Higher Education

Executive Regulation: Executive Regulation of the Law on Organization of Universities.

Union: Teachers Union.

Union: National Federation of Syrian Students.

Section I

Chapter I

Higher Education Board

Article 2

The Higher Education Council is associated with the Minister and carries out the following basic tasks:

a. To propose a policy of higher education in all its disciplines and levels within the framework of the State policy.

b. Development of public policy for scientific research at universities and institutes and their orientation towards addressing social, economic and cultural problems in the Syrian Arab Republic.

c. Development of plans for implementing the state's higher education policy, linking it with economic, social and cultural development plans, developing it and distributing its institutions in order to achieve the objectives of the national, social, economic, scientific and cultural State.

d. Development of public plans for higher education institutions, including the development of the scientific, technical and linguistic level, the educational rehabilitation of their scientific personnel, the evaluation of their performance, and the identification and follow-up of means of implementation.

e. Establish admission rules for students at universities and institutes.

f. Coordination between universities and institutes in terms of integration, level of education, grade of science, disciplines, research, training, qualification, translation and Arabization.

g. Development of the performance assessment system and the rules of scientific accreditation of universities and the conditions for granting and revoking it.

h. Proposal for the draft budget for each of the universities, institutes and institutions of the Ministry.

i. Express opinion on education issues in different grades.

j. Set the duration of the study, examination schedules, holidays, production camps and training.

k. Identification of types, patterns and methods of education.

l. Development of rules and conditions for the selection and deployment of dependants.

m. Establish rules and conditions for the appointment and elevation of members of the educational body.

n. Other matters that are dealt with in accordance with the laws in force.

Article 3

a. The Council shall consist of the President and the membership of:

-University presidents.

-President of the Syrian Virtual University.

-Three heads of private or joint universities are proposed by the Minister annually in rotation.

-A university vice president from each university proposed by the minister in rotation annually.

-Deputy Minister and Deputy Minister for some ministries, determined by decision of the Prime Minister.

-The head of the state planning authority is proposed by the head of the state planning body.

-The performance of the senior institutes of the Ministry if it is stated in an instrument to do so.

-Director General of the Centre for Scientific Studies and Research.

-Director General of the Atomic Energy Authority.

-General Manager of the General Authority for Remote Sensing.

-Director General of the General Authority for Agricultural Scientific Research.

-General director of the General Committee for Biotechnology.

-Director General of the National Energy Research Centre.

-Director of the Lion Academy of Military Engineering.

-Two representatives of the union from the faculty members proposed by the Executive Office of the Trade Union annually.

-President of the Federation and another representative of the Federation proposed by the Executive Office annually.

-Secretary and Rapporteur.

b. The Prime Minister shall issue a decision to nominate the members of the Council on the proposal of the Minister.

c. The Minister shall be entitled to invite to the meetings of the Council those who have the right to vote, without the right to vote.

In the event of his absence at the helm of the meetings of the Council, he shall be authorized by the heads of university.

Article 4

a-The Council of Higher Education may delegate a small council headed by the minister, the members of the university presidents, the minister's aides and a representative for both the union and the union to decide on the urgent matters.

b. The Council of Higher Education shall be composed of its members and other members of the faculty of universities, institutes and specialists, and members of the scientific profession and the popular organizations for the permanent or temporary technical committees to examine the subjects that fall within its competence.

Article 5

Monitors the necessary funds for the Higher Education Council in an independent branch of the Ministry of Higher Education in the state budget.

Article 6

A general secretariat of the Council of Higher Education, whose owners are appointed by decree, is headed by a secretary from among the faculty members of universities with experience in higher education, appointed by a decision of the Prime Minister based on the minister's proposal.

Article 7

The High Education Secretary shall prepare the work of the Council and follow up on the implementation of its decisions and the work of its standing and temporary committees and coordination.

Article 8

The Secretary of the Council of Higher Education prepares the annual report on higher education after submission to the Minister for approval in the Higher Education Board. The report includes, in particular, the indication of the implementation of the scientific plan by higher education institutions in the previous year and the success of the plan and the implementation of the plan. Obstacles, difficulties and suggestions needed to improve performance and achieve optimal development of higher education in light of the needs of economic, social and cultural development and scientific developments.

Article 9

The rules of procedure of the Council shall be issued by the Minister upon the proposal of the Council of Higher Education.

Chapter II

General provisions of universities

Article 10

Universities are general scientific bodies with administrative character for each legal personality, administrative and financial independence, as set out in this Law and its implementing regulations, and are associated with the Minister within the limits provided for in this Law and the Executive Regulation.

Article 11

University education is a right for every citizen who is qualified for it, and the Higher Education Council determines the level and quality of this qualification, and the students accept the rules set by the Higher Education Council, taking into account students' wishes and preparations in light of the needs of economic, social and cultural development plans. The demands of balanced economic, social and cultural growth in various provinces.

Article 12

The universities aim to achieve progress in the fields of science, technology, thought and art, working to achieve the national goals of the Arab nation, spreading and developing Arab civilization, singing human civilization, expanding the horizons of human knowledge and contributing to economic and social development in the field of economic and social development. The Syrian Arab Republic and the Arab World are working to implement these objectives through the following:

a. To prepare specialists in different branches of knowledge and to provide them with a high level of knowledge and skills that will keep pace with the progress of science, technology, thought, art and world civilization, and to evaluate their understanding and understanding and apply them through the examination system.

b. Participation in the conduct of scientific research and various studies that contribute to scientific and technical progress, expertise, advice and other professional work, including the conclusion of professional contracts, and, in particular, the aim of finding solutions to the various issues facing them Economic, social and cultural development in the Syrian Arab Republic and the Arab homeland.

c. Establishing strengthened values and rules for building a unified socialist Arab community and raising the student spirit.

d. Enhance the personality of the scientific student and develop his love for science, scientific research, teamwork and promotion of excellence and scientific innovation.

e. Development of research, education, teaching assets and methods, including writing, translation and publishing, and the creation of laboratories for education and scientific research.

f. Contribution to continuing education, training and education courses.

g. orienate students towards optimal selection of the events they will exercise.

h. Promotion of cultural, artistic, social and sporting activity.

i. Documenting cultural and scientific ties with Arab universities and scientific bodies, private and foreign, in general.

j. To achieve the highest level of interaction between the University with its various institutions and society at its economic, social and cultural institutions and organizations.

Article 13

A. Minister is the supreme head of universities and is supervised ex officio, and he is required to ask the technical councils or committees to consider specific subjects or study them, in particular those related to the general policy of education and scientific research.

b. The Minister is required to request university councils to reconsider their decisions if he/she considers them to be contrary to the provisions of the laws and regulations in force.

Article 14

Universities subject to the provisions of this Law in the Syrian Arab Republic are:

Damascus University, based in Damascus.

Aleppo University, based in Aleppo city.

-Tishat University, based in the city of Latakia.

Al-Baath University, based in Homs city.

or any government university that occurs with a law that provides for the provision of the provisions of this law.

Article 15

a. A branch may be established by decree.

b. Each branch has a director who is appointed by decree for a period of three years, renewable once by decree, in charge of the affairs of the scientific and administrative branch, and for the branches of the branches of the university head, and in addition to the functions delegated by the President of the University. It is called a member of the University Council.

c. The Higher Education Council shall establish the administrative and administrative structure and the rules governing the scientific, administrative and financial regulation necessary for the operation of the branches of universities in a way that does not violate the provisions of this Law and its implementing regulations.

Article 16

a. Colleges are created at university by decree.

b. High institutes attached to universities may be established with decrees, and such institutes are associated with universities in accordance with the rules set by these decrees.

c. Specialized scientific centres attached to universities or one of their faculties or institutes may be established by a decision of the Minister following the approval of the Higher Education Board.

Rule 17

The College is a scientific, administrative and financial education unit that works to achieve the objectives of the University within its specific competence. It has a number of scientifically linked sections necessary to carry out its jurisdiction, and the internal rules of the college are set out in them, and it may be decided that the college is based at non-university headquarters.

Rule 18

a. The Section is the basic educational, scientific, research and cultural unit of the University, an administrative unit characterized by qualitative scientific activities that carry out their full responsibilities within the College and are supervised in other faculties of the University and may include one or more divisions.

b. Similar sections may not be repeated in non-symmetric colleges in the same university except for basic science departments.

Rule 19

The internal regulations, which include the special affairs of the colleges and institutes, are issued by the minister after the approval of the Higher Education Council.

Rule 20

a. Arabic is the language of instruction in universities except teaching in foreign language departments and teaching foreign language courses.

b. One rapporteur may be taught in each school year at the leave stage and a rapporteur or rapporteur in the studies of qualification and specialization and in graduate studies in a foreign language.

A decision may be made by the minister after the approval of the Higher Education Council, and based on a scientific cooperation agreement with a non-Syrian university, to produce degrees at the level of qualification studies, specialization studies or postgraduate studies in any university faculties, and teaching in these grades is for all. Rule 21

Ministries, bodies and institutions have the potential to provide opportunities and means to train university students for work related to their competence.

Rule 22

A decree may create production university facilities attached to universities or colleges that serve their educational purposes.

Rule 23

a. Universities shall provide social and professional services, studies and advice to citizens and public and private bodies in a way that does not conflict with their objectives.

b. Universities have to deal with the technical, economic and social problems facing the State and the public sector in various fields to find scientific and practical solutions for them in coordination with the competent authorities.

c. The executive regulation sets out all related matters, including financial aspects, compensation and remuneration, and how to dispose of the proceeds in accordance with the laws and regulations in force.

Part two.

University administration

Rule 24

a. The scientific administrative functions in this law are the functions of the President of the University, his deputies, the director of the university branch, the Secretary of the Higher Education Council, the dean of the faculty and his deputies, the dean of the institute and his deputies, the director of the specialized center, the editor of a research university magazine, the head of the department, and the head of the division in the department. as well as the position of the Secretary of the University, if filled by a faculty member or a technician.

b. Two scientific managerial functions may be combined only in colleges where the members of the faculty do not exceed five members, and a decision may be made by the Minister to combine two scientific managerial functions.

Rule 25

Management of each university:

a. Council of the University.

b. Rector

Rule 26

a. Each university in addition to its Board shall be the Council of Scientific Affairs, the Student Affairs Council, the Scientific Research Council, postgraduate studies and the Open Education Board.

b. The Boards mentioned in the preceding paragraph, jointly chaired by the President of the University, meet at least once a year, composed of the General Authority of the University, and its meeting for deliberation in the university education policy and the submission of its proposals to the Higher Education Board for Education in general and in Amendment to the Law on Organization of Universities or its implementing regulation.

Rule 27

a. The President of the University shall be appointed from the professors by decree for a period of three years, renewable once by decree.

b. The President of the University shall maintain his or her original function and legal upgrades and shall receive the salary and compensation specified for him and his or her compensation in addition to his or her original post.

c. The Minister shall be responsible for the role of the President of the University when it is vacant.

Rule 28

The university president manages the scientific, administrative and financial affairs of the university, which he represents before the judiciary and others, and is responsible for implementing the laws, university regulations, decisions of the Higher Education Council and university councils within the limits of laws and regulations, and, in case of breach of order, may be stopped. The study is all or some of them to be presented to the minister within three days and to the university council within a week.

Rule 29

For all employees of the university, the president of the university exercises the powers of the minister provided for in laws and regulations in force.

Rule 30

a. The President of the League may call upon the councils and committees, which are made in accordance with the provisions of this Law, to meet and submit to them the subjects they see in their terms of reference, to attend their meetings and to preside over the session at which they are present.

b. The President of the University shall return to the faculties the decisions of their councils that are in violation of the laws and regulations in force, in order to review them in accordance with the provisions of those laws and regulations.

c-The president of the university has to return what he sees from the decisions of the faculty councils and if the College Board insists on its decision, the university president will present the subject to the university council for a decision.

Rule 31

The president of the university has to entrust some of his powers to his deputies within the limits of their competence, and in the absence of the president of the university, one of his deputies will be assigned to his duties by decision of the minister.

Rule 32

The Rector shall submit to the Minister at the end of each university year a calendar report on education, scientific research and other activities at the university.

Rule 33

a. Each President shall have four deputies:

1. The Vice-President of the University for Student and Administrative Affairs assists the President of the University in the management of the administrative, financial and student affairs of the University and has the authority to associate the Minister provided for in the laws and regulations in force.

2. The Vice-President of the University for Scientific and Scientific Affairs is assisted by the President of the University in the management of the University's scientific and educational affairs.

3. Vice President of the University for Scientific Research and Higher Studies is assisted by the Rector of the University in the Department of Scientific Research and Higher Studies.

4. Vice President of the University for Open Education is assisted by the Rector in the Department of Open Education.

The deputy head of the university for scientific affairs may be limited to the tasks required by the deputy head of the university for scientific research and postgraduate studies. In this case, the Scientific Research Council will take up the terms of reference of the Scientific Research Council and postgraduate studies.

b. The Deputy Rector shall be appointed from among the professors by decree for a term of two years, renewable once by decree.

c. The President of the University shall be entrusted with the competence of the absent deputies to one of his/her other deputies.

d. The Deputy Head of the University retains his original function and legal upgrades and receives the salary and compensation specified in this law as well as compensation from his/her original function. If his/her salary is in the original position, increases the salary specified in Schedule No. 4 to this Law. The salary of his original job is paid.

Rule 34

a. The University shall have a Secretary appointed by decision of the Minister upon the proposal of the President of the University.

b. If the Secretary of the University is among the members of the faculty or technical staff, he retains his or her position.

Its original legal upgrades and compensation awards are paid in addition to the salary and compensation received from its original function.

Rule 35

The Secretary of the University administers the administrative and financial works of the University under the supervision of the Rector and his deputies and is responsible for implementing the laws within the limits of his powers.

Rule 36

The Secretary of the University assists a Assistant Secretary or more appointed by decision of the President of the University.

Rule 37

The University Council consists of the President of the University and the President and the membership of:

1. Vice-Presidents of the University.

2. Colleges.

3. High-institute performance.

4. Directors of the centres attached to the University.

5. The representative of the Ministry calls him the Minister.

6. Head of the Union Sub-Office of the University representing the Union.

7. Three students representing the Federation, one of whom is a graduate student, whenever possible, if the number of other members exceeds ten and of two students if the number is ten and less.

8. The Secretary of the University and the secretariat of the Board.

Rule 38

The Council of the League shall be competent to:

1. To propose the appointment, transfer, reassignment, secondment and acceptance of the members of the teaching staff, as well as all other matters relating to their functional status.

2. To approve the use of Syrian, Arab and foreign experts by contracting in accordance with the laws and regulations in force.

3. Propose the rules for admitting students to university.

4. Agree to the general distribution of lessons and lectures at colleges.

5. Overall supervision of the conduct of the examinations, including the determination of how the examiners, examination committees and observers should be appointed, their length of work and the amount of their remuneration, duties and responsibilities.

6. Scientific degrees and honorary doctorates.

7. Distribution of grants, donations and assistance for scientific research in accordance with the laws and regulations in force.

8. Develop plans for the development of faculty, technical and laboratory staff in terms of number, level and distribution.

9. Establish deployment rules for scientific research missions.

10. Develop deployment rules for conferences, symposiums, courses and scientific missions.

11. To manage and invest the funds of the University and accept the donations received through the endowment, commandments, donations and others, provided that it does not all conflict with the objectives of the University, and that the laws and regulations in force will be in force.

12-Preparation of the university's plan and budget projects and the distribution of its appropriations and final account.

13. To propose the establishment of faculties, departments or institutes in the university.

14. To approve the establishment of specialized centres attached to the University or to one of its faculties or institutes.

15. To approve the construction, equipping and maintenance of university buildings.

16. Identification of the prices of books, references, periodicals and university publications.

17. To propose general rules for the remuneration, compensation and remuneration of contractors, researchers, visiting lecturers and professors, and to submit them to the Higher Education Board for approval and be awarded by a decision of the President of the University.

18. Stop the study in colleges, some or all of them.

19. To propose regulations for the university city, libraries, hospitals, printing press, museums and other university facilities.

20. To study the systems and rules proposed by the Student Affairs Council in how students can move from one college to another and from one university to another and raise it to the Council of Higher Education.

21. Adoption of the annual report prepared by the President of the University on scientific, teaching, administrative and financial matters.

22. The Executive Committee of the scientific missions provided for in the Scientific Missions Act shall be carried out by the Council of the League for the dispatch of the authors.

23. To express an opinion on all matters brought to the attention of the President of the University.

24. Delegation of the President of the University with some terms of reference.

It shall be generally concerned with all scientific, educational, research, administrative, executive and financial matters relating to the University and other disciplines provided for in this Law and other laws in force, in a way that does not conflict with the competence of other councils.

Rule 39

a. The Scientific Affairs Council shall be composed of the Vice-President of the University for Scientific Affairs as Chairman and Membership of:

1. Vice-representatives of colleges and higher institutes of scientific affairs.

2. A union representative from members of the faculty.

3. Representative of the Federation.

b. The Assistant Secretary-General of the Secretariat shall be the secretariat of the Board.

Rule 40

The Scientific Affairs Council is concerned with the following matters:

1. To propose the internal regulations of colleges, institutes and centres.

2. Proposal to develop study plans and curricula.

3. To track and supervise the scientific activity of the colleges, institutes and centres of the University.

4. To propose the development of plans for the development of teaching, technical and laboratory bodies in terms of number, level and distribution.

5. To propose the determination of criteria equivalent to degrees and scientific qualifications to the Council of Higher Education.

6. Propose the terms of appointment in the functional and laboratory bodies.

7. To propose the rules of dispatching the Bapoid in order to obtain the required scientific qualification.

8. To decide on the evaluation of the scientific production of candidates for the functions of the faculty and the technical body in case of different views in the Scientific Production Inspection Commission or in the event of an objection to the reports of its members in the competent councils for its consideration.

9. To propose the rules of dispatch to conferences, symposiums, courses and scientific missions.

10. To propose the establishment of scientific relations with universities and institutions in the Syrian Arab Republic and abroad and with international institutions and to propose recognition of universities and institutes;

11. Develop plans to contribute to the solution, protection and improvement of the environment.

12. To propose plans and studies for the preservation, revival and dissemination of heritage.

13. To express an opinion on all matters of education in different grades.

It is generally for the consideration of all scientific and educational affairs of colleges and their scientific development, in a way that does not conflict with the competence of other councils.

Rule 41

a. The Scientific Research and Higher Studies Board consists of the Vice-President of the University for Scientific Research and Higher Studies as President and Membership of each of:

1. Vice-representatives of colleges and higher institutes of scientific affairs.

2. A representative of the union.

3. Representative of the Federation of graduate students.

b. The Assistant Secretary-General of the Secretariat shall be the secretariat of the Board.

Rule 42

The Scientific Research Council and Higher Studies are concerned with the following matters:

1. Develop scientific research plans at the university in light of the policy put in place by the Higher Education Board.

2. Regorganize, encourage and provide the necessary means for research.

3. Proposal for the establishment and opening of postgraduate studies.

4. Proposal for admission to graduate studies.

5. Composition of the governance committees and the proposal to award scientific degrees for postgraduate studies.

6. Oversee postgraduate studies and propose ways to develop them.

7. To propose rules for granting financial rewards to supervisors, governing committees and researchers.

8. To propose the distribution of grants, donations and assistance for scientific research and oversight of their management.

9. Proposal for deployment rules for scientific research missions.

10. Publication and supervision of scientific journals.

It is generally for consideration of all issues of postgraduate studies and scientific research, in a way that does not conflict with the competence of other councils.

Rule 43

a. The Student Affairs Council consists of the Vice-President of the University for Student Affairs and Administrative Affairs as President and Member of each of the following:

1. Deputies to the Colleges and Higher Institutes for Student and Administrative Affairs.

2. A representative of the union.

3. Two representatives from the Union.

b. The Assistant Secretary-General of the Secretariat shall be the secretariat of the Board.

Rule 44

The Student Affairs Council is concerned with the following matters:

1. Oversee the application of the conditions of admission of students at the university and to propose what it deems appropriate in this matter on the Council of the University.

2. Oversee the application of different university fees and exemption rules and the conditions for granting bonuses and subsidies for different types.

3. To propose rules for the transfer of students from one university to another or from one school to another or from one section to another and decide on what to offer a transition problem.

4. Organization of students' social, health, cultural and sports affairs.

5. Organize the sale and distribution of books and university publications to students and organize their distribution to the excel and the indigent.

6. Organizing student training, productive camps, university trips and student exchange.

7. To propose rules relating to the administration and housing of the university city and to solve the student issues related to it.

8. To propose rules for the investment of clubs, restaurants, theaters, sports facilities and other student facilities and to be submitted to the Council of the League.

It is generally relevant to all matters relating to students' affairs and to what the Council of the University refers to.

Rule 45

a. The Open Board of Education is composed of the Vice-President of the University for Open Education as President and the membership of:

1. Representatives of the Scientific Colleges for Scientific Affairs.

2. A representative of the union.

3. Representative of the Federation.

b. The Assistant Secretary-General of the Secretariat shall be the secretariat of the Board.

Rule 46

The Open Education Board is responsible for the tasks set out by the Higher Education Board.

Rule 47

Taking into account the provisions of paragraph (a) of article (30) of this Law, councils and committees shall be convened by their superiors.

Rule 48

The Council of the University shall hold the terms of reference of its other councils and public bodies if the number of their faculties does not exceed four faculties.

Rule 49

He manages the entire faculty and dean of the College Board.

Rule 50

a. The Dean of the College shall be appointed by decision of the Minister for a term of two years, renewable once, from among professors or associate professors in college. In the event that this is not provided, he is assigned among the teachers.

b. When the position of the dean is vacant, the head of the university will be assigned to a deputy dean to exercise the dean's terms of reference pending the appointment of a

Rule 51

The dean of the faculty manages the administration of scientific, educational, research, administrative and financial affairs, and is responsible for the implementation of university laws and regulations, the decisions of the Higher Education Council, the university councils and the faculty, and the dean shall submit to the university president at the end of each academic year a report on the Education, scientific research and other aspects of activity in the College.

Rule 52

Each dean has two deputies, one for student affairs and administrative affairs, and a second for scientific affairs, to help the dean in his work. Mead may delegate either of them to some of his powers and determine which deputy to replace him during his/her absence.

Rule 53

The Deputy Dean of the College is appointed by a decision of the Minister for a term of two years, renewable once among the faculty members of the faculty.

Rule 54

a. The College Board is composed of the dean and the members of each of the following:

1. Deputy Dean of the College.

2. College heads.

3. A union representative from among the faculty members of the faculty.

4. Two representatives from the college, one of the graduate students.

5. Chiefs of section in other faculties when the Council considers matters within the terms of reference of their sections.

b. The Chief of the Service at the College secretariat is the secretariat of the Board.

Rule 55

The College Board is responsible for the following matters:

1. Develop rules on student attendance and the system of lessons, lectures and other university work.

2. To propose and coordinate the curricula and programmes of the study in different sections and to distribute lessons and lectures to members of the teaching staff and others.

3. Coordination of scientific research in the sections according to the decisions of the Scientific Research Council and graduate studies.

4. Organization of the examinations of the College, the distribution of its work to the examiners and observers, the submission of suggestions for them, the adoption of their findings and the declaration.

5. Proposal to award compensation and remuneration to contractors, lecturers, researchers, visiting professors and applied work-holders.

6. Propose the draft internal regulations for the College and its amendments.

7. Proposal for scientific degrees.

8. To propose a qualification and training plan for members of the teaching, technical, laboratory and administrative bodies and their education.

9. Submission of proposals to the UNU Council in connection with the College's plan and the appropriations required for its implementation.

10. Consideration of matters of dispatch and participation in symposiums, conferences and scientific sessions within and outside the Syrian Arab Republic.

11. Adoption of the annual report prepared by the dean on scientific, teaching, administrative and financial matters.

12. Matters referred to it by the Council of the University.

13. To express an opinion on all topics for which the dean of the college or a quarter of the College of the College views the presentation.

It shall be generally concerned with all scientific, educational, research, administrative, executive and financial matters relating to the College and other terms of reference provided for in this Law and other laws in force that do not conflict with the competence of other councils.

Rule 56

a. At the College, a Student Affairs Committee from the Deputy Dean for Student and Administrative Affairs is composed of the President and the members of each of the following:

1. A union representative from among the faculty members of the faculty.

2. A member of the faculty for each section designated by the Board.

3. Two representatives from the college.

b. The Student Affairs Committee of the College is responsible for the following matters:

1. Social, health, cultural and sports care for students.

2. Proposal to approve the transfer of students from other universities and colleges and from one section to another within the faculty within the general rules provided for.

3. To approve the granting of valedictorian rewards and subsidies, and to approve the granting of university books and references to indigent students, in accordance with the rules provided for by the rules.

4. Consideration of the difficulties that may arise from the application of rules and regulations relating to student affairs and examinations and the submission of suggestions for their treatment.

5. Submission of proposals to the Student Affairs Board through the Dean of the College in all matters within his/her competence.

Rule 57

a. Each section of the College shall have a public body called the General Authority of the Section, consisting of:

1. Members of the faculty in the Section.

2-Members of the technical body in the department, with no more than one third of the number of faculty members in it, otherwise the dean will choose after taking the opinion of the head of the department, which is equivalent to one third of the faculty members, from among the members of the technical body periodically at the start of the school year.

3. A representative of the members of the Laboratory Body in the Section shall participate in the discussion of issues relating to this body selected by the Chief of the Section.

b. The Section is headed by the Chief of the Section.

The General Authority of the Section shall meet at the invitation of the Chief of the Section three times each academic year, the first meeting in the month preceding the start of the school year, the second in the week before the start of the second quarter, and the third in the week after the school dropout in the last academic year. The General Authority of the Section shall also meet in emergency situations upon the request of at least one third of its members.

Rule 58

The General Authority of the Section shall be competent to:

1. To propose related provisions of the draft Rules of Procedure for the College.

2. To propose long term, quarterly and annual plans for the activities of the Section in the fields of teaching, scientific research, occupation, dispatch, loan, etc., and what those plans need, funding, construction, equipment, scientific, technical and administrative personnel.

3. To propose the basic rules necessary for the implementation of public plans for teaching, scientific research, professional practice, dispatch, secondments and others.

4. To study the presentation by the Chief of the Section and to the Board of the Section for which it is presented.

5. Examination of other proposals made by at least one quarter of the members of the plenary body.

6. To study the annual report of the Board of the Section and to express its opinion and other planning and guidance matters for the activities of the Section provided for in this Law and the regulations in force.

Rule 59

Each section has a section called the Section and is headed by the Chief of the Section and is composed of its membership:

1. The heads of the divisions if they are present in the section.

2-Three from each of the professors, associate professors and teachers in the department, the dean calls them periodically to start every academic year on the basis of the job, and in case the professors are not available from associate professors, and in the absence of a sufficient number of associate professors called Instead, they are professors and if there are not enough professors and associate professors called instead of teachers, and in the absence of a sufficient number of teachers called instead of professors and associate professors.

3. A member of the technical body shall be designated periodically by the dean on the basis of a foot in the position at the start of each academic year

Rule 60

The Board is concerned with the following matters:

1. Implementation of the decisions of the relevant university councils.

2. To propose the courses taught by the Section and its curricula and to propose the amendment of the rules of procedure and coordination between the various disciplines.

3. Propose the distribution of theoretical and practical lessons, lectures and research seminars.

4. Examination of scientific research plans and the need for the section of the laboratory and laboratory equipment

5. To propose the appointment of letter supervisors and the formation of committees governing them and the granting of scientific degrees.

6. Develop projects related to the activities of the Section in the fields of teaching, practical research and the practice of the profession for presentation to the College Board.

7. Develop the annual report on the activities of the Section.

8. To study all issues and scientific, educational, research, service and financial issues related to the Section.

9. Study referred to it by the College Board.

Rule 61

1. The Chief of Section shall be appointed by decision of the Minister for a term of two years, renewable once, among the members of the faculty in the Section.

b. The members of the Board of the Section shall temporarily serve the oath of office and invite the Council of the Section to meet to decide on urgent cases in the absence of the head of section or the vacancy of the post of head of the Section and to issue a administrative warrant from the President of the University.

c. In the event that the post of head of the Section is vacant, the head of the Section will be headed by the President of the University, pending the appointment of an alternate

Rule 62

The head of the department is responsible for implementing the decisions concerning the department and its council, and for the regularity of lessons, lectures, exercises, teaching work, scientific research and occupation, and it has to do what it takes to continuously improve the level of academic curricula and scientific research in the field of specialization of the department and on the other. The head of the department is to submit an annual report on the activities of the scientific department and members of its various bodies to the faculty and general authority of the department.

Rule 63

A. The union branch of the University calls its representatives on the boards of the University, the faculties and the committees to start each academic year for a period of one year.

b. The Administrative Office of the Federation at the University calls its representatives on the boards of universities, colleges and committees at the start of each academic year for one year of distinguished students.

Rule 64

a. The councils provided for in this law include among their members and other members of the faculty and specialists for a permanent or temporary quality to study the subjects that fall within their competence.

b. The chairpersons of councils at universities, colleges and divisions may invite the most experienced persons to attend meetings of these councils without the right to vote.

Section III

Scientific staff

Rule 65

The scientific staff at universities are:

Chapter I

Members of the faculty

First. Appointment and conditions of employment

Rule 66

The members of the faculty of universities are:

A. Professors.

b. Assistant professors.

c. Teachers

Rule 67

The Minister appoints members of the faculty based on the decisions of the councils of the University, the College and the competent section.

Rule 68

The appointment to the functions of the faculty shall be based on an announcement made by the Minister.

b. Members of the faculty assigned to the University shall be appointed to the highest scientific post without declaration.

c. Delegates are appointed to the University to obtain the scientific qualification necessary for the appointment of a teacher without declaration.

d. A member of the faculty appointed for the first time in the university is prepared for a period of two years, and after the expiration of eighteen months after the appointment of the board, the board of the department submits a report to the College Board, which, in addition to its scientific activity, includes its educational and social potential and its commitment to the teaching process. Other activities are lifting the report of the Council of the College to the Council of the University, which proposes to the president of the university to make the decision necessary to be authentic or to transfer him to another job at the university other than membership of the faculty or to terminate his service in accordance with the laws and regulations in force.

(e) The Higher Education Board shall establish the executive instructions and other conditions that it deems necessary for the principal organ of the faculty to be authentic.

Rule 69

A teacher is required to be appointed in the teaching staff:

A. To be welcome to serve as a member of the faculty of the university, and the Council of Higher Education shall establish the rules governing this based on the proposals of the boards of universities and their scientific councils.

b. To have a PhD degree from a university in the Syrian Arab Republic in the competence required for the job or to be from another university, a scientific body or a scientific institute recognized to a degree to which the Higher Education Council considers it to be equivalent, taking into account the provisions of the laws And the window systems.

c. To qualify its scientific production for the job.

Rule 70

The appointment of the exempted return from the dispatch which achieved the conditions set forth in the previous article by the post of a teacher in terms of salary and compensation only takes effect from the date of his/her direct work at the University for which he was deployed after returning from the dispatch.

Rule 71

A Assistant Professor is required to be appointed:

a. At least five years as a teacher at a university of the Syrian Arab Republic or at its level from universities and other scientific bodies, from the date of the decision to be appointed as a teacher, has been filled.

b. To have had the competence of a teacher to carry out and publish original scientific research.

c. To have written, translated, or achieved manuscripts or to supervise letters of graduate studies (master's or PhD).

d. To meet the requirements of the educational performance system and to develop scientific, technical and linguistic competence and to carry out educational and research duties.

The Council of Higher Education sets the operational instructions for applying this.

Rule 72

Candidates from outside the University may be appointed as Assistant Professor if, in addition to the conditions set out in article 69 of this Law, the following conditions exist:

a. Having obtained the scientific qualification required for appointment to the faculty member at least six years during which he or she has been in a faculty or scientific institution or research work for the work of the faculty member.

b. The leave to obtain the leave to obtain the scientific qualification for at least ten years provided for in paragraph B of Article 69 shall have been made in genuine scientific research.

c. Having conducted and published in the field of competence after obtaining the scientific qualification

d. To have carried out in his field of competence in writing and translation.

Rule 73

A professor is required to be appointed:

a. To have held the position of Assistant Professor for at least five years in a university or higher institution in the Syrian Arab Republic or at its level from universities and other scientific bodies.

b. To be competent to carry out genuine scientific research and to publish it constitutes a valuable scientific contribution.

c. To have written, translated, or achieved manuscripts or to supervise letters of graduate studies (master's or PhD).

d. To meet the requirements of the educational performance calendar system and to develop scientific, technical and linguistic competence and to carry out educational and research duties.

The Council of Higher Education sets the operational instructions for applying this.

Rule 74

A candidate from outside the university may be appointed as a professor if, in addition to the conditions set out in article 69 of this Law, the following conditions are available in the candidate:

a. Having obtained the scientific qualification required for appointment to a faculty member for at least eleven years during which he or she has been in a faculty or scientific institution or research similar to the work of the faculty member.

b. To have passed the leave to obtain the scientific qualification at least fifteen years.

c. Having conducted and published in the field of competence after obtaining the scientific qualification provided for in paragraph B of article 69 of this Law with genuine scientific research.

d. To have carried out in his field of competence in writing or translation.

e-Ko N is welcome to teach.

The Council of Higher Education sets the operational instructions for applying this.

Rule 75

The executive regulation specifies the provisions and rules for the examination of scientific production.

Rule 76

The duration of the compulsory and compulsory flag service called by the faculty member, as well as the duration of the official or scientific assignment and the duration of the loan, shall be calculated from the duration required for the appointment to the higher post on the condition that the retirement proceeds shall be performed for this period.

Rule 77

a. The faculty member is subject to an educational performance evaluation system and the development of scientific, technical and linguistic competence and carrying out educational and research duties according to the rules and conditions established by the Higher Education Board.

b. If the faculty member does not meet the requirements of the calendar system mentioned in paragraph (a), he will be transferred to another job outside the universities by a decision of the Prime Minister on the proposal of the minister, and his vacancy is updated if it does not provide it.

II -Transport, scarring, secondment and special leave without pay

Rule 78

The members of the faculty may be transferred from one section to another in the same college, by decision of the university president, following the proposal of the college board, after taking the opinion of the two chambers of division, and from one college to another in the same university, following the approval of the university president after the approval of its board and after taking the opinion of both chambers of the kidneys. Transferred to and from each of them and the relevant section council.

Rule 79

Taking into account the provisions of article 48/of the Scientific Missions Act No. 20 /2004, the faculty member may be transferred from one university to another by decision of the President of the transferee following the approval of the President of the transferee and taking the opinion of the Boards of the two universities.

Rule 80

Taking into account the provisions of article 48/of the Scientific Missions Act No. 20 /2004, the faculty member may be transferred to a public post by decision of the transferee following the taking of the opinion of his university and the approval of the Higher Education Board.

Rule 81

a. A member of the faculty may be partially or totally assigned for a limited duration from one university to another within the Syrian Arab Republic or to carry out a public function by decision of the author, following the approval of the University Council and after taking the opinion of both the faculty and the Section.

b. The Mandab shall, in part, retain his or her salary and compensation, including full-time compensation and the additional full-time compensation.

c. The public authority shall bear in its full pay and compensation in accordance with the provisions in force.

Rule 82

a. The members of the faculty may be seconded upon their request to a university, scientific institute or research centre outside the Syrian Arab Republic at the level of university colleges, as

They may be assigned to work in one of the universities, Syrian Arab institutes or an Arab or international body in what they specialize in if the mission is at the level of the job they occupy at the university.

b. Secondment shall be for one year, renewable up to a total of no more than five years.

c. A decision shall be made by the Minister upon the proposal of the Council of the League after taking the opinion of the Faculty and the Section.

Rule 83

The terms of leave without pay and the resignation provided for in Act No. 50 of 2004 shall apply to members of the faculty of universities.

III -Dispatch and missions

Rule 84

-The members of the faculty delegation with scientific tasks for scientific research by decision of the Minister based on the proposal of the Council of the University after taking the opinion of the faculty and the relevant section to do so no less than four months and no more than a year in accordance with the rules set by the Higher Education Council.

b. A faculty member may not be dispatched to this task before four years of return from an external mission, a study leave or a scientific research mission and in accordance with the rules established by the Higher Education Board.

c. A delegate to this task within three months of the date of return is required to submit a report on his or her mission and work and to provide a copy of each research completed.

d. A delegate is paid under the provisions of this article's salary, legal compensation and transportation wages and, in addition, may receive appropriate compensation in conditions established by the UNU Council in each case, provided that the compensation received from within the Syrian Arab Republic does not increase Outside of them, he is charged with an official mission.

Rule 85

a. The members of the Board shall be provided with official or scientific tasks, including information and training, for a period of not more than three months according to the rules set by the Higher Education Board.

b. The scientific tasks provided for in this article shall be carried out by decision of the Minister upon the proposal of the Council of the University after taking the opinion of the Council of the Faculty and the relevant section and does not apply the provisions of paragraph (b) of the preceding article 84 to those covered by the provisions of this article.

c. The Special Envoy shall receive, under the provisions of this article, his salary, legal compensation, transportation wages and other compensation to be paid by the Envoy on an official mission.

IV -Holidays and vacations.

Rule 86

The study at universities during the school year breaks down for a period of not more than fifteen days and a summer vacation set by the University Council, except for the faculties where the study continues and work during the summer. It had to be disabled by the decision of the Rector after taking Ray dean of the college.

Rule 87

The annual regular leave of faculty members at colleges and institutes affiliated to the university starts after the completion of the second semester exams and ends before the start of the supplementary exams, except for the colleges and institutes where the work continues during the period. The leave was appointed by decision of the Rector after taking the opinion of the competent dean.

Rule 88

The members of the faculty are subject to the health leave provisions contained in Act No. 50 of 2004.

Rule 89

Scientific administrators are subject to the rules set out in Act No. 50 of 2004 on their administrative leave.

V -duties of faculty members

Rule 90

The faculty member must:

1. Dismiss for the conduct of scientific work in accordance with the rules provided for in this Law and its implementing regulations.

2. To carry out theoretical and scientific lessons and research seminars that are assigned to them and to create the necessary books and references.

3. To continuously raise the level of scientific and intellectual students and to empower them with research assets and curricula, and provide them with the best scientific and technical achievements and the development of their scientific personality to be after their graduation to the service of the unified socialist Arab community in their fields of specialization.

4. To contribute to the advancement of science, literature and the arts, and to enrich the Arabic library with research, studies and public references, and to supervise the promise of students, and to participate in the application of research and studies in the fields of social and economic life.

5. Regularly improve and upgrade its scientific knowledge and expertise in its field of specialization.

6. To participate in the work of the councils and committees mandated by them as a means to enable universities to better carry out their responsibilities.

Rule 91

The faculty member should submit to the head of the department the reports stipulated in the executive statute on his scientific activity, including his books and research, with copies of them, the research he still conducts, and the conferences and seminars in which he participates and about the master's and doctoral messages. The number of reports submitted by the faculty member on an annual report shall not, in any case, be less than one year.

Rule 92

Members of the faculty shall maintain order within the classroom, lecture, research and laboratory, and shall submit to the dean of the College a report on each incident that breaches the system and the measures taken to preserve it.

Rule 93

a. Members of the faculty shall not:

1. To engage in trade and to participate in the management of a business or a combination of the membership of the faculty, any occupation or any other act of self-employment or mediation if it is detrimental to the performance of the duty of the job or is not in agreement with the requirement of the profession and the Council of the University to decide on the prohibition of membership The teaching authority to carry out any work that runs counter to the duties and performance of the job.

2. To give special lessons

b. Any violation of the provisions of the preceding paragraph that the file should be referred to the Disciplinary Board.

Rule 94

The teaching may be combined with the university, the membership of the national and Qatari leadership of the Baath Arab Socialist Party and the membership of the Central Command of the Progressive National Front, the Ministry and the People's Assembly membership.

VI -Rights of faculty members

Rule 95

In exercising their scientific and teaching activity, the members of the faculty shall enjoy freedom of expression according to university traditions, and shall adhere to the principles of scientific objectivity and the objectives of the universities provided for in this law.

Rule 96

a. The faculty member shall be elevated to the upper level at the same position after two years in the lower class and 9 %, taking into account the penalties for delaying the salary, if any and not exceeding the salary cap set for each position according to schedule No. 4 to this Law.

b. A decision shall be made by the President of the University.

Rule 97

The functions and ranks of the members of the faculty are determined according to the Schedule 1 of this Law and their numerical owners are determined by decree.

Rule 98

The incumbents of the following posts shall be granted a monthly compensation in accordance with the following.

-Rector 12500 L.S.

-Vice President of the University and Director of the University Branch and Secretary of the Council of Higher Education 3500 L.C.

-Dean of the College or Institute or Director of the Centre and Secretary of the University 2500 L.C.

-Deputy dean of the faculty or institute and head of department at the faculty or institute and head of division in the department and assistant university secretary 1500 L.C.

b. A member of the teaching staff who is in charge of teaching outside of his duty station shall be awarded the maximum compensation of 4,000 L.C. per month in addition to the compensation for the relocation in this law.

c. The Council of Higher Education shall establish the rules governing the granting of such compensation provided for in paragraph b of this article.

Rule 99

The members of the Board shall be awarded compensation and rewards following a decision by the President of the University:

-Compensor the administrative burden of the incumbents of the scientific administrative functions specified in this Law.

-The rewards of participation in councils, university committees and editorial boards in scientific journals.

-The rewards of supervision of master's and doctoral letters and draft letters of graduation and supervision of the Maid.

-compensation for additional teaching hours and compensation for university work.

-Compensation for business.

-rewards for participation in teaching or supervision and other work in the field of open education.

Rule 100

The daily relocation compensation awarded to the scientific worker assigned for missions in exchange for his transition within Syrian territory is calculated according to the provisions applied to the subjects of Law No. 50 of the year 2004.

Rule 101

The teaching authority may be granted when there are justifiable reasons accepted by the President of the University for salary advances, in accordance with the grounds set forth in Act No. 50 of 2004.

Rule 102

a. A cash grant shall be disbursed to a member of the faculty of staff equal to one of the following monthly salary in one of the following cases:

1. Completion of the time required for retirement.

2. Resignation of a pension.

3. Demobilization for health reasons.

4. Exchange of service for persons with no less than 15 years of service in the State.

5. Death.

b. The cash grant shall be reduced to such as the last monthly salary in the event of a resignation that does not arrange a pension or payment of service for those whose service in the State is less than (15) years.

c. The cash grant in paragraphs A and B shall not be disbursed more than once for the duration of the service of the Member of the State teaching staff.

VII -Discipline system.

Rule 103

The head of the university is assigned to one of the faculty members of a law school directly to investigate what is attributed to the faculty member in breach of his university duties set out in this law, its executive statute and other university regulations, and to report to the president of the university. The Minister may request this report. The head of the university shall transmit the investigator to the Disciplinary Board if he or she deems it justifiable.

Rule 104

The President of the University may discontinue any member of the faculty for his or her work in the reserve if the interest of the investigation so requires.

A suspension may only be increased to three months by decision of the Disciplinary Board. The suspension of the faculty member for his or her work shall not be suspended unless the Disciplinary Board decides otherwise until the dismissal of the disciplinary case has been decided.

Rule 105

The President of the University shall inform the Disciplinary Body of the Disciplinary Board of the charges against him and an image of the investigation report at least twenty days before the hearing of the hearing.

Rule 106

The faculty member referred to the Disciplinary Board acquainted with the investigations conducted in the days assigned to him by the Rector of the University, and he has to use a lawyer to defend him.

Rule 107

The trial of the faculty members before the Disciplinary Board, which consists of each university, shall be by decision of the Minister:

-Adviser to the degree Member of a High Administrative Court nominated by the President of the Council of State.

-A consultant nominated by the President of the Council of State.

-One of the Vice-Presidents of the University nominated by its President.

-Professor designated by the UNU Council as a member.

-A union representative named by the Executive Office from among the professors a member.

Rule 108

a. Disciplinary sanctions that may be imposed on faculty members by the Disciplinary Board are:

1. Alarm.

2. censure.

3. censure with the delay of the upgrade for two years at most.

4. Delayed appointment to the top post for a maximum of two years.

5. Full-time compensation and full or partial full-time compensation for those who deserve it.

6. The penalty for disciplinary transfers outside the university, and is carried out by decision of the Prime Minister.

7. Isolation or expulsion in accordance with the laws and regulations in force.

b. The provisions of Act No. 7 of 1990 on the system of discipline are applicable to members of the teaching staff in universities, in a way that does not conflict with the provisions of this law.

c. Decisions of the Disciplinary Board in items (3.4.5-6-6) of paragraph (a) of the former are subject to appeal to the Council of State in accordance with the assets in force.

Rule 109

The disciplinary case will lapse with the resignation of the faculty member, except in cases where the laws and regulations on material irregularities have been stipulated. The disciplinary proceedings in the criminal case and the civil action arising from the same incident have no effect.

Rule 110

The President of the University shall guide the attention of the faculty member who is in breach of his or her duties and the alert shall be oral or in writing. It is for him to sign the penalty and to direct the blame set forth in article 108 of this law after hearing the words of the faculty member and in the presence of the representative of the union, and his decision to do so shall be complete and final. The dean of every college has to inform the president of the university of all the members of the faculty in his college from the breach of their duties or the requirements of their job.

VIII -separation

Rule 111

a. Members of the faculty shall be referred to retirement by decision of the Minister in accordance with the following:

1. Professor: at the age of 70.

2. Assistant Professor: at the age of 65.

3. Teacher: at the age of 60.

4. Teachers, associate professors and teachers who reach retirement age during the school year may be kept for a maximum of nine months and do not calculate this term in pension.

b. A decision may be made by the Minister on the basis of a reasoned proposal from the competent university council, and with the approval of the Higher Education Board, the appointment of the professor after the age of 70, with a total compensation equivalent to the difference between his salary and the pension, plus the legal damages he received prior to transmission. On retirement, his appointment for a year is renewable whenever the need arises.

Chapter II

Members of the Arab and foreign faculty

Rule 112

The teaching staff of non-Syrian Arabs and foreigners may be appointed by means of contracting the opinion of the Scientific Affairs Council that their competence qualifies as such and contracts are approved by the minister's decision. Their rights and obligations in their employment contracts are determined to take into account the following conditions:

1. The term of the first year shall be renewable.

2. The University shall bear the expenses of the attendance of the Contractor and his family to the premises of his/her university and the expenses of his or her return at the end of the contract to the country specified in the contract.

3. The University shall bear the expenses of travelling with his family to his country for the summer vacation after every three years of study in the service of the University.

4. To grant non-Syrian Arab contractors and foreign contractors at the end of their service a reward of a month's salary for each year of their service.

5. To grant the heirs of the deceased during his or her term of office, and the University shall bear the expenses of transferring his body to his country.

Rule 113

Non-Syrian Arabs or foreigners may be assigned as visiting professors for a period not exceeding one year. This is by decision of the President of the University to determine their compensation at the request of the University Council and after taking the opinion of the competent faculty council.

Rule 114

Non-Syrian Arabs or foreigners may be hired to teach foreign languages, and are contracted by a decision of the university president at the request of the competent authority, and whose service ends a reward equal to half a month's salary for each of the first five years of his service and a month's salary for each year that increases. The provisions of paragraphs I, II, III and V of article 112 of this Law shall apply to them.

Chapter III

Panellists and contractors

Rule 115

a. A highly qualified Syrian, Arab or foreign may be hired to provide their rare expertise in various fields of university administration, teaching and training at the university, and a decision is made by the Rector after the approval of the University Council.

2. Contractors' remuneration, compensation, rights and obligations shall be determined according to the basis specified in the Executive Regulation.

b. The President of the University may assign lectures to lectures in exchange for a reward awarded on the basis of a single lecture, and lecturers or supervisors may be hired on the applied aspects of the public or other staff, in accordance with the rules set out in the executive regulation.

c. The remuneration and compensation stated in the preceding two paragraphs shall be excluded from the maximum compensation limits provided for in laws and regulations in force.

Chapter IV

Technical Organization

Rule 116

Members of the technical body at universities are:

-Business managers.

-Business supervisors.

-Business owners.

Associate business owners.

Rule 117

a. The university president appoints members of the university's technical body based on the proposal of the university council after taking the opinion of the faculty board and the relevant department.

Rule 118

A member of the technical body shall be required or transferred to:

Rule 119

a. A requirement for the appointment of associate entrepreneurs to succeed in a competition announced by the University in accordance with the conditions and rules contained in articles (8-9-11) of Act No. 50 of 2004

2. Stay in the job of an engineer for non-teaching work.

Rule 120

To be required to appoint a business:

1. Success in a competition announced by the University in accordance with the conditions and rules contained in articles 8-9-11 of Act No. 50 of 2004, provided that it has an additional qualification after leave in accordance with its competence, or a higher university degree.

2. An associate business function may be held at least two years.

Rule 121

A business supervisor is required to:

1. A business function of at least six years has been filled.

2. During his or her work, he or she has obtained a scientific, training, professional or technical qualification to improve his or her competence, or to have contributed to scientific research within his or her area of competence.

Rule 122

A business manager is required to be appointed:

1. A business supervisor has been filled for at least six years.

2. A scientific, professional, training or technical qualification to improve his or her competence or to have contributed to scientific research in his/her sphere of competence has been acquired during his/her work.

Rule 123

Transport may be transferred to the functions of the technical authority from the ministries of the state and its administration and institutions, including universities. The following conditions are available in the candidate:

1. successfully pass an oral test by the University.

2. To have acts proportionate to his or her specialist testimony for at least the minimum amount of total duration that an associate, business or business supervisor must spend, depending on the circumstances, in the technical body upon appointment to the post in question.

3. To be the candidate for transfer to a job manager with a master's degree or at least equivalent.

Rule 124

A candidate may be appointed to a job supervisor and manager from outside universities and by means of transport. In addition to the conditions set forth in article 118 of this law, the following conditions are available in the candidate.

1. To be exercised at a university, a scientific or technical body, a scientific or technical institute recognized as a business of the kind required by the functions of the job for a minimum of six years for a business supervisor and not less than eight years for the post of manager of a business.

2. To have a higher scientific or technical qualification than leave for the business manager and master's for the business manager.

3. To have contributed or contributed to scientific or technical research and for the Scientific Affairs Council to approve its scientific production for the job.

Rule 125

a. The University shall conduct the competition proceedings and the required tests provided for in the preceding sections of chapter IV and shall be determined by the Council of the University based on the opinion of the College of the College and the conditions of the competition and

b. The value of qualification in improving the competence of the member of the technical body and the value of its shares from scientific research to the Scientific Council shall be appreciated.

Rule 126

The university is working to send members of the technical body to training courses to improve their scientific, professional or technical competence.

Rule 127

The functions and ranks of the members of the technical body are determined according to schedule number (2) facilities and their numerical owners are determined by decree.

Rule 128

The members of the technical body shall apply the rules applicable to the members of the faculty, provided for in this law, regarding the transfer, loan, and the special vacation, the resignation, resignation, the annual administrative holiday, the health holiday, and the general provisions of the leave and the promotion. and compensation rules, family compensation, compensation for administrative burden, compensation for participation in councils and committees, compensation for administrative acts, disciplinary system, payment of salary, cash grant and separation, except for retirement, where the member of the technical authority is referred to retirement at the time of retirement. 60 years old.

As for the sending of members of the technical body and the nomination for grants and training courses, professional and technical courses, if the grants and courses referred to them are related to their competence, the qualification required to participate in these grants and courses without qualification is required for membership of the faculty.

Rule 129

Members of the technical body should leave for scientific and research work that deals with practical teaching, solving exercises and issues, training students in research and supervision of their scientific activity, practicing professional practice and participating in everything related to exams. They will take care of laboratory equipment, lectures, samples and scientific equipment, and propose the acquisition of what is needed by the educational bakeries. Participating in the design and implementation of experiments, participating in scientific trips and field experiments, and participating in all that the department considers necessary, within the limits of their competence, for the proper conduct of study and scientific research.

Rule 130

Members of the technical body shall perform their duties under the supervision of the head of the competent department, and shall distribute this supervision to the teaching staff in the department.

Rule 131

Taking into account the provisions of Law No. 39 of 2001 for business and business managers, they write books in what they have chosen from work in the department, and when necessary, they may be assigned to teach theoretical hours appropriate to their potential according to the rules set by the executive regulation.

Rule 132

a. A member of the technical body is subject to the system of evaluating educational performance and developing scientific, technical and linguistic competence and carrying out educational duties, in accordance with the rules and conditions established by the Higher Education Board.

b. In case the member of the technical body is not satisfied with the requirements of the calendar system mentioned in paragraph 0 (a), it is transferred to another non-educational function by decision of the Minister based on the proposal of the competent university councils.

Rule 133

All other provisions relating to members of the technical body shall be regulated by the executive regulation and shall not conflict with the provisions of this law and the laws and regulations in force.

Chapter V

Bapidators.

Rule 134

Designers are appointed in colleges with a view to preparing them scientifically, technically and technically to be members of the faculty. They have to do what is entrusted to them by the Board of the competent section of scientific research, exercise, scientific and scientific lessons and other work under the supervision of faculty members, and other work assigned to them by the head of the department.

Rule 135

In those who are appointed, they are required to have at least the degree of leave from Syrian universities or their equivalent in accordance with the rules established by the Higher Education Board.

Rule 136

a. It shall be appointed by decision of the Minister by selection after the announcement in accordance with the rules established by the Higher Education Board.

b. The vacancy required for appointment of a bappe at the University shall be considered to be an updated provision in the event that it is not provided in the angel.

Rule 137

a. The University must work to send the Maid within three years of its appointment to obtain the scientific qualification established by the University Council. Al-Maid is treated in terms of the rights and duties of the envoy according to the provisions of the scientific missions law, and the minister is sent by decision of the minister.

b. Muidid loses its capacity in the following cases:

1. If the rules established by the High Alim Council are established, they shall be established.

2. If the required scientific qualification is not received three years after the end of its deployment.

c. Ends the service of the bappe, which loses its capacity under the provisions of the previous paragraph (b) and discharges its rights according to the laws and regulations in force.

Rule 138

The ranks of the authors are determined according to schedule number (3) of this law and their numerical owners are determined by decree and apply to them what is applied to the members of the faculty with respect to the elevation.

Rule 139

The Executive Regulation regulates the affairs of the two who are not in conflict with the provisions of this Act.

Section IV

Scientific degrees and study plans

Rule 140

Universities shall be awarded scientific degrees in accordance with the provisions of the Executive Regulation and the Home Rules of the College.

Rule 141

The executive regulation establishes the rules for the degree of access to the scientific degrees awarded by the universities and their respective conditions.

Rule 142

The executive regulation defines the general rules of study plans and regulates the details of such plans in the internal regulations of the faculties.

Section V

Finance for universities

Rule 143

An exception to the provisions of Legislative Decree No. 92 of 1967 put the resources listed below, which are met by universities as self-resources, in an independent account in the Syrian Commercial Bank according to them in the Syrian pound or in foreign exchange, to be drawn upon in:

1. Additional full-time compensation in accordance with the provisions of the law regulating the discharge of the members of the Ministry of Education in the Ministry.

2. Grant the compensation and remuneration specified in article 99 of this Law and the targets set by the Minister by decision in coordination with the Minister of Finance and shall be made public by the President of the University under official support.

3. To allocate a percentage of the Ministry's account to be carried out by the Minister and in the targets set by the Minister in coordination with the Minister of Finance:

a. University fees except for the following fees, which return to the public treasury of the State (registration fee, marking of the examination, drawing of progress to the examination from outside the university for each decision, supplementary examination fee, hearing fee, certificate fee, alternative certification fee)

b. Grants, grants, donations and commandments accepted by the Council of the University in accordance with the laws and regulations in force.

c. Proceeds from university facilities.

(d) Up-to-date fees for accommodation in the university city.

e. Investment allowances for restaurants, forums, buildings, canteens and stalls in university towns and other university facilities.

Rule 144

The president of the university is in the process of alimony and the order of exchange, and he has to distribute what he sees as an observatory in the budget or in independent accounts. He also has the authority to delegate some of his financial powers to those who want it according to the basic financial law of the Legislative Decree 92 of 1967.

Rule 145

The university funds allocated to it shall be deposited in the state budget of the Central Bank and may be moved only by the relevant exchange order or by its delegate in accordance with the financial regulations in force.

Rule 146

The Executive Regulation of this Act sets out:

1. The rules for accepting donations and donations that do not contradict the objectives of universities.

2. How to create independent accounts where specific resources are required to achieve specific objectives in a way that does not conflict with the provisions of this law and provides speed and flexibility in the completion of university work.

Rule 147

The university is exempted from all taxes, customs duties, customs, municipal and public costs of all kinds, and from all restrictions on importation, for all its imports of equipment, tools, mechanisms, non-tourism cars, technical equipment, laboratory and medical equipment. Scientific publications, laboratory and medical materials and all their donations, donations or loans in the interest of higher education policy.

Rule 148

The University's funds are public funds of the public.

Section VI

Final and transitional provisions

Rule 149

The executive statute of this Law shall be issued by decree and shall include, in particular, the following matters:

1. All the detailed rules necessary to put this law into effect in a way that does not contradict its provisions.

2. Education systems.

3. Terms of reference for scientific administrative functions in universities and the terms of reference of their trustes, bodies and the rules of authorization within the limits set out in this Law.

5. General rules and conditions for admission of students to universities.

6. Student discipline system.

7. General rules of the examination system.

8. Postgraduate system.

9. Duration of study, examination and holiday.

10. Scars Rules.

11. Rules governing the cultural, social and sporting activities of students.

12. The quorum system and working hours system for all scientific workers at universities in a way that does not contradict the provisions of this law.

13. Manage university facilities such as hospitals, printers, exhibitions, university books, university towns and others.

14. Identify the types of university fees and other fees, how they perform and the conditions for exemption.

15. To determine the types of compensation and remuneration referred to in article 99 of this Law and exclude such compensation from the ceilings of compensation provided for in laws and systems in force.

b. The determination of the types of compensation, remuneration, wages and grants for all university and other workers, including those working in the field of education, which have not been provided for in this law.

16. Rules for granting bonuses and allowances of different types.

Rule 150

The amount or proportions of compensation, remuneration, remuneration, remuneration and grants set out in section 15 of article 149 of this Law shall be determined and the percentage allocated to the Ministry's self-resources referred to in Article 143 of this Law shall be determined by decree at the Minister's proposal in coordination with the Minister. Finance.

Rule 151

By decision of the Minister, the President of the University may authorize some of his or her specific powers in this law.

Rule 152

The compensation for dismissal or pension earned by the delegate under article 84 of this Law for at least ten years in the universities at his home is to ensure the return of the Dispatch.

Rule 153

Decisions and orders issued in the affairs of students are made up of university councils and committees.

Rule 154

The higher education teachers are referees with their concerns from the owners of the Ministry of Higher Education to the positions of membership of the technical body in the university owners who study in them while retaining their acquired feet for the next year.

Rule 155

Until the promulgation of the executive statute of this law, the texts contained in the laws and regulations concerning the organization of universities and colleges are still in force, to the extent that does not contradict the provisions of this law.

Rule 156

The members of the faculty and members of the technical and professional bodies in the universities and higher institutes affiliated to the Ministry, who are responsible for their work and in their judgment, benefit from the effective date of this law, in addition to the exceptional elevation of 25 % of their monthly salaries, which have been paid for by their acquired foot. For future frequency and beyond the ceilings specified for their functions in Table 4 attached to this Law.

Rule 157

In all that is not stated in this law to be applied. Law No. 50 of 2004

Rule 158

This Act replaces Act No. 1 of 31-01-1975.

Rule 159

This Law is published in the Official Journal and is in effect as of the first month following the date of publication.
