Law 6 of 2014

Creation of the Syrian Commission for Family Affairs and the population


President of the Republic based on the provisions of the Constitution, and what was approved by the People's Assembly in its meeting held on 14-06- 1435 H corresponding to 14/04/2014 AD, issued the following:
Article 1


Meant the following terms, used in the application of this law Fair meaning to each of them:

Ministry: The Ministry of Social Affairs.

Minister: Minister of Social Affairs.

Commission: Syrian Commission for Family Affairs and the population.

Board: The Board of the Syrian Commission for Family Affairs and population management.
Article 2


Occur in the Syrian Arab Republic, a public body called "the Syrian Commission for Family Affairs and the population," based in Damascus, has legal personality and financial and administrative independence and linked to the Minister.
Article 3


The Minister may make circles for Family Affairs and the population in the departments of social affairs in the provinces.
Article 4


A. The Commission aims to promote the status of Syrian women and enabling them to contribute to human development efforts and is working to order it on:

Protect the family, and deepen the cohesion, and the preservation of its identity and values, and to improve the quality of life for all its aspects, and to help in its composition.

Proposal and follow up policies relating to family affairs and population.

Propose laws relating to family affairs and population projects.

Preparation of studies and research related to family affairs and population.

Preparation of the necessary databases in the programs and plans of the relevant work of the Commission setting.

Strengthening the role of the family in the development process and deepen its role in society so that they can contribute to the preservation of heritage and cultural value system and a way keep pace with social and cultural variables in the Syrian Arab society.

Cooperation with the Arab and international bodies related to family affairs and the population in order to achieve their goals.

B. Should other public bodies to cooperate with the Commission so that they can achieve their goals.
Article 5


The Directors of the Authority:

Board of Directors.

Chairman of the Commission .
Article 6


A. The Board of Directors consists of:
Prime minister

President of the Commission vice-president
A representative of the Women's Union calls the President of the Union member
A representative of the Federation of Trade Unions call the President of the Union member
Five members of the experts.

B. President of the Commission called the decision of the Prime Minister upon the proposal of the minister, specifying the compensations and rewarded.

C. Experts called the decision of the minister at the suggestion of the President of the Commission for a term of four years, renewable once.
Article 7


The Board of Directors shall exercise the following tasks:

A. Proposing the development of national policies, strategies, plans and programs relating to family affairs and population.

B. Develop plans for field communication and annual plans for the work of the Commission.

C. Approving the annual plan for the work of the Commission.

D. Approve the estimated annual budget of the Commission project, and supervise their implementation, and cut its accounts.

E. Preparing reports on the implementation of plans and programs.
And
. Adoption of studies and research related to family affairs and distribute them to the concerned authorities.

G. The formation of committees and task forces in the field of family affairs, population and designation of its members and to identify tasks.


H. Accept grants, gifts, donations, grants and bequests and assistance in accordance with the laws and regulations in force.

I. Do seminars, conferences, workshops and lectures to raise awareness of family affairs and population.

8

Council's internal and financial systems needed to put the work of the body, and have published a decision of the minister.
Article 9


A. The Council meets once every month and whenever the need arises.

B. The legal council meeting in the presence of an absolute majority of the Council members including the president or his deputy.

C. Council to take decisions by majority votes of the members present and in the unlikely event of a tie, the Chairman or his deputy in the absence of the president.
Article 10


A. Chairman of the Authority is the Chief Executive in, and enjoy the powers of the Minister for employees in all financial and administrative affairs, and shall manage its affairs in accordance with the provisions of this law and the regulations thereto, and is responsible for the good and development work in the methods, and take the following tasks:

Implementation of Council decisions.

Council's invitation to the regular meetings and non-rotating, and secure distribution of the agenda in sufficient time.

The representation of the body in front of the judiciary and others.

Supervise the work of scientific, administrative and financial authority.

Preparation of the annual budget of the Commission and presented to the Board for approval.

Work on Investment Authority resources in accordance with the laws and regulations.

Naming Authority representatives in conferences and seminars related to family affairs and population.

Raising plans, programs and draft reports to the Council to consider adoption.

Set and upgrades, transfer and assignment of personnel training in the Commission in accordance with the provisions of Law No. 50 of 2004

B. President of the Commission may delegate some of his assistant duties.
Article 11


Chairman is Aaked alimony and paymaster and filtering them.
Article 12


A. Deputy Chairman of the Commission, appointed by the Minister upon the proposal of the President of the Commission.

B. In the absence of Chairman of the Authority shall collaborator other functions.
Article 13


All employees of the Commission for the provisions of Law No. 50 of 2004, as amended, containing the basic personnel system is subject.
Article 14


Happens to the body in a separate section of the state budget within the Ministry's budget, consisting of financial revenues:

A. Subsidies allocated by the State Authority in the general budget.

B. Proceeds body movable and immovable funds.

C. Returns projects and programs run by the Authority.

D. Grants, gifts, donations, grants and bequests and the aid received by the Commission in accordance with the laws and regulations in force.
Article 15


Angel numerical Authority issued a decree.
Article 16


Body subject to the Central Agency for Financial Supervision control.
Article 17


Exempted imports authority necessary to achieve its goals, as well as grants, gifts, donations, grants and bequests and aid received from all taxes and fees, including customs duties.
Article 18


Compensation and reward members of the Board determines in the financial system of the body.

The minister issued the necessary instruments to implement the provisions of this law.
Article 20


Finished work by Law No. 42 dated 20/12/2003.

Article 21


This law shall be published in the Official Gazette.

Damascus 14-06- 1435 AH corresponding to 14-04- 2014 AD.
