Creation of the Syrian Commission for Family and Population Affairs

President

Based on the provisions of the Constitution, and as approved by the People's Assembly at its meeting held on 1406-1435 A.H. 2014-04-144, the following shall be issued :

Article 1

The following expressions shall mean in the application of this law the meaning given to each of them :

  • Ministry of Social Affairs .
  • Minister: Minister of Social Affairs .
  • Commission: Syrian Commission for Family and Population Affairs .
  • Council: Board of directors of the Syrian Commission for Family and Population Affairs .

Article 2

In the Syrian Arab Republic, a public body called the Syrian Authority for Family and Population Affairs, based in Damascus, enjoys legal personality, financial and administrative independence, and is linked to the minister. .

Article 3

The Minister has the establishment of family and population services in the directorates of social affairs in the governorates. .

Article 4

a. The Commission aims to advance the reality of the Syrian family and to enable it to contribute to human development efforts and works towards that :

  1. To protect the family, deepen its cohesion, preserve its identity and values, and improve the level of life in all its aspects, and help create them .
  2. Proposal and follow-up on family and population policies .
  3. Proposal for bills on family and population matters .
  4. Preparation of studies and research on family and population .
  5. Preparation of necessary databases in the preparation of programmes and plans relevant to the work of the Entity .
  6. To strengthen the role of the family in the development process and to deepen its role in society so as to contribute to the preservation of the value of the value of the value of the value of civilization and civilization in a manner consistent with social and cultural variables in Syrian Arab society. .
  7. Cooperation with Arab and international bodies related to family and population matters in order to achieve their objectives .

b. All other public actors have to cooperate with the Entity in order to achieve its objectives .

Article 5

Management of UN-Women :

  1. Governing Council .
  2. Head of authority .

Article 6

a. The Governing Council consists of :

  • Minister President
  • Chairman of the Board Vice-Chair
  • Representative of the Women's Union nominated by the President of the Federation
  • Representative of the Trade Union Confederation designated by the President of the Union as member
  • Five member experts.

b. The President of the Authority is called by a decision of the Prime Minister upon the Minister's proposal, in which compensation and reward shall be determined. .

c. The experts are called by the Minister's decision based on the proposal by the President of the Authority for a period of four years, renewable once. .

Article 7

The Governing Council exercises the following functions :

a. Proposal for development policies, national strategies, plans and programmes for family and population affairs .

b. Development of field outreach plans and annual business plans .

c. Adoption of the annual plan of the Commission .

Dr. Approval and oversight of the annual discretionary draft budget for UN-Women and the cutting of its accounts .

e. Preparation of reports on the implementation of plans and programmes .

And. Adoption and distribution of family affairs studies and research to relevant stakeholders .

g. Formation and designation of committees and task forces in the field of family and population affairs and the designation of their members .

h Acceptance of grants, donations, donations, subsidies, wills and assistance in accordance with laws and regulations in force .

i Seminars, conferences, workshops and lectures to develop awareness of family and population .

Article 8

The Council shall establish the rules of procedure and financial regulations required for the operation of the Commission and shall be issued by decision of the Minister .

Article 9

a. The Council meets once a month and as the need arises .

b. The meeting of the Council is lawful in the presence of the absolute majority of the members of the Council, including the President or the Vice-President .

c. The decisions of the Council shall be taken by the majority of the votes of the members present and in the event of an equal vote by the President or by the Vice-President in the absence of the President .

Article 10

a. The President of the Authority is the executive head of it and has the powers of the minister for its personnel and in all its financial and administrative affairs, and manages its affairs in accordance with the provisions of this law and the attached regulations, and is responsible for the good and development of its working methods, and assumes the following tasks. :

  1. Implementation of Council resolutions .
  2. To invite the Council to periodic and non-periodic meetings and to secure the distribution of the agenda well in advance .
  3. Representation of the body before the judiciary and others .
  4. Supervision of the work of the scientific, administrative and financial body .
  5. Preparation of annual budget for UN-Women and presentation to the Board for approval .
  6. Work to invest the resources of the Entity in accordance with laws and regulations .
  7. Designation of UN-Women representatives at conferences and seminars related to family and population affairs .
  8. Draft plans, programmes and reports submitted to the Council for consideration .
  9. Appointment, promotion, transfer, assignment and training of staff members of the Commission in accordance with the provisions Law No. 50 of 2004

b. The President of the Board has delegated authority for some of his functions .

Article 11

The President of the Board is the maintenance, order and liquidation of the Authority. .

Article 12

a. To the President of the Associate Board, appointed by decision of the Minister upon the proposal of the President .

b. In the absence of the President of the Authority, his or her other functions .

Article 13

All workers in the body are governed by the law No. 50 of 2004 and its amendments containing the Staff Regulations .

Article 14

The Authority shall have an independent branch in the state budget as part of the ministry's budget, and its financial revenues consist of :

a. Subsidies allocated by the state to the body in the public budget .

b. Immovable and immovable property rent .

c. Project and programme revenue managed by UN-Women .

Dr. Grants, donations, donations, subsidies, commandments and assistance received by UN-Women in accordance with applicable laws and regulations .

Article 15

The body's numerical owners are issued by decree. .

Article 16

UN-Women is monitored by the Central Agency for Financial Control .

Rule 17

The importers of the authority needed to achieve their objectives, as well as grants, donations, donations, subsidies, commandments, and assistance received from all taxes and duties, including customs duties, are exempted. .

Rule 18

The compensation and remuneration of members of the Board shall be determined in the financial regulations of the Board .

Rule 19

The Minister issues instruments for the implementation of the provisions of this Act .

Rule 20

Act No. 42 of 20/12/2003 .

Rule 21

This law is published in the Official Journal. .
