Public Sports Federation Law

President

Based on the Constitution

As approved by the People's Assembly at its meeting held on 8.6-1435 A.H., 8-4-2014,

The following are issued:

Chapter I

Definitions

Article 1

The expression in the application of this Law means the meaning given to each of them :

Union: General Sports Federation, a popular organization in the Syrian Arab Republic .

General Conference: General Conference of the General Sports Federation of the Syrian Arab Republic .

Central Council: Council elected by the General Conference .

Executive Office: executive leadership of the Union .

Head of Federation: President of the Executive Office .

Olympic Committee: Syrian Olympic Committee .

Game Union: Competent in charge of a sports game .

Union branch: athletic organization at the county level .

Executive Committee: branch executive leadership .

Subcommittee: Sub-technical committee responsible for one of the county-level games .

The club: A sports organization with a number of affiliated members practicing their sporting, social and cultural activities in accordance with the laws and regulations in force. .

Sports: Everyone who exercises sports in one of the Union's institutions and bodies if he is a player, a coach, an administrator (referee, a sports doctor, a physical therapist, and a tourist).

Sports Authority: Sports Organization of an Ministries, People's Organizations or Trade Unions .

Central sports facilities: facilities for sports and physical services, in which social and cultural activities are practiced according to laws and regulations and have the status of public services. .

Chapter II

Union

Article 2

The Federation is a body with legal personality, and financial and administrative independence, which includes sports organization, which includes the masses of athletes of different age groups and social strata in society. It is responsible for the sporting, social and cultural activities practiced in His institutions, and other stakeholders, should organize their sports activities in coordination with him, and have the right to have the money transferred and immovable, to achieve his goals, and to prepare his funds from public funds. .

Article 3

Damascus headquarters, branches may be established in all governorates .

Article 4

The Union adopts the principle of democracy mainly in its organizational building, and its decisions are binding on all its organizations, not in violation of the laws and regulations in force. .

Article 5

The Union is working to achieve the following objectives :

  1. Human construction mathematically, physically, congenital, culturally, and preparing the athlete who is the believer in the goals that promote national unity. .
  2. The development of the sports movement to ensure the upgrading of the artistic level of the athletes and the promotion of the presence of the Syrian Arab Republic sports at all Arab, regional, continental and international levels .
  3. Effective participation in Arab, regional, continental and international sporting activities and events .
  4. Combating doping and contributing to the fight against abuse of prohibited groups .

Article 6

The Union assumes the following missions :

  1. Implementation of the basic trends, interim tasks of the Syrian sports movement and supervision of their implementation .
  2. Providing possibilities and supplies for athletes to exercise different types of sport .
  3. To spread sporting awareness in the community, and develop programmes that ensure that this is achieved .
  4. Providing care and care to athletes, developing their talents and sports hobbies .
  5. Development of the foundations and instructions for the development of the systems of the sport movement, in keeping with the Arab, continental, regional and international sporting developments .
  6. Deploying sports, expanding its popular bases, and raising their artistic levels .
  7. The encouragement of superior athletes, and their physical and moral care .
  8. Interest in the sport of disabled persons, and physical and moral care, in coordination with stakeholders .
  9. To lay the foundations and instructions necessary for the celebration in the sports field, ensuring that the artistic level of the sports is raised .
  10. Preparation and development of technical cadres for sports, in coordination with various public and private actors .
  11. To contribute to the development of sports media, to achieve the objectives of the Federation .
  12. Development of a financial system that ensures the preservation of the Union's funds and the development of its resources to carry out its tasks in developing its activities and sponsoring athletes .
  13. The use of scientific data, modern techniques in mathematical work, expansion and promotion of qualitative scientific research in sports .
  14. Representation of the Syrian Arab Republic in Arab, regional, continental and international conferences and sporting events .
  15. Establishing relations with Arab and international sports organizations and institutions in various sports fields .
  16. Development of public policies and plans in the construction, maintenance and investment of the Union's sports facilities .
  17. Encouraging investment in sports .

Chapter III

Organizational structure of the Federation

Article 7

The organizational structure of the Federation consists of :

  1. General Conference .
  2. Central Council .
  3. Executive Office .
  4. Syrian Olympic Committee .
  5. Game Union .
  6. Sports Authority .
  7. Federation branch .
  8. Executive Committee .
  9. Subcommittee .
  10. The club. .

Chapter IV

General Conference

Article 8

The General Conference is the highest authority of the Union, taking decisions and recommendations that would achieve its objectives, and shall be convened at its regular session once every five years, and may be invited to convene an extraordinary session on the basis of a decision of the Central Council, or at the invitation of two thirds of the members of the General Conference. .

Article 9

The General Conference consists of :

  1. President and members of the Central Council .
  2. Representatives of the Federation in the executive offices of the Arab, regional, continental and international organizations .
  3. Heads and board members of sports federations .
  4. Heads and members of leadership of executive committees in governorates .
  5. A number of complementary members elected by the Conference of the Branch from the heads of the clubs according to their classification, and the functional subcommittees, in accordance with ratios established by the rules of procedure .
  6. Two representatives per sport. .
  7. Representative of the Ministry of Education .
  8. Representative of the Ministry of Health .
  9. Representative of the Ministry of Higher Education .
  10. Representative of the Ministry of Information .
  11. Representative of the Ministry of Social Affairs .
  12. A representative of every sports school in Syrian universities. .
  13. Member of the International Olympic Committee .

Article 10

General Conference functions :

  1. Mapping the Public Policy of the Syrian Sports Movement .
  2. Discussion and approval of reports submitted to it by the Central Council .
  3. Decisions and recommendations on the sports movement .
  4. Election of Central Council members in accordance with the rules of procedure .

Chapter V

Central Council

Article 11

The Central Council is the highest leading authority in the union between two conferences, and consists of 81. . Members elected by the General Conference, in accordance with rules of procedure .

Article 12

The Central Council shall hold its regular meeting every six months, and may be invited to an extraordinary meeting at the request of the majority of its members, or based on the decision of the Executive Office .

Article 13

The Central Council is a general assembly of the Syrian Olympic Committee .

Article 14

The Central Board assumes the following functions :

  1. Supervision of the affairs of the Federation and directing its activities in accordance with the decisions and recommendations of the General Conference .
  2. Discussion and approval of reports and plans submitted by the Executive Office .
  3. Adoption of the rules of procedure .
  4. Adoption of the Financial and Accounting System of the Federation .
  5. Approval of the draft regulations and regulations submitted by the formed committees in the Central Council for the Development of the Sports Movement .
  6. Election of the President and Executive Officers .
  7. Election of the Syrian Olympic Committee .
  8. Adoption of the regulations of the Olympic Committee .
  9. Withholding confidence from the President and members of the Executive Office and the Syrian Olympic Committee, for reasoned reasons, with the consent of two thirds of its members, in accordance with the rules of procedure .
  10. The dissolution of the executive committees and the governing bodies of the game federations based on the proposal of the Executive Office, and for reasoned reasons, with the consent of the absolute majority .

Chapter VI

Executive Office

Article 15

The Executive Office manages the affairs and institutions of the Union, follows its work in order to achieve its objectives and functions and consists of (13) members, and the rules of procedure define the number and functions of its full-time and part-time members .

Article 16

The Executive Office assumes the following functions :

  1. Implementation of General Conference and Central Council decisions .
  2. Coordination with public and private bodies and civil society bodies to achieve the objectives of the Union .
  3. Give technical licenses to special sports centers, sports houses, and consider establishing or merging sports clubs. .
  4. Stop and freeze the activities of the clubs for specific periods that determine their causes in the rules of procedure. .
  5. Examine and make decisions on proposals received from the governing bodies of the Games federations and branches of the Federation .
  6. Implementation of plans and programmes in line with the decisions and recommendations of the General Conference and the Central Council .
  7. Evaluate the work of the Games federations, and branches of the Union, and take what it takes to address them.
  8. Adoption of sporting bodies .
  9. Coordination with the competent authorities to draw up the sports media policy of its various types, and its means, in the interest of the sports movement .
  10. Identify participants in tournaments, courses, meetings, and external conferences .
  11. Certification of the plans and programmes of the federations and other committees .
  12. Supervision of sporting events, including bodies, to achieve the objectives of the Federation .
  13. Prepare the draft annual budget for the federation in all its organizations and cut the account for the previous year. .
  14. Adoption of budgets for branches, game federations and clubs .
  15. Approval of external dispatch decisions for individuals, teams, and sports leaders .
  16. Propose the internal rules of conferences, and electoral instructions at the start of each election cycle .
  17. Follow up on business federations, union branches .
  18. Supervision of the implementation of the professional sports system .
  19. The dissolution of the boards of sports clubs based on the proposal of the branches of the federation, and for reasoned reasons, set out in the rules of procedure .
  20. Issuance of rewards system for local, Arab, regional, global and Olympia players-trainers - Administrative-governors-clubs, federations and branches .
  21. Agree to contract with local, Arab, and foreign experts .

Rule 17

Executive Office membership may not be combined with a game union presidency .

Rule 18

Functions and powers of the Federation President :

  1. Invitation to the General Conference, the Central Council and the Syrian Olympic Committee to be convened at regular and special sessions .
  2. Chairto the meetings of the General Conference, the Central Council, the Executive Office and the Syrian Olympic Committee, and taking action to ensure the smooth functioning of the Conference .
  3. Invitation to the Executive Office for periodic meetings .
  4. Decisions on external dispatch of individuals, teams, and sports leaders .
  5. Adoption of decisions to effect the establishment of bodies and clubs .
  6. Representation of the Union before others and the judiciary .
  7. Conclusion of conventions on behalf of the Union after approval by the Executive Office .
  8. Signing contracts with local, Arab and foreign experts .
  9. Issuance of decisions for appointment of workers in the Federation, granting of remuneration, compensation and imposition of penal sanctions .
  10. Signing of the Federation's correspondence and books to all internal and external entities .
  11. Follow-up to the Syrian Olympic Committee .

Rule 19

On behalf of the President of the Union in the absence of a Vice-President of the Union .

Rule 20

The President of the Union is determined to agree with the liquidation and disbursement of the Union's budget, and has the right to delegate some of his financial powers to those concerned. .

Chapter VII

Olympic Committee

Rule 21

It is part of the International Olympic Movement, which deals with the affairs of its affiliated association, and adheres to the regulations of the International Olympic Sports Movement, based in the city of Damascus. .

Rule 22

The Central Council elects the members of the Olympic Committee, and determines their number, powers and functions in a system of the Olympic Committee, in accordance with the laws and regulations of the International Olympic Committee, headed by the President of the International Olympic Committee. .

Chapter VIII

Game Union-Subcommittee

Rule 23

The Game Union is the specialist and responsible for the game, and includes all its affiliated individuals and clubs, and supervises the work of subcommittees specialized in branches and clubs, and is organized and managed by an elected board of directors from its conference. .

Rule 24

The union of the game consists of members whose number and responsibilities are defined by the rules of procedure, with no less than (7) and no more than (11).

Rule 25

The Game Union has legal personality and operates within the Union's internal and financial systems .

Rule 26

The Union of the Game is entitled to be affiliated with the Arab, regional, continental and international federations following the approval of the Executive Office .

Rule 27

The Game Union is working on the development and implementation of plans, programs, and internal regulations adopted by the Executive Office .

Rule 28

The Federation of the Game holds an annual regular conference, defining its functions and powers in the rules of procedure, and an extraordinary conference may be invited at the request of most members of its Conference, or from the Executive Office. .

Rule 29

The Union of the Game supervises the conferences of its subcommittees, which are held annually in accordance with the instructions established by the Executive Office .

Rule 30

It could be the headquarters of the game union in any province of the Syrian Arab Republic. .

Chapter IX

Federation Branch -- Executive Committee

Rule 31

The Federation Branch shall hold an annual regular conference setting out its functions, powers and number of members in the rules of procedure of the Federation .

Rule 32

The Branch manages an elected Executive Committee of its Conference, setting out its number, powers and responsibilities in the rules of procedure of the Federation .

Rule 33

The Executive Committee is directly accountable to the Executive Office in various aspects of its work and operates under its supervision, in accordance with the rules of procedure of the Federation .

Rule 34

The branch represents the head of the executive committee before the judiciary .

Chapter X

The club.

Rule 35

The club administers an elected governing council from its congress and consists of 5-9 members set out in the rules of procedure of the federation. .

Article 3 -

The club has legal personality, and it has the money transferred and immovable to achieve its objectives. His money is public money. .

Rule 37

The club represents its president before the judiciary and others. .

Rule 38

The Club conference includes the total of its affiliates who have performed their financial obligations, and are entitled to withhold

Rule 39

The club belongs to the federation's branch in the province, organizationally and administratively. .

Rule 40

The club shall build its facilities on the land owned or allocated to it, develop it, and invest it, ensuring that financial imports are secured to carry out its sports activities, in addition to cultural and social activities, in coordination with the relevant stakeholders. .

Chapter XI

Sports Authority

Rule 41

The center of the sports body is the city of Damascus, and there can be subclubs associated with it in the governorates, which are responsible for the conduct of all sporting, cultural and social affairs of this body, whether it is one of the ministries, the grassroots organizations, or the unions. .

Rule 42

The clubs' clubs treat the rest of the clubs technically and organizationally, and have financial and administrative tracking and facilities for those who emanate from them. .

Rule 43

The Sports Authority takes over the following :

  1. To contribute to the achievement of the objectives of the Union and to implement the decisions of its conferences and competent leadership .
  2. Participation in sports activities, tournaments and official courses held in Syria and abroad .
  3. Designation of its representatives to the conferences of the federations, the competent committees and the various conferences of the Union and its organs, in accordance with the rules of procedure .
  4. Matches, sports courses, participation in sports activities, tournaments and official courses held in Syria and abroad, with the approval of the Executive Office .
  5. Participation in conferences and symposiums convened by similar Arab and international bodies with the approval of the Executive Office .

Chapter XII

Sports facilities

Rule 44

:: Ownership of all sports facilities based on State property, or any administrative unit, to the Federation, with its rights, obligations, and allowances due, except for the facilities of the sporting bodies .

Rule 45

The Union shall build, maintain and manage sports facilities and invest them in accordance with its approved plan. .

Rule 46

The Ministry of Agriculture and Agrarian Reform and administrative units are working on land to praise sports facilities for the Union and its institutions, both within and outside the organization, and the existing sports venues and facilities may not be cancelled until the appropriate alternative is provided within the administrative boundaries of these units. In coordination with the Federation, .

Chapter XIII

Financial provisions

Rule 47

The Union shall have an independent annual budget approved by the Central Council and issued by a decision of the President of the Union, in which it enters into its full income and expenditure. .

Rule 48

Work continues on transfer of appropriations (ongoing and investment) The Observatory of the General Sports Federation in the State Public Budget and the Observatory's appropriations for the sports facilities in the budget of the Ministry of Local Administration and the governorates, as currently applied and for the end of the fiscal year of 2014. .

Rule 49

The Union has the right to open a foreign exchange account in banks accredited in Syria according to regulations and laws in force. .

Chapter XIV

Federation resources

Rule 50

The Federation's resources consist of :

  1. Subsidies in the State budget .
  2. Newspaper, magazines, and cultural sports bulletins issued by the Federation .
  3. Grants and contributions to be accepted by the Executive Office in accordance with laws and regulations in force .
  4. Proceeds from the sponsorship of courses, central tournaments, sports, national teams and players .
  5. Proceeds of investment of name, logo, flags, symbols of the federation, and regulations .
  6. The proceeds of publicity and publicity obtained by the Federation and its organs in various activities, in coordination with relevant stakeholders .
  7. Revenue from radio and television broadcasting rights for sports activities .
  8. Sports investment income .
  9. Other resources approved by the Executive Office in accordance with laws and regulations in force .
  10. Affiliation fees and member subscriptions with interest funds and match rentier .
  11. The provided part of the budget for the previous fiscal year. .

Chapter XV

General and transitional provisions

Rule 51

The Federation and its institutions are exempted from all charges, financial and municipal taxes and customs duties for securing tools and equipment related to facilities and sports teams that are not prepared or earmarked for investment. .

Rule 52

Unprepared sports facilities for investment, administrative public treatment .

Rule 53

In the event that any club that transfers its movable and immovable property with its rights and obligations is cancelled to the Union .

Rule 54

The absence of athletes from their places of work, schools or universities, who are charged with missions inside or outside Syria, is justified by a book by the President of the General Sports Federation to the competent authority, as follows: :

  1. Elected members of the Executive Office, the Olympic Committee, the governing bodies of the games, the leadership of the branches of the federation in the governorates and the governing bodies of sports clubs, ruled out for the duration of their election cycle. .
  2. National team players for the duration of their preparation and participation in tournaments .
  3. The administrators and trainers for a period not exceeding six months in coordination with those who work for them .

Rule 55

The financial and accounting system is issued by a decision of the President of the Union, following its adoption by the Central Council, in coordination with the Ministry of Finance. .

Rule 56

Check the accounts of the Federation and all the games unions, executive committees and clubs from the central financial control system .

Rule 57

The President of the Union shall issue the internal regulations of all its institutions following its adoption by the Central Council. .

Rule 58

  1. The federation's numerical owners are issued by decree. .
  2. The permanent employees of the directors of the sports facilities affiliated to the federation in the governorates are transferred to the Union in the same categories as their salaries and wages, while retaining their qualification qualification, and their positions are rolled out from the numerical owners in their governorates, and a provision is added to the federation's numerical owners. .
  3. Temporary workers, contractors and agents in the directorates of the federation's sports facilities in the provinces are considered temporary workers in the federation in the same conditions and wages. .
  4. Provisions applicable State Workers' Basic Law No. 50 of 2004 and its amendments to the workers in the Union and its organizations. .

Rule 59

The provisions of the common contract system are applicable Legislative Decree No. 51 of 2004 and its amendments to all contracts of the Federation and its organizations. .

Rule 60

Legislative Decree No. 7 of 2000 is completed

Rule 61

This law is published in the Official Journal. .
