Passports Act

President

Based on the Constitution

It was approved by the People's Assembly at its meeting held in the date of 2-11436 A.H., 26-10-2014.

The following are issued:

Article 1

The following expressions shall mean in the application of this Law the meaning set forth beside each of them:

Minister: Minister of the Interior

Ministry of the Interior

Passport: Official travel document granted to citizens of the Syrian Arab Republic.

A travel document for the Palestinian refugees: a travel document granted to the Syrian Palestinians present on the territory of the Syrian Arab Republic registered in the records of the General Authority for Palestine-Arab Refugees.

Traffic ticket: An official travel document issued by the Immigration and Passport Department with the consent of the Minister is granted to persons of unknown nationality, stateless persons, and to refugees who have recognized them as such.

The persons who reside on the territory of the Syrian Arab Republic and their nationality are known to be unable to obtain travel documents from the embassies of their States, their wives and their minor children.

A traffic ticket to return: an official travel document issued by our diplomatic or consular missions abroad, which is granted to Syrian citizens who are outside the country to be able to return to the territory of the Syrian Arab Republic.

Book of the sea: an official travel document issued by the Directorate General of Ports grants to the seafarers working on board vessels that trespass in the Syrian territorial waters, without their personal and professional data and maritime services on their pages.

Border leave: a travel document granted by the governor in the border provinces to citizens who have overlapping properties with neighboring border states.

Article 2

Citizens of the Syrian Arab Republic are allowed to leave their territory or return only under passports or travel documents in accordance with the provisions of this law.


Article 3

The Minister's decision to replace the passport or travel document for Palestine refugees with a border leave, a personal or family card or the status of their place shall be determined by decision of the Minister.

Article 4

A decision by the Minister determines the conditions in which the citizens of the Syrian Arab Republic must obtain an exit visa.

Article 5

The territory of the Syrian Arab Republic may be left or entered only from places that are determined by decision of the Minister in coordination with the Minister of Finance.

Article 6

On behalf of the Syrian Arab Republic, passports and travel documents are issued by the following:

a. Ministry of Foreign Affairs and Expatriates:

1. Diplomatic passport.

2. Special passport.

3. Important passport.

b. Diplomatic and consular missions:

1. Ordinary passport.

2. Travel document for Palestine refugees.

3-Traffic ticket back.

c. Immigration and passport management:

1. Ordinary passport.

2. Travel document for Palestine refugees.

3. Traffic ticket.

d. Directorate General for Ports issues: a sailor book.

Article 7

Passports and passports are granted to every Arab Syrian citizen who has conditions to obtain them.

Article 8

Passports and travel documents are granted on different types to their students from Syrian citizens and those who see the Minister under the means of granting them passports.

Article 9

To be determined by decision of the Minister in coordination with the Ministry of Foreign Affairs and Expatriates, the form and duration of passports and travel documents, the manner in which they are renewed and the conditions for their granting procedures.

Article 10

The passport value and travel document for the Palestine refugees and the traffic ticket are determined as follows:

1-4,000 Syrian pounds per passport or travel document for Palestine refugees or a traffic ticket issued within the role system.

2. Fifteen thousand Syrian pounds per passport or travel document for Palestine refugees issued in an urgent capacity, at the request of the author of the relationship.

Article 11

A person holding a passport or a travel document on behalf of the Syrian Arab Republic shall not enter States that have not obtained his passport or travel document unless he or she obtains the permission of the Minister or his/her delegate.

Article 12

He is tempted to lose his passport to a sum of fifteen thousand Syrian pounds unless the loss is caused by disasters or what is in her judgment.

Article 13

With no prejudice to any heavier penalty prescribed by the laws in force.

a. A maximum of three months' imprisonment or a fine of twenty-five thousand Syrian pounds to 50,000 Syrian pounds is punishable by imprisonment, which is contrary to the provisions of article II of this Law.

shall be punishable by up to three months' imprisonment or a fine of ten thousand Syrian pounds to twenty-five thousand Syrian pounds. Any person who contravenes the provisions of the resolutions issued on the basis of article IV of this Law and carries out the same penalty for all those who filed false papers with the knowledge thereof to facilitate Access to, or other, an exit visa allowing him to leave the territory of the Syrian Arab Republic.

c. A penalty of imprisonment of six months to two years and a fine of 50,000 Syrian pounds to 100,000 Syrian pounds or one of these penalties shall be punished by any person who contravenes the provisions of articles V or XI of this Law.

Article 14

The provisions of this Act apply to Palestine refugees registered in the Syrian Arab Republic.

Article 15

All legal texts in contravention of the provisions of this Law, in particular Law No. 42 (No. 42) of 31-12-1975, shall be terminated and amended.

Article 16

The Minister shall issue the Executive Instructions for this Act.

Rule 17

This Law is published in the Official Journal and operates one month after the date of its promulgation.
