On the basis of the provisions of the Constitution, and as approved by the People's Assembly at its meeting held on 19 /9/1436 A.H., 6/7/2015, the following shall be issued:

Article 1

The following words and expressions in the application of the provisions of this Law shall mean the meanings set forth by each of them:

- Administrative unit: Administrative unit with legal personality defined by local administration law.

- The beneficiary: the investor or the tenant.

- Contract: an investment contract or lease with the administrative unit under the laws and regulations in force.

Article 2

The Executive Office of the Administrative Unit may approve the extension of the contract, which has been discontinued as a result of the prevailing circumstances, at the request of the beneficiary to the administrative unit at a time limit established by the Unit.

Article 3

The Executive Office of the Administrative Unit may approve the exemption of beneficiaries of investment or rental allowances and from the delay in the duration of the suspension of contracts concluded with the administrative unit, which has been discontinued as a result of the current events in whole or in part upon request The beneficiary is made by the beneficiary to the administrative unit within a deadline set by this unit.

Article 4

a. The estimation of extensions of investment, lease or exemption from investment, lease or exemption from penalties and the period subject to extension or exemption shall be attributable to the Committee, which shall be formed by the Governor, as follows:

- State Council Judge named by premier as president

- Representative of the Central Financial Supervisory Service Member

- Representative of the Ministry of Finance Member

- Representative of the Administrative Unit Member

- A representative of the Union of Engineers, Contractors, Chamber of Commerce, Industry, Agriculture, Tourism or Craftsmen as a member

b. The decisions of the Committee shall take the majority of the votes of its members present and in the event of equal votes by the President and its decisions in this case are not subject to any administrative review.

c. Committee members must be first class workers.

Dr. Meetings of the Committee shall be considered legal only in the presence of all its members.

e. In all cases, the amount of exemption must not exceed 50 per cent of the investment or lease allowances and the penalties for the partial standstill period and for the Committee to decide on the incident before it within one month of the date of the case before it.

And. Members of the Commission receive $1,000. As for each session, such compensation shall be subject to the limits set forth in the Basic Law of the Workers of the State and the benefit of such compensation shall in all circumstances be borne by the beneficiary.

Article 5

The Executive Office of the Administrative Unit may approve the rescheduling of investment or lease allowances with fines and benefits for contracts that have not ceased to work in whole or in part, but are affected by the events as a result of the events to be scheduled for a period not exceeding the remaining term of the contract At the request of the beneficiary to the administrative unit at a time limit set by this unit.

Article 6

The Act shall serve for three years from the date of its entry into force.

Article 7

The Minister of Local Administration issues the executive instructions for this law.

Article 8

This law is published in the Official Journal.
