Support and development of local production and exports

President

Based on the Constitution

As approved by the People's Assembly at its ongoing session, 1437-03-26 my approver. 2016-01-06 My birthday.

The following are issued:

Chapter I: Definitions

Article 1

The following expression shall mean the meaning given to each of them in applying the provisions of this Law:

-Ministry of Economy and Foreign Trade

Minister: Minister of Economy and Foreign Trade

-The Authority: the Authority for Support and Development of Domestic Production and Exports.

-Board: Board of directors of the Board.

-Director General: Director General of the Authority.

-Domestic production: every agricultural, industrial or service commodity with a Syrian origin.

-Exports: domestic production sold to foreign markets.

-Fund: Local Production and Export Support and Development Fund.

Chapter II: Events

Article 2

a. A body called the Authority for Support and Development of Domestic Production and Exports, based in Damascus, has legal personality, financial and administrative independence and is linked to the minister.

b. The updated body shall replace the Authority for the Promotion and Promotion of Exports by virtue of this Act. Legislative Decree No. 6 of 2009 With its rights and obligations, all its movable and immovable funds shall be transferred to it.

c. Body branches or offices may be established by decision of the Minister upon the proposal of the Board.

Chapter III: Objectives, functions and mechanisms

Article 3

a. Objectives of the Board

1. Support, develop, develop and improve local production and enhance its competitiveness.

2. Support and boost exports in the interest of total economic growth targets.

3. To contribute to supporting the activities of the unions of chambers, chambers of industry, commerce, agriculture, tourism, the Exporters Union, the Union of Artisans and the Union of Peasants in accordance with prior plans and in line with development priorities.

4. Contribution to investment promotion and export-oriented production support.

5. Contribution to support investment in productive sectors with competitive advantage.

6. To contribute to the development and modernization of Syrian production institutions and companies and to increase their efficiency and develop their capabilities in order to ensure the needs of the local market and enhance its export potential.

7. To cooperate with relevant stakeholders in the reconstruction programmes of Syrian production institutions and companies in a manner consistent with the functions of the Authority.

8. To contribute to the development of legislation and regulations to enhance the developmental role of domestic production and exports.

9. To contribute by establishing qualitative economic zones to serve the goal of developing local production and exports.

10. Launch integrated programs to boost confidence in the national product.

11. To contribute to the activation and development of mechanisms for protecting local production.

b. To achieve its objectives, the Authority shall exercise the following functions:

1. Develop plans and programmes to implement the strategy for the development and development of local production and to promote exports in coordination and cooperation with the relevant stakeholders.

2. Cooperation with national institutions, international organizations, bodies and similar centres in coordination with the Planning and International Cooperation Authority to provide the services necessary for the development and development of local production, the promotion of exports and the reconstruction of production facilities.

3. To manage programmes provided by funding funds and bodies at the local and international level in the areas of reconstruction, development and development of local production and exports in coordination with the Planning and International Cooperation Authority.

4. Promotion of local production and Syrian companies inside and outside the Syrian Arab Republic through participation in exhibitions, conferences, symposiums, multipurpose promotion campaigns and activities and the issuance of regular and annual bulletins on Syrian and international trade regimes and others in coordination With the relevant actors.

5. Build a database on national and international trade in coordination and cooperation with stakeholders.

6. Study and analysis of economic indicators and submit proposals that would develop the legislative, regulatory and institutional structure for export and export industries.

7. Prepare studies and research on foreign markets and marketing opportunities.

8. Provide advisory and technical services to institutions, companies and exporters in order to guide production and improve its quality in the form of its drainage in foreign markets.

9. To create and develop a Syrian international trade point and to link it with the International Trade Points Union.

10. Qualification and training of workers in the field of development of local production, marketing and exportation.

11. Encourage the creation of companies specializing in exports.

12. Participation in bilateral, regional and international joint supreme committees, committees and governmental bodies that contribute to the formulation of the foreign trade policy of the Syrian Arab Republic and discuss trade agreements or trade exchange with other countries and economic blocs.

13. Help eliminate obstacles to producers and exporters in their work.

14. Provide studies and advice on the global conditions of imported and imported materials.

15. Help establish direct relations between Syrian exporters and importers from other countries.

16. Submission of proposals to link the policy of attracting investments with export development plans and programmes.

17. Develop systems to support and develop local production and products prepared for export in the pre-export phase.

c. Mechanisms for action of the Commission

1. The Authority shall establish the mechanisms for each of its missions and develop appropriate programmes to carry out these tasks and to monitor the necessary appropriations in their annual budget.

2. UN-Women coordinates its funding activities and supporting services with Government development plans and promotes economic and social development.

Chapter IV: Administration

Article 4

The governing body shall:

a. Council.

b. Director General.

Article 5

a. The Council shall consist of:

1. Minister of Economy and Foreign Trade

2. General Manager Vice-Chair

3. Associate Director-General

4. Representative of the Ministry of Agriculture and Agrarian Reform Member

5. Representative of the Ministry of Industry, Member

6. Representative of the Planning and International Cooperation Authority Member

7. Representative of the Central Bank of Syria Member

8. Representative of the General Customs Directorate Member

9. Representative of the Federation of Syrian Chambers of Commerce

10. Representative of the Federation of Syrian Chambers of Industry

11. Representative of the Syrian Exporters Union as a member

12. Director of the Directorate for Support and Development of Domestic Production and Exports Member

13. A representative of the union of workers

14. Representative of the peasant union as a member

b. Representatives of ministries are called by the competent minister for at least a director who is called representatives of other bodies by their superiors at a minimum of at least a member of the board or an executive bureau member, at least immediately.

c. Meetings are considered legal in the presence of the majority, including the President or Vice-Chair, and decisions are taken by an absolute majority and in the event of equality of votes, the chair is likely to be the chair.

Dr. The Board shall meet regular periodic meetings at least one meeting per month and may meet when necessary at the invitation of its President or a written request from one third of its members to be deposited in the Bureau of the President of the Council.

e. The Council may use such expertise, competence, competence and stakeholders to attend its meetings without the right to vote.

And. The Council shall be issued by a decision of the Prime Minister in accordance with the laws and regulations in force.

g. The Board shall perform the following functions:

1. Draw the Commission's policies and directions and endorse its short, medium-and long-term public and private plans.

3. Approval of the draft annual budget of the Authority and the Fund.

4. To approve the final budget of the Authority and to ratify the accounts of the Fund.

5. Ratify cooperation agreements with national bodies and similar centres.

6. To approve reconciliation and arbitration and to waive claims in accordance with the laws and regulations in force.

7. To propose the preparation of bills required by the legal environment for exportation and to support local production and raise them to the national authorities.

8. Propose the establishment of branches or offices within the Syrian Arab Republic and outside the Syrian Arab Republic in coordination with the Ministry of Foreign Affairs and the diaspora.

9. Approval of the allowances and commissions charged by the Authority for its services and in coordination with the Ministry of Finance.

10. Follow-up to and evaluation of the performance of the Entity.

11. Adoption of the UNFPA policy and programme of work.

12. Identify the local production of the Fund's services and the conditions for the provision of services, incentives and the mechanism for granting them.

13. To exercise any other functions of interest that the Council considers that it must be put under its direct concern in line with the provisions of this Law.

Article 6

The Director General is the order of exchange and is determined to be alimony and liquidation according to the laws and regulations in force. He is appointed by a decision of the Prime Minister on the proposal of the minister and is accountable to the Council, representing the body before the judiciary and others, and exercising the following powers:

a. Implementation of resolutions adopted by the Council.

b. To prepare draft short, medium and long-term plans for the activities of the Board and to manage their implementation upon approval by the Board.

c. To manage the work of the Authority and to supervise its employees and administrative, financial and technical affairs.

j. exercise any other functions or powers to which he or she has been entrusted by the Council.

Chapter V: Finance of the Board

Article 7

The Authority shall have an independent budget and its financial resources shall consist of:

a. The Observatory's Observatory appropriations in the state budget.

b. The allowances and commissions charged by the Authority in accordance with the provisions of this Law and the regulations promulgated thereunder.

c. Grants, subsidies, voluntary contributions and grants to the Authority in accordance with laws and regulations in force.

Dr. The proceeds of its funds, if any, as well as any other resources permitted by the laws and regulations in force.

Article 8

UN-Women resources are used to finance their plans and expenditures and the nature of the functions assigned to them.

Article 9

a. The Authority has a Directorate (Directorate for Support and Development of Domestic Production and Exports), which describes the financial independence of the Authority and has an independent financial system and replaces the Export Development Fund, which is replaced by Legislative Decree No. 19 of 2009, and the financial resources of the Fund are:

1. The funds observatory to support and develop local production and exports in the state budget.

2. Draw three thousand of the value of imported imports whose customs fee increases at 1 percent.

3. Draw one thousandth of the value of exports and roll out paragraph 2 of Article 24 of Law No. 27 of 2009.

4. Grants, grants, grants and contributions to the Fund in accordance with laws and regulations in force.

6. Any other resources allowed by laws and window systems.

b. The Directorate of Support and Development of Domestic Production and Exports exercises the following tasks:

1. Strengthen the capacity of Syrian producers and exporters to compete with their counterparts from other countries.

2. To contribute to reducing the costs of Syrian domestic production and exports in order to increase their competitiveness.

3. Funding the local production support process at different stages, thus enhancing the development of value added at present, as determined by the Board.

4. Develop integrated programs to guarantee and finance Syrian exports according to scientific bases following the approval of the council.

5. Do any other task assigned to it by the Board for the purpose of supporting and developing local production and exports.

Chapter VI: Systems

Article 10

a. The rules of procedure of the Commission shall be issued by the Minister upon the proposal of the Council.

b. The Financial Regulations of the Fund and other regulations relating to the operation of the Authority shall be issued by decision of the Council of Ministers on the proposal of the Minister.

This shall be accomplished within six months of the operation of this Act.

Chapter VII: Financial control

Article 11

a. The financial year of the Board is determined by the financial year of the State.

b. The accounts of the Authority are maintained in accordance with the provisions of the Financial Law in force under Legislative Decree No. 54 of 2006 containing the Basic Financial Act and Decree No. 488 of 2007, containing the financial and accounting regulations for public authorities of a administrative nature.

c. The provisions and legal texts relating to public funds shall not be inconsistent with the provisions of this law and shall be subject to the control of the Central Financial Supervisory Service.

Chapter VIII: General provisions

Article 12

Taking into account the laws and regulations in force, public and other entities shall provide the body with the documents and information it requests for the purpose of carrying out its duties in accordance with the provisions of this Law.

Article 13

a. The permanent employees of the Export Promotion and Promotion Authority are considered to be transferred to the body updated by this law and retain their salaries, salaries, salaries and jobs. Temporary contract workers will continue to work until their contracts have expired unless they are renewed or extended. Assets.

b. The numerical owners of the Export Promotion and Promotion Authority are the numerical owners of the updated body under this Act until a new staffing is issued to the Authority by decree.

c. The financial regulations, rules of procedure and compensation decisions of the Export Promotion and Promotion Authority are in force pending the release of the regulations of the Authority.

Article 14

All funds held under the Export Development Fund account under Legislative Decree No. 19 of 2009 shall be transferred to the Support and Development Fund for Local Production and Export under this Act.

Article 15

All savings realized by the Syrian Exporters Union have translated into one thousandth of the export, as per article 24, paragraph 2, of the Law 27 of 2009 to the calculation of the Domestic Production and Development Support Fund and the updated exports under this Act.

Article 16

As no provision is provided in this law, the body shall be subject to the laws and regulations applicable to public bodies of a administrative nature.

Rule 17

Canccanceled. Legislative Decree No. 6 of 2009 and Legislative Decree No. 19 of 2009 .

Rule 18

This law is published in the Official Journal.
