Law 11 of 2016
To create a public body of a scientific nature called "The Authority for Excellence and Creativity"

President

Based on the Constitution.

As approved by the People's Assembly at its meeting on the date of 28-5-1437 A.H., 7.3-2016 M.

The following are issued:

Chapter I

Definitions

Article 1

The following words and phrases in the application of this Law shall mean what is stated next to each of them:

Minister: Minister of Higher Education

Entity: The Authority for Excellence and Innovation.

Board of Directors: Board of Directors of the Board of Excellence and Innovation.

Rules of Procedure: Rules of Procedure for the Authority of Excellence and Innovation.

Executive Regulation: Executive Regulation of the Authority of Excellence and Innovation.

Chair: Chair of the Authority for Excellence and Innovation.

Center: Distinguished Centre.

Olympics: Scientific Olympiad

Academic programmes: academic programme management.

Chapter II:

The establishment, objectives and missions of the Commission

Article 2

In the Syrian Arab Republic, a public body with a scientific character and financial and administrative independence, called the Authority for Excellence and Creativity, is based in the city of Damascus and is linked to the Minister of Higher Education.

Article 3

Authority centres may be established in the governorates by decision of the Minister based on the proposal of the Board of Directors and the approval of the Higher Education Board. It shall monitor the care of excellence, creativity and talent in all its forms and forms through coordination with public and private institutions in the Arab Republic. Syrian.

Article 4

The organization aims to seek creative and distinguished people and to encourage and support national capacities in the production of ideas, innovation and creativity in the interest of prosperity, sustainable development and the creation and development of the environment of talent, excellence and creativity at all levels in the Syrian Arab Republic.

Article 5

The Authority shall undertake the following tasks

a. Monitoring, disclosing, embracing and caring for the distinctive creative potential of emerging groups and young people at different educational levels.

b. Teaching students who possess a basic education certificate according to the selection lines set out in the executive statute and provide them with scientific care through special curricula, ethnic programmes and an appropriate educational and educational environment.

c. Develop expertise and refine skills for creative, talented and distinguished people.

d. Assist students in their projects by providing the necessary support in the various forms and care they need.

e. Grants to talented, creative and distinguished people and their welfare according to the multiple criteria of the Executive Regulation.

f. Supporting the conduct of programmes, research and studies in their own area of competence.

g. to create prizes in the fields of talent, creativity and different excellence.

h. Coordination with institutions and centres within the Syrian Arab Republic and outside the Syrian Arab Republic in accordance with the laws and regulations in force.

i. To provide programs and activities that contribute to spreading awareness about creativity and excellence and attracting talented, creative and distinguished people.

Chapter III:

Management of UN-Women

Article 6

Management of UN-Women

a. Governing Council.

b. President of the Commission.

Article 7

a. The Governing Council shall consist of

6. Five experts in the affairs of excellence, creativity and talent appointed by the Minister on the proposal of the President of the Authority for a period of three years, renewable by members.

b. The President of the Council may invite those who see it appropriate to attend meetings of the Governing Council without the right to vote.

The Board of Directors shall meet at the invitation of its President at least once every three months and whenever the need arises and the meetings of the Board of Directors shall be lawful in the presence of a majority.
Members and resolutions and recommendations are issued with the consent of the majority of those present and at the same time as the President is likely to be.

Article 8

The Governing Council is the supreme authority of the body, which draws its public policy and supervises its implementation and, in particular,

a. Approval of the strategies and action plans of the Authority and departments.

b. Preparation of internal and operational systems and regulations of UN-Women.

c. Discussion and endorsement of the annual report of the Authority and its activities during the financial year.

d. Approval of committee writing decisions.

e. Propose the draft budget of the Board

f. Approval of the programmes, curricula and study plans of the Commission.

g. To agree to participate in international conferences, competitions and seminars related to the competence of the body.

h. Approval of the organization of conferences, symposia and internal competitions related to the competence of the body.

i. Agree to conclude cooperation agreements with institutions or organizations from outside the Syrian Arab Republic in the area of competence of the Authority.

j. Approval of the dispatch of students of departments, their supervisors and those working in the Authority to issue the decision of dispatching the minister and a proposal by the head of the authority.

k. Acceptance of donations, commandments, donations and subsidies to UN-Women in accordance with laws and regulations in force.

To discuss, in the opinion of the President of the Board or the Governing Council, its presentation to the meetings of the Board with respect to all administrative, operational and financial matters relating to the Board.

Article 9

a. The President of the Commission shall be appointed by decree on the proposal of the Minister and shall be chosen from among the personalities of the expert in the affairs of excellence, creativity, scientific research or invention.

b. The President of the Authority shall retain his or her original function and legal upgrades if he or she is a State worker.

c. The President of the Board shall treat the President of the tightly controlled university University Organization Act No. 6 of 2006 and its amendments in terms of remuneration and compensation of representation.

D. The President of the Board shall be a member of the Council of Higher Education and a member of the Scientific Missions Committee.

Article 10

The tasks of the head of the body and his powers.

a. The President of the Authority shall prepare the official reference for all staff in the Authority and its subordinate departments, directly supervise the course of action, issue administrative instructions and orders and follow up on the implementation of the decisions of the Board of Directors and represent the Authority before the judiciary, which is an order for disbursement and is determined to be successful.

b. The State policy shall be implemented in respect of the Commission.

c. The draft laws are proposed for the body and the regulations are promulgated within the limits of the law and the decisions regarding the organization of the body.

d. To submit to the Governing Council at the end of each year a report of the Board containing its scientific, administrative and financial situation.

e. Issuance of decisions by the Standing and Interim Committees on the basis of the approval of the Governing Council.

f. Proposal of the rules of procedure and executive regulation.

The proposal to approve the assignment of members of the educational and state bodies to work in the body in accordance with the laws and regulations in force, while the authorities retain their status and rights in the bodies from which they are concerned.

h. Approve the engagement of teachers, consultants, experts and staff and what is proposed by departmental directors. i. Issuance of decisions for the appointment of staff members in the Entity.

Chapter IV

Board departments

Article 11

a. The Authority shall comprise the following departments:
1. The Distinguished Centre.

2. Scientific Olympiad.

3. Academic programmes.

b. New departments may be established by decision of the Minister upon the proposal of the President of the Board and the approval of the Board of Directors.

c. The departments of the Board shall manage:

1. Board of directors of each and following to the governing body of the Board.

2. Director of Administration.

Article 12

Departmental directors are appointed by decision of the Minister on the proposal of the President of the Board

Chapter V:

Distinguished Center

Article 13

The Center's management works on the care of the distinguished students who possess the basic education certificate through teaching and supervision of them scientifically, psychologically, socially and educationally.

Article 14

The Ministry of Education gives the graduates of the Centre the Certificate of Secondary Study for the Married Persons by the Competence Branch in accordance with the approved curriculum and study plans.

Article 15

The secondary certificate of the centre is equivalent to a public secondary certificate and the status of students transferred or dismissed from the centre is equivalent or settled in coordination with the Ministry of Education.

Chapter VI:

Scientific Olympiad

Article 16

The Olympic administration is organizing a national Olympic Games through a competition in applied science and theory aimed at discovering, motivating, motivating and sending talents from talented, creative and distinguished people to participate in international Olympic Games.

Chapter VII:

Academic programme management

Article 17

Academic program management works to organize the study, care and support of the admitted through the Authority after they finish their secondary studies and enrol in the university education stage and then follow them to graduate studies by reaching out to universities to ensure their registration and follow up their studies and send them. To provide all facilities for them and to supervise them scientifically by subjecting them to programmes and courses that ensure that their scientific level and life skills are raised within all stages of their university studies and postgraduate studies.

Chapter VIII:

General provisions

Article 18:

The executive statute shall be issued by decree and include, in particular, the following matters:

a. All the detailed rules necessary for the implementation of this law.

b. The functions of boards of directors and how to form them.

c. Departmental directors' assignments.

d. The basis for admission of students to the Centre and the grounds for granting them compensation and residence rules in the internal housing.

e. The basis and characteristics of the curricula, study plans and examinations applied in the Centre.

f. Abenches and punishments for the students of the Centre.

g. Foundations of the organization of the scientific Olympiad in all its stages.

h. Testing and training system for the scientific Olympiad.

i. Identification of rewards for winners at the local, regional and international scientific Olympics and any other competitions to be determined.

j. The hiring of experts, specialists and teachers to work in the Authority and determine their remuneration and compensation.

k. Identification of rules governing compensation or remuneration of committees, boards, teaching hours and training.

l. Identification of the foundations and rules governing wages, compensation, rewards, incentives, grants and the nature of work for workers in the body of all groups.

m. The basis for the monthly compensation of students adopted and sponsored by the Authority and the grants and rewards offered to them.

n. The basis for the engagement of private contractors and companies in the interests of the Authority.

Q. The basis for distribution of the Commission's own resources.

Article 19

a. The Authority has an independent budget with a special branch attached to the budget of higher education.

b. The resources come from the self-resources of UN-Women.

1. Contributions received by the Authority from institutions, organizations and persons within and outside the Syrian Arab Republic in accordance with the laws and regulations in force.

2. Grants, grants, donations and gifts accepted by the Governing Council according to laws and regulations in force.

3. Proceeds from the facilities and work of the Authority.

4. Rental and investment allowances of UN-Women facilities.

5. A proportion of the self resources of universities is allocated to the Ministry of Higher Education by the Minister.

Article 20

The subjective resources mentioned in the preceding Article (19) are placed in an independent account in one of the public banks according to which they are received in the Syrian pound or in parts of the country, and the exchange is carried out according to the targets set for them and the exchange is made by the head of the authority under official attribution.

Article 21

The amount of compensation, rewards, incentives and grants shall be determined in accordance with the rules set forth in the Executive Regulation by decision of the Board of Directors.

Article 22

The provisions of article 147 shall apply to the Board University Organization Act No. 6 2006 and its amendments.

Article 23

The Authority shall contract certain professional, administrative and educational functions as required by the work interest.

Article 24

The remuneration to be calculated on the basis of which the dispatch compensation is calculated for students shall be determined on the basis of the commencement fee for the general secondary certificate campaign.

Article 25

The updated body replaces the centre and the Olympiad with all their rights and obligations and transfers to them buildings, lands, equipment, mechanisms and cars in the custody of the Centre and the Olympiad wherever they are located, and a lecture is organized in coordination between the body and the authorities concerned.

Article 26

a. The workers of the Olympics and the Centre shall prepare a judgement with their owners, credits and concerns to the owners of the body with the same wages, functions and ranks as they retain their qualification for the future of the future.

b. The Mandeans and the Olympic and Centre contractors shall continue to work in the Commission until their term of office expires or their contracts have expired unless they are extended in accordance with the laws and regulations in force.

Article 27

In all that is not provided for in this law, the provisions of this law apply to the employees of the body. Basic Law for State Workers .

Article 28

The numerical owners are issued by decree.

Article 29

Work continues with provisions Legislative Decree No. 7 of 2013 and Legislative Decree No. 4 of 2016 Any provisions in breach of this Act shall be terminated.

Article 30

This law is published in the Official Journal.
