Section 1 Purpose and duration

Art. 1 Name and profile of the profession

1 The legal name of the profession is CFC/aesthetician.

2 The CFC aestheticians provide independent beauty care and advice to clients; they are responsible for the sale of products, taking into account the indications and contraindications. They are distinguished by an approach and actions centred on clients and teamwork, and obeying economic logic. They also carry out organisational tasks within the company. They master the principles of hygiene, occupational safety and health protection as part of their activities.

Art. 2 Duration and start

1 Initial vocational training lasts 3 years.

2 The start of initial vocational training is coordinated with the training provided by the busy vocational school.

Section 2 Objectives and requirements

Art. 3 Skills

1 The objectives and requirements of initial vocational training are presented in terms of skills in art. 4 to 6.

2 They apply to all training sites.

Art. 4 Professional Skills

Professional skills relate to knowledge and skills in the following areas:

A.
Economy, organization and business techniques;
B.
Health, safety at work and protective measures;
C.
Communication, advice and sales;
D.
Cosmetic care;
E.
Specific care;
F.
Natural science related to the profession, knowledge of the human body.
Art. 5 Methodological skills

Methodological competences relate to knowledge and skills in the following areas:

A.
Working techniques and problem solving;
B.
Interdisciplinary approach and action based on processes;
C.
Information and communication strategies;
D.
Systems thinking;
E.
Learning strategies;
F.
Advice and sales methods;
G.
Creativity techniques;
H.
Presentation techniques.
Art. 6 Social and personal skills

Social and personal competences relate to knowledge and skills in the following areas:

A.
Autonomy and responsibility;
B.
Life-long learning;
C.
Communication skills;
D.
Capacity to manage conflict;
E.
Teamwork skills;
F.
Civility;
G.
Physical and psychological resistance;
H.
Respectful attitude of the environment.

Section 3 Occupational Safety, Health Protection and Environmental Protection

Art. 7

1 From the beginning of training, providers of training provide training and guidance to persons in training and guidance on occupational safety, health protection and environmental protection. Explain.

2 The above-mentioned directives and recommendations form an integral part of the training provided at all training sites and are taken into account in the qualification procedures.

Section 4 Parts covered by the different training places and language of instruction

Art. 8 Parts covered by the different training sites

1 Vocational training covers the entire duration of initial vocational training, on average four days a week.

2 Compulsory education in vocational schools includes 1080 teaching periods. Of these, 120 periods are devoted to the teaching of sport.

3 Intercompany courses consist of a total of 12 days minimum and a maximum of 14 days, with 8 hours of courses per day. During the last semester of initial vocational training, no intercompany courses take place.

Art. Language of instruction

1 The language of instruction is generally the national language of the place where the school is located.

2 Bilingual education will be promoted in the national language of the school and in another national or English language.

3 The cantons may admit other languages of instruction.

Section 5 Training plan and general culture

Art. 10 1 Training Plan

1 A training plan, enacted by the competent labour organisation and approved by the SEFRI, shall be available at the time of entry into force of this order.

2 The training plan:

A.
Details the contents of the initial training and the provisions on occupational safety, health protection and environmental protection, and defines which operational competencies are transmitted and acquired in each Training location;
B.
Contains the table of periods of instruction in the vocational school;
C.
Designates the bodies responsible for the intercompany courses and defines the organisation of courses and their distribution over the duration of the initial vocational training;
D.
Establishes a direct link between the operational competences and the qualification procedure and describes the procedures for the qualification procedure.

3 The training plan shall be accompanied by the list of instruments to promote the quality of initial vocational training with indication of sources.

Art. 11 General Culture

For the teaching of general culture, the order of 27 April 2006 of the SEFRI concerning minimum conditions relating to general culture in initial vocational training 1 Is applicable.


Section 6 Training providers' requirements in the training company

Art. 12 Minimum requirements for trainers

Minimum requirements for trainers within the meaning of s. 44, para. 1, let. A and b, OFPr, are completed by the following persons:

A.
The estheticians CFC according to this order having at least 3 years of professional experience in the field of training;
B.
Qualified beauticians according to the former regulations having at least 3 years of professional experience in the field of training;
C.
Persons holding a corresponding title of the level of higher vocational training (tertiary level).
Art. 13 Maximum number of people in training

1 Companies with 100 % or two trainers each of at least 60 % can train a person. 1

2 Another person may be trained for each additional professional employed at 100 % or for each additional group of two professionals each employed at least 60 %. 2

3 The holders of a federal certificate of capacity or an equivalent qualification in the field of the person in training are deemed to be professionals. 3

4 In companies that are only allowed to train only one person, a second person can start training if the first person starts his last year of initial vocational training. 4

5 In special cases, the cantonal authorities may authorise a company that has trained for several years with great success to exceed the maximum number of people in training.

Section 7 Training Record, Training Report and Benefit File 6

Art. 14 1 Training Package

1 During training in professional practice, the person in training maintains a training record in which the person registers as the important work on the operational skills to be acquired is completed.

2 At least once every six months, the trainer monitors and signs the training package. He discusses this with the person in formation at least once a semester.

Art. 14 A 1 Training Report

1 At the end of each semester, the trainer prepares a report attesting to the level reached by the person in training. To this end, it is based on the person's benefits in training during the training period and on the remarks concerning the benefits provided to the vocational school and the intercompany courses. Discusses the training report with the person in training.

2 The trainer and the person in training agree, if necessary, of measures to achieve the objectives of the training and set deadlines accordingly. They record decisions and actions taken in writing.

3 At the end of the deadline, the trainer checks the effectiveness of the measures taken and makes reference to its conclusions in the next training report.

4 If the objectives of the measures set are not met or if the chances of success of the person in training are compromised, the trainer shall inform the Contracting Parties and the cantonal authority in writing.

Art. 15 Record of benefits provided during school training and initial training in schools

The providers of school education and initial training in schools document the person's benefits in training in the fields taught and prepare a bulletin for him at the end of each semester.

Section 8 Qualification procedure

Art. 16 Admission to the qualification procedure

The person who completed the initial vocational training shall be admitted to the qualifying procedure:

A.
In accordance with this order;
B.
In a training institution authorized by the Township, or
C. 1
In a framework other than that of a regulated training stream which:
1.
Has acquired the necessary experience referred to in s. 32 OFPr,
2.
Has carried out at least three years of this professional experience in the field of activity of the beauticians CFC, and
3.
Credibly its ability to meet the requirements of the final examination (s. 17, para. 1).

Art. 17 Purpose, scope and organisation of the qualification procedure

1 The qualification procedure is used to demonstrate that the competencies described in s. 4 to 6 were acquired.

2 The final review focuses on the following qualification areas as described below:

A.
Practical work lasting 7 to 8 hours. The person in training must show, in the context of a prescribed practical work or in a given context, that it is capable of performing the tasks requested in the rules of the art and according to the needs and the situation. The training package and the documents relating to the intercompany courses can be used as aid.
B.
Professional knowledge of 3 to 4 hours. The person undergoing training undergoes an oral and/or written examination. If an oral examination is conducted, it lasts 1 hour or less.
C.
General culture. The final examination in the field of qualification "general culture" is governed by the order of 27 April 2006 of the SEFRI concerning minimum conditions relating to general culture in initial vocational training 1 .

Art. 18 Conditions for success

1 The final exam is successful if:

A.
The rating of the field of "practical work" is greater than or equal to 4;
B. 1

Global score is greater than or equal to 4.

2 The overall score is the average, rounded to the first decimal place, of the following weighted scores:

A.
Practical work: coefficient 2;
B.
Professional knowledge: coefficient 1;
C.
Experience in the teaching of professional knowledge: coefficient 1;
D.
General culture: coefficient 1.

3 The experience rating for the teaching of professional knowledge corresponds to the average, rounded to an entire note or half-note, of the six notes of professional knowledge in the semi-annual bulletins. 2

Art. 19 Petitions

1 The repetition of the qualification procedure is governed by Art. 33 OFPr. If a qualification area is to be repeated, it must be repeated as a whole.

2 For those who repeat the qualification procedure and who no longer attend vocational school, the previous experience note is taken into account. For those who are again following vocational education for at least 2 semesters, the new experience note counts.

Art. Special case

For persons who have attended pre-training outside the scope of the initial vocational training regulated by this order, the mark of the field of qualification "professional knowledge" replaces the experience rating of Education of professional knowledge and double counting.

Section 9 Certificate and title

Art. Federal Capacity Certificate

1 The person who successfully completed the qualification process receives the Federal Certificate of Capability (CFC).

2 The EFA allows its holders to carry the legally protected title of "CFC aesthetician"/"CFC aesthetician". 1

The overall score;
B.
The notes of each qualification area as well as the experience rating of the teaching of professional knowledge.

Section 10 7 Swiss Commission for Professional Development and the Quality of the Training of the beauticians CFC

Art.

1 The Swiss Commission for Professional Development and the Quality of Training for the aestheticians CFC (committee) is composed of:

A.
Four representatives of the Schweizer Fachverband für Kosmetik (SFK) association;
B.
A representative of the Swiss Association of Estheticians with Federal Certificate of Capacity (CSA CFC);
C.
A representative of the Associazione Estetiste della Svizzera Italiana (AESI);
D.
Two to three teachers' representatives;
E.
At least one representative of the Confederation and at least one representative of the cantons.

2 The linguistic regions are represented fairly.

3 The commission is self-regulating.

4 It is responsible for the following tasks:

A.
Review regularly, at least every 5 years, the order and the training plan according to economic, technological, ecological and didactic developments; integrate, where appropriate, new organisational aspects of training Initial professional;
B.
Ask the organisation of the world of competent work to propose to SEFRI amendments to the order, provided that the developments noted require an adaptation of the latter;
C.
Propose to the organisation of the world of competent work to amend the training plan, provided that developments require an adaptation of the training plan;
D.
Take a position on the instruments for validation of the experience;
E.
Take a position on the instruments to promote the quality of initial vocational training, in particular on the implementing provisions relating to qualification procedures.

Section 11 Final provisions

Art. Repeal of the law in force

1 Are repealed:

A.
The Regulation of 12 June 1992 (Amendment of 3 September 1996) on apprenticeship and the end-of-apprenticeship examination of beautician 1 ;
B.
The professional education programme of 12 June 1992 for the beauticians 2 .

2 Approval of the regulation of 1 Er October 1987 concerning introductory courses for beauticians is revoked.

Art. 24 Transitional provisions

1 The people who started their training as a beautician before 1 Er January 2007 complete it according to the old right.

2 If requested, people who repeat until December 31, 2011, the end-of-apprenticeship examination of the beautician will see their benefits assessed according to the old right.

Art. 24 A 1 Transitional provisions concerning the modification of 18 October 2016

1 The people who started their training as a beautician before the entry into force of the modification on October 18, 2016, finish it according to the old right.

2 If so requested, the persons who repeat until 31 December 2021 the final examination of the beautician will see their benefits assessed according to the old right.

Art. 25 Entry into force

1 This order shall enter into force on 1 Er January 2007.

2 The provisions relating to the qualification procedure, the certificate and the title (Art. 16 to 21) enter into force on 1 Er January 2010.
