This Order applies to:

Federal Fire Officers (FFOs);

B.

The cantonal shooting commissions.

Federal shooting boroughs are set out in the Annex.

¹ The OFT are appointed for a four-year administrative period and the term of office is limited to 12 years. In duly motivated cases, the head of the army may extend the term of office to 16 years.

² The OFT can operate until the end of the year in which they reach the age of 70.

¹ The OFT is introduced and educated in its activities by the Defence Grouping and the Federal Fire Facility Expert.

² The OFT is self-reliant on all questions and requests that come to it because of its expertise. Where jurisdiction is the responsibility of the Defence Grouping, the Federal Fire Facility expert or the cantonal military authority, the OFT shall make its request accordingly.

³ The Defence Grouping can load the OFT of particular tasks.

¹ On request, the OFT defends the interests of the Confederation in the field of non-service shooting, in particular in the following specialized agencies:

In the cantonal and communal committees and in the supervisory bodies;

B.

In the TSP Delegate Assembly;

C.

In the Meeting of the Accident Insurance Officers of the Swiss Shooting Companies;

D.

In the meeting of delegates of the suborganizations of the TSP in operation in its district.

² The activities carried out under para. 1 of this article shall be compensated annually for a maximum of ten half days.

¹ The OFT organises an annual appraisal report, prior to the start of the shooting exercises, with the chairmen of the cantonal committees under its supervision. On the occasion of this report, it sets in particular for the year accents in the field of control.

² The OFT may periodically organise a training report with all the chairmen of the cantonal fire commissions under its supervision, as well as with the members of the committees. Where applicable, the reports in para. 1 and art. 16, para. 1, are canceled. ¹

³ Before the appraisal report, the OFT instructs the new chairmen of the cantonal shooting committees and gives them the documents relating to their function.

⁴ He or she may attend, as an advisor, the appraisal reports of his or her chairpersons.

The duties of the OFT relating to the off-duty fire courses are set out in the DDPS order of December 11, 2003, on fire courses ¹ .

¹ In light of the Cantonal Fire Commissions' reports, the OFT orders the need to carry out subsequent fire control exercises of the shooting company in question. These subsequent controls are carried out by the Chairman responsible for the Cantonal Fire Commission or by the OFT in person.

² The OFT can also control the field fire with the cooperation of the TSP and the cantonal military authorities.

¹ Pursuant to the order of 27 March 1991 on shooting facilities for non-service shooting ¹ , the OFT monitors in its district, the fire facilities of the municipalities and recognized marksmanship companies. It shall ensure compliance with the requirements.

² It advises the cantons, municipalities and shooting societies in all matters relating to new constructions, enlargements and transformations.

³ Based on the reports of the cantonal firing commissions, the OFT checks the defective installations and orders the necessary improvements.

¹ The OFT presents annually to the Defence Group an annual activity report of the committees of its district.

² Special reports must be prepared for shooting courses.

³ The Defence Grouping sets timelines and objects to be addressed in the report.

¹ The TSOs are convened once a year at the Federal Shooting Conference prior to the start of the shooting exercises. The Commander of the Land Forces appoints the President. The proceedings shall be recorded in a record. This document is to be sent to the TSOs and to the Cantonal Fire Commissions.

² Military or civilian specialists, as well as representatives of the Administration and the Swiss Shooting Sport Federation (TSP), may be convened, as appropriate, at the TTO conferences; they shall have an advisory opinion.

³ At the end of the firing exercises, the Defence Group can call the OFT annually at a conference on technical requirements in the field of shooting out of the service. Where appropriate, this conference is prepared and directed by the Federal Fire Facility Expert.

The OFT and the members of the gunnery committees may not accept an appointment within an organ of a fire association outside the service except with the consent of the Defence Group.

The deadlines that must be met by the TTOs and the gunnery commissions are set by the Defence Grouping prior to the shooting season, by means of an official list of deadlines.

The Defence Group ensures that the TTOs and the members of the Cantonal Fire Commissions receive training and development commensurate with their function.

The TTOs and the members of the gunnery committees may publish documents or reports concerning their activities only with the permission of the Defence Group.

¹ The allowances paid to the OHS and the cantonal shooting commissions are set out in Annex 2. They must be validated in the AFS system by means of an allowance.

² The originals of supporting documents and receipts must be addressed through the chain of command to the Defence Grouping.

¹ The obligation to make a contribution to the old-age and survivors insurance and to report income for tax is the result of legal requirements. The Defence Group is required to provide the Federal Contribution Authority and the Federal Compensation Fund with information on the financial benefits provided to the Issuers of Invoices.

² When the allowances are paid, all issuers of invoices receive a certificate of payment.

³ The OFT, the committee chairmen and the members of the newly appointed cantonal fire commissions must immediately announce to the Defence Group the opening of their individual account with the Federal Compensation Fund.

¹ The Confederation provides free documentation and materials for training to the TSOs and to the members of the cantonal commissions.

² The Defence Grouping compensates the OFT, against discharge, for their shipping costs. To this end, the members of the cantonal shooting committees are addressed to the competent cantonal military authorities.

The Defence Group is responsible for the enforcement of this order.

The DDPS Order of December 2, 1974, on Terms of Reference and Allowances of Shooting Commissions ¹ Is repealed.

This order shall enter into force on 1 ^Er January 2004.
