DDPS Order on the Flight Service of the Armaments Group

See art. 37, para. 2, let. C, of the Federal Act of 21 March 1997 on the Organization of Government and Administration (LOGA) 1 , given art. 2, para. 4, of the Order of 3 July 2001 on the personnel of the Confederation (OPers) 2 ,

Stops:

Art. 1 Aircraft Categories

The Armaments Group's flight service (GDA) extends to the following categories of Swiss or foreign civil and military aircraft:

A.
Prototypes;
B.
Partial Prototypes, in particular systems, weapons and equipment;
C.
Aircraft which are not authorized by the official service to the ordinary operation;
D.
Aircraft carrying out the development and reception flights;
E.
Aircraft usually allowed to circulate in the airspace;
F.
Aircraft to be circulated for third parties.
Art. 2 Flight categories

1 A distinction is made between test flights, evaluation flights, reception flights, examination flights, training flights, training flights, transportation of persons and transportation of equipment, as well as flights of Measurements and Photographic.

2 The GDA Flight Service includes all flights performed on the GDA's mandate.

Art. 3 Persons on board an aircraft

1 The crew members are the persons on board an aircraft responsible for contributing to the execution of the flight order. There are the following categories:

A.
Test Pilots (men and women);
B.
Test engineers (men and women);
C.
Operators of the Federal Office of Topography (flight operators S + T);
D.
Test Pilots and Test Engineers as well as other persons belonging to Swiss and foreign firms and foreign State agencies;
E.
Other persons appearing on the Notice of Vol.

2 Passengers are persons who do not perform any direct duties in connection with the execution of the flight order.

Art. 4 Admission requirements for test pilots

The test pilots must be trained as military pilots of the Swiss army and possess exceptional aeronautical skills, as well as good technical knowledge, according to military qualifications, Training, the employer's certificates and the specific selection procedure of the Armaments Group.

Art. 5 Test Pilot Training and Training

1 The basic training of the test pilot shall include, after his commitment:

A.
Practical work on the ground and in the air under the direction of an experienced test pilot, including conversion to the most important aircraft for pilot test work;
B.
Civilian professional pilot training and instrument flight training, including the theory for pilot line licensing (CPL/IR, frozen ATPL).
C.
A one-year course at a state school of test pilots abroad, with the completion of the final pilot test in the field of helicopters or fixed-wing aircraft.

2 Successful completion of final training reviews in accordance with para. 1 is the requirement for maintaining the working relationship.

3 The continuous development and training of the test pilot include:

A.
Theft and theoretical development in accordance with military and civilian requirements and technological developments;
B.
Conversion to aircraft and training according to the requirements of current and future projects, in order to ensure the acquisition of a wide range of aircraft experience;
C.
Sufficient flight training to complete assigned tasks;
D.
Individual training IT (Individuelles Training) in accordance with the order of 9 May 2003 on the military flight service (OSV) 1 . IT is deemed to be a GDA theft service within the meaning of s. 2.

3 The continuous development and training of test pilots is determined by the Chief Test Pilot.


Art. 6 Training and training of test engineers

1 The training of test engineers includes:

A.
Practical work under the direction of an experienced test engineer or test pilot.
B.
A one-year course at a state school of test pilots abroad with the completion of the final diploma of test engineer. The Chief of Armaments may exceptionally order another equivalent training.

2 The continuous development and training of test engineers includes:

A.
Academic development in accordance with military and civilian requirements to control the latest technologies;
B.
Sufficient training in flight service to perform assigned tasks.

3 The continuous development and training of the test engineers is determined by the Chief Test Pilot.

Art. 7 Medico-aeronautical capabilities of test pilots

1 As responsible pilots, only test pilots who have been declared capable of flying by the Institute of Aeronautical Medicine (IMA) can be admitted. The aptitude for the flight of test pilots shall be verified at least once a year by the IMA, in accordance with the recognised civil and military rules for the interruption of the activity in question.

2 If the aeronautical medical findings of a test pilot are temporarily incompatible with the assignment to the flight service, the IMA will order the provisional suspension for medical reasons.

3 If the test pilot is to be permanently suspended from the flight service on medical grounds, the IMA makes the request to the GDA.

4 If the aeronautical medicine decision is contested by the test pilot, the Chief Armaments shall submit it, with his or her own position, to the DDPS. This is after hearing a group of medical specialists chaired by the Chief Medical Officer.

Art. 8 Medical and aeronautical abilities of other persons on board the aircraft

1 Only the tasks of test engineer and S + T operator on board persons who have been declared suitable for flights by the IMA can be completed. Medico-aeronautical skills are clarified prior to engagement and are checked at regular intervals. If the test engineer or the S + T operator on board is to be permanently suspended from the flight service on medical grounds, the IMA makes the request to the GDA.

2 In the case of flights on combat aircraft and aircraft with ejection seats, the medical-aeronautics examination is compulsory for all crew members and passengers. Examinations by foreign institutes of aeronautical medicine may be recognized.

3 If flights on other aircraft suggest high psychic and physical requirements for crew members and passengers, it is the responsibility of the Chief Test Pilot to decide whether a medical/aviation review is required at the Prerequisite.

4 The test pilot responsible for the execution of the flight may refuse to allow crew members or passengers to take part in the flight if they have to admit that they do not fulfil the psychic or physical conditions required for the flight in Question.

Art. Flight Order

1 All flights to be performed under this Order require a flight order. In the case of test, evaluation and reception flights, examination, training or training flights, the chief test pilot is the instructing party. With regard to flights of persons and equipment, as well as measurement and photographic flights, the Chief of Armaments defines the circle of his collaborators who, within the GDA, are entitled to give flight orders.

2 In the case of test, evaluation, reception and control flights, the order shall be in writing, in the form of a single order or as an integral part of a test flight programme. In other categories of flight under s. 2, para. 1, the notice of flight is generally sufficient. In exceptional cases, the chief test pilot also requests a single order or test flight program in these cases.

3 The order of flight contains the authorization to participate for crew members and passengers under s. 3.

4 In all cases, the chief test pilot checks and approves flight orders as to their enforceability, highlighting safety aspects. It is the test pilot who has received the flight order that decides on the final execution or the interruption of the flight.

Art. 10 Flight Rules

1 In principle, GDA flights are carried out in accordance with military and civilian requirements.

2 If necessary, flights with civil registration aircraft may take place in accordance with the requirements of the military flight service.

3 If the fulfilment of the mission of the GDA flight service requires derogation from the requirements under para. 1, in particular for test, evaluation, and control flights, the chief test pilot may authorize it.

4 The Chief of Armaments enacts for the flight service of the Armaments Group, with the agreement of the Commander of the Air Force, provisions derogating from Regulation 56.2 for the service of military flight for

A.
Enable test, evaluation, reception and control flights;
B.
Resolve responsibilities, including the granting of the mission and the attitude to be adopted in the presence of incidents.
Art. 11 Accident Insurance

1 The GDA concludes for all persons according to Art. 3, para. 1, let. D, as per para. 2 accident insurance providing at least 50 000 francs in case of death and 250 000 francs in case of invalidity. For all other persons on board an aircraft under s. 3, para. 1, the conclusion of insurance is optional and remains at their expense.

2 The insurance complements the benefits provided under federal legislation on the personnel of the Confederation.

Art. 12 Executing

The Chief of Armaments shall be responsible for the execution of this order.

Art. 13 Entry into force

This order shall enter into force on 1 Er June 2003.
