Occupational Safety Specialist Qualifications Ordinance

The Swiss Federal Council,

In view of art. 83, para. 2, of the Federal Act of 20 March 1981 on accident insurance 1 ; see art. 40 of the Labour Act of 13 March 1964 2 ,

Section 1 Qualifications of occupational safety specialists

Art. 1

1 The following are deemed occupational safety specialists:

A. 1
Occupational physicians who hold a federal specialist title or a recognized foreign specialist in the field of occupational medicine in accordance with the order of 17 October 2001 on post-graduate training and recognition of Postgraduate degrees and diplomas in the medical professions Federal medical degree 2 ;
B.
Occupational hygienists who:
1.
Have a technical or science degree from a Swiss university, a federal polytechnic school or a Swiss technical school,
2.
Have a professional experience of at least two years,
3.
Have acquired additional occupational safety training in accordance with Art. 4;
C.
Security engineers who:
1.
Have a technical or science degree from a Swiss university, a federal polytechnic school or a Swiss technical school,
2.
Have a professional experience of at least two years,
3.
Have acquired additional occupational safety training in accordance with Art. 5;
D.
Security officers who:
1.
Have acquired qualified and specialised vocational training in the industry concerned and hold a recognised capacity certificate or diploma,
2.
Have at least three years of professional experience,
3.
Have acquired additional occupational safety training in accordance with Art. 6.

2 Occupational safety specialists are required to undergo appropriate in-service training, particularly if they are required to be employed in companies with particular risks (p. Ex. Refineries, companies requiring radiation protection, certain chemical sectors).

Section 2 Additional or post-graduate training requirements

Art. 2 General information

1 Additional training 1 The aim of which is to supplement the basic training and professional experience referred to in Article 1 by specific knowledge in the prevention of occupational accidents and occupational health damage and to guarantee And occupational safety specialists are able to carry out their duties.

2 Occupational safety specialists must have completed postgraduate or post-graduate training courses (art. 9). 2

3 Further training must be completed with a review. A certificate is issued to the occupational safety specialists who passed the examination.

4 Occupational safety specialists who have completed their complementary or post-graduate training abroad must take a course of introduction to the Swiss legislation on safety at work. 3

Art. 3 1

1 Repealed by Art. 13 of the O of 17 Oct. 2001 on postgraduate training and the recognition of postgraduate degrees and diplomas in medical professions [ RO 2002 1189 ].

Art. 4 Additional training for occupational hygienists

1 The complementary training of occupational hygienists, of a total duration of two years, comprises a theoretical part and a practical part. The theoretical part lasts for at least 100 days.

2 The minimum requirements for further training are set out in Annex 2.

Art. 5 Additional training for safety engineers

1 The additional training of safety engineers lasts at least 35 days, practical work specific to the engineering activity of five days minimum and final examination included.

2 The minimum requirements for further training are set out in Annex 3.

Art. 6 Additional training for security officers

1 Additional training for security officers lasts at least 20 days.

2 The minimum requirements for further training are set out in Annex 4.

Section 3 Continuing Education Requirements

Art. 7

1 The purpose of continuing education is to provide occupational safety specialists with the opportunity to deepen and maintain their professional knowledge.

2 In particular, it should address the following points:

A.
Study of important innovations;
B.
Broadening and deepening knowledge in selected areas of practice;
C.
Exchange of experience with experts and colleagues;
D.
Study of current issues, action programmes and campaigns.

Art. 8 1

1 Repealed by Art. 13 of the O of 17 Oct. 2001 on postgraduate training and the recognition of postgraduate degrees and diplomas in medical professions [ RO 2002 1189 ].

Art. Recognition of additional training courses

1 Organizations that intend to have their courses recognized as complementary training courses must submit a written application to the Federal Office of Public Health (Federal Office) 1 .

2 They shall include in their application documents from which, in particular, the study plan, the examination subjects according to the annexes, the rules of examination and the professional qualifications of the teaching staff.

3 The Federal Office acknowledges the additional training courses in agreement with the State Secretariat for the Economy (SECO) and after consultation with other interested Federal Offices, the Coordination Commission referred to in Art. 85 of the Federal Act of 20 March 1981 on accident insurance and associations of occupational safety specialists. 2

4 The Federal Office and the SECO periodically review whether the additional training courses still meet the conditions of recognition.

Art. 10 1 List of additional training courses

The Federal Office maintains a list of recognised supplementary training courses; this list is public.

Art. 11 1 Remedies

Federal decisions made pursuant to s. 9 are subject to recourse in accordance with the general provisions of the federal procedure.

Section 5 Final provisions

Art. 12 Transitional Provision

A professional experience of at least five years in the field of safety at work acquired before the entry into force of this order shall be deemed to be sufficient additional training.

Art. 13 Entry into force

This order shall enter into force on 1 Er January 1997.

Additional Training for Occupational Hygienists:

A. General knowledge

A.
Basic knowledge of law (laws and ordinances) as well as directives, standards, etc. in the field of occupational safety and health at the workplace as well as in neighbouring areas (p. Ex. Environmental protection);
B.
Organization of work and business management;
C.
Organization of occupational safety, including first aid and fire-fighting;
D.
Internal company statistics on occupational safety;
E.
The teaching and communication bases necessary for the transmission of occupational safety and health knowledge to employers and workers in the enterprise;
F.
Social, economic and legal aspects of accidents at work and occupational diseases; their consequences;
G.
Basic knowledge of safety techniques, investigation of accidents and causes of accidents.

B. Specific knowledge and occupational hygiene skills

A.
Risk Detection:
1.
Knowledge of work activities, processes and work processes;
2.
Knowledge of factors harmful to occupational health (chemical, physical or biological);
B.
Risk Assessment and Review:
1.
Methods of investigation of occupational hygiene (measuring technique, sampling strategy, etc.),
2.
Implementation of biomonitoring in collaboration with occupational physicians,
3.
Risk Analysis. Evaluation of results from the perspective of health hazard in practice. Knowledge of the health impacts of chemical (toxicology), physical and biological factors. Dose-effet;
C.
Risk Control and Disposal:
1.
Removal of hazard at source. Modification of work processes and behaviours,
2.
Limitation of hazard (p. Ex. An effective local aspiration of vapours or dusts harmful to health),
3.
Individual health protection,
4.
Development of integrated programmes for health protection at the workplace (occupational hygiene, occupational medicine, accident prevention).
