Section 1 Purpose and duration

Art. 1 Occupation Profile

1 CFC-level electrician planners master the following activities and are distinguished by the following knowledge, skills and behaviours:

A.
They plan efficiently and rationally for high-voltage power distribution facilities, high current and low current power facilities, communications and security facilities, and facilities Building automation;
B.
They ensure coordination and monitoring of projects up to client delivery and, where necessary, also optimize post-commissioning facilities, taking into account energy efficiency;
C.
They process projects in the main work place using computer-assisted drawing software (CAD) and planning software. Some drawings are done manually;
D.
They conduct site and facility audits and maintain contacts with external services;
E.
They are distinguished by good spatial representation capabilities, precision, and reflection and interdisciplinary action;
F.
They demonstrate, in their field of activity, organizational and task planning skills, and are distinguished by their social commitment and their broad sense of responsibility.
Art. 2 Duration and start

1 Initial vocational training lasts 4 years.

2 For holders of a federal certificate of capacity as an installer/electrician or a telematician, initial vocational training generally lasts two years. For holders of a federal certificate of assembly electrician capacity, initial vocational training generally lasts three years.

3 The start of initial vocational training is coordinated with the start of the training provided by the busy vocational school.

Section 2 Objectives and requirements

Art. 3 Operational skills

1 The objectives and requirements of initial vocational training are set in terms of operational skills in art. 4 to 6.

2 Operational skills include professional, methodological, social and personal skills.

3 All training sites contribute to the acquisition of operational skills by trainees. They coordinate the content of training and qualification procedures.

Art. 4 Professional Skills

Professional skills relate to knowledge and skills in the following areas:

A.
Business functions and tasks;
B.
Work technique;
C.
Technological bases;
D.
Planning documents and technical documentation;
E.
Electrical systems technology;
F.
Communication technique;
G.
Interdisciplinary training themes.
Art. 5 Methodological skills

Methodological competences relate to knowledge and skills in the following areas:

A.
Working techniques;
B.
Process-based action;
C.
Information and communication technologies;
D.
Learning strategies;
E.
Creativity techniques;
F.
Advice methods;
G.
Ecological behaviour.
Art. 6 Social and personal skills

Social and personal competences relate to knowledge and skills in the following areas:

A.
Sense of responsibility;
B.
Life-long learning;
C.
Communication skills;
D.
Ability to manage conflict;
E.
Teamwork skills;
F.
Civility;
G.
Physical and psychological resistance.

Section 3 Occupational Safety, Health Protection and Environmental Protection

Art. 7

1 From the beginning of training, providers of training provide and explain to persons in training the directives and recommendations concerning safety at work, health protection and environmental protection, in Particularly those relating to the communication of hazards (hazard symbols, pictograms, signs of prohibition) in these three areas.

2 The above-mentioned directives and recommendations form an integral part of the training provided at all training sites and are taken into account in the qualification procedures.

3 Training persons acquire knowledge of sustainable development at all training sites, in particular as regards the balance between societal, ecological and economic interests.

4 Notwithstanding s. 4, para. 1, OLT 5, it is permissible to occupy the persons in training, according to their level of knowledge, in the following works:

A.
Work carried out with machinery, equipment and tools presenting risks of accidents which can be assumed to be that young people, because of their insufficient awareness of the risks or their lack of experience or training, Can neither identify nor prevent them;
B.
Work involving significant risks of fire, explosion, accident, disease or poisoning;
C.
Work performed at heights representing a hazard.

5 This exemption, which applies to an occupation under para. 4, presupposes that persons in training are trained, supervised and supervised on the basis of high risks; these specific provisions are defined in the training plan in the form of accompanying security measures Work and health protection.

Section 4 Parts covered by the different training places and language of instruction

Art. 8 Parts taken from different training locations

1 Vocational training in enterprises extends over the entire period of initial vocational training, on average from 3 ½ to 4 days per week.

2 Compulsory education in vocational schools includes 1620 teaching periods. Of these, 160 periods are devoted to the teaching of sport.

3 Intercompany courses consist of a total of 32 days of courses at a minimum and a maximum of 34 days, at 8 hours per day. During the last semester of initial vocational training, no intercompany courses take place.

4 During the first 7 semesters, trainees do a 6-month internship. This internship is designed to acquire manual skills and practical knowledge of the standards and materials used. The "installation work" part is carried out in a company with an authorisation to form and a general authorisation to install according to the order of 7 November 2001 on low-voltage electrical installations (ITTO) 1 During the course, time spent in practical courses doubles.


Art. Language of instruction

1 The language of instruction is generally the national language of the school's location.

2 Bilingual education is recommended in the national language of the school's location and in another national or English language.

3 The cantons may admit other languages of instruction.

Section 5 Training plan and general culture

Art. 10 Training Plan

1 A training plan, enacted by the competent labour organisation and approved by the SEFRI, shall be available at the time of entry into force of this order.

2 The training plan:

A.
Details the contents of the initial training and the provisions on occupational safety, health protection and environmental protection, and defines which operational competencies are transmitted and acquired in each Training location;
B.
Contains the table of periods of instruction in the vocational school;
C.
Designates the body responsible for inter-company courses and defines the organisation of courses and their distribution over the duration of initial vocational training;
D.
Establishes a coherent link between the operational competences and the qualification procedure and describes the procedures for the qualification procedure.

3 The training plan is accompanied by:

A.
The list of instruments to promote the quality of initial vocational training with the indication of the distribution bodies;
B.
Accompanying measures in the field of occupational safety and health protection.
Art. 11 General Culture

The teaching of general culture is governed by the Ordinance of the SEFRI of 27 April 2006 concerning minimum conditions for general culture in initial vocational training 1 .


Section 6 Requirements for initial vocational training providers

Art. 12 Minimum requirements for trainers

1 Training persons may be trained in companies that ensure that the requirements for safety and the control of disturbances, as specified in the order of 7 November 2001 on low-level electrical installations Voltage (ITTO) 1 , are respected. This assumes that the technical person has a corresponding degree from higher vocational training or a high school and has at least 3 years of professional experience in the conduct of projects.

2 Minimum requirements for trainers within the meaning of s. 44, para. 1, let. A and b, OFPr are filled by any person who has the following qualifications:

A.
CFC electrician planners with at least 3 years of professional experience in the field of training they provide;
B.
Qualified draftspersons who have at least 3 years of professional experience in the field of training they provide;
C.
Persons with a corresponding degree of vocational training and having at least 3 years of professional experience in the field of training they provide;
D.
Persons who hold a high school diploma and have at least 3 years of professional experience in the field of training they provide.

Art. 13 Maximum number of people in training

1 Companies with 100 % or two trainers each of at least 60 % can train a person.

2 Another person can be trained for each additional professional employed at 100 % or for each additional group of two professionals each employed at least 60 % in the business.

3 Are deemed professional holders of a federal certificate of capacity in the field of the person in training or an equivalent qualification, who have at least 3 years of practice in planning and design Electrical installations.

4 In companies that are only allowed to train only one person, a second person can start training if the first person starts his last year of initial vocational training.

5 In special cases, the cantonal authority may authorise a company that has trained for several years with great success to exceed the maximum number of people in training.

Section 7 Training Record, Training Report and Benefit Records

Art. 14 Training Package

1 During training in professional practice, the person in training maintains a training record in which the person registers as the important work on the operational skills to be acquired is completed.

2 At least once every six months, the trainer monitors and signs the training package. He discusses this with the person in formation at least once a semester.

Art. 15 Training Report

1 At the end of each semester, the trainer prepares a report attesting to the level reached by the person in training. To this end, it is based on the person's benefits in training during the training period and on the remarks concerning the benefits provided to the vocational school and the intercompany courses. Discusses the training report with the person in training.

2 The trainer and the person in training agree, if necessary, of measures to achieve the objectives of the training and set deadlines accordingly. They record decisions and actions taken in writing.

3 At the end of the deadline, the trainer checks the effectiveness of the measures taken and makes reference to its conclusions in the next training report.

4 If the objectives of the measures set are not met or if the chances of success of the person in training are compromised, the trainer shall inform the Contracting Parties and the cantonal authority in writing.

Art. 16 Record of benefits provided to the vocational school

The vocational schools document the person's benefits in training relating to the areas of operational competence taught and the general culture, and draw up a bulletin for him at the end of each semester.

Art. 17 Benefit file provided during intercompany courses

1 Intercarrier course providers document the benefits of trainees in the form of a proficiency check for each inter-firm course.

2 Competence checks are penalised by notes. These are taken into account in the calculation of the experience rating.

Section 8 Qualification procedures

Art. 18 Admission

The person who completed the initial vocational training shall be admitted to the qualification procedures:

A.
In accordance with this order;
B.
In a training institution accredited by the canton, or
C.
In a framework other than that of a regulated training stream that:
1.
Has acquired the necessary professional experience referred to in s. 32 OFPr,
2.
Has performed at least 3 years of this experience in the field of electrician planning in Switzerland under the direction of a person skilled in the art according to ITTO, and
3.
Credibly her ability to meet the requirements of qualification procedures.
Art. 19 Purpose of qualification procedures

Qualification procedures are intended to demonstrate that the operational skills described in s. 4 to 6 were acquired.

Art. Scope and organisation of the qualification procedure with final examination

1 The qualification procedure with final examination relates to the operational competencies in the following qualification areas in the following ways:

A.
Practical work in the form of a prescribed practical work (TPP) of 20 hours. This field of qualification is evaluated towards the end of initial vocational training. The person in training must show that they are capable of performing the tasks required in the rules of the art and according to the needs and the situation. The training package can be used as a help;
B.
Professional knowledge of 4 and a half hours. This field of qualification is evaluated towards the end of initial vocational training. The person undergoing training undergoes a written examination or written and oral examinations. If an oral examination is conducted, it lasts 1 ½ hour;
C.
General culture. This area of qualification is governed by the Ordinance of the SEFRI of 27 April 2006 concerning minimum conditions for general culture in initial vocational training 1 .

2 In each qualification area, two experts at least evaluate the benefits.


Art. Conditions for success, calculation and weighting of notes

1 The qualification procedure with final examination is successful if:

A.
The rating of the field of qualification "practical work" is greater than or equal to 4, and
B.
The score for the qualification domain "professional knowledge" is greater than or equal to 4, and
C.
Global score is greater than or equal to 4.

2 The overall score is the average, rounded to the first decimal place, weighted scores for the qualification areas of the final exam and the weighted experience score.

3 The experience note corresponds to the average, rounded to the first decimal place, of the notes concerning:

A.
Teaching professional knowledge;
B.
Intercarrier courses.

4 The note on the teaching of professional knowledge corresponds to the average, rounded to an entire note or half-note, of the eight corresponding half-yearly notes.

5 The inter-firm course score is the average, rounded to an entire score or a half-mark, of the three scores of the benefits assessed.

6 For the calculation of the overall score, the scores are weighted as follows:

A.
Practical work: 40 %;
B.
Professional knowledge: 20 %;
C.
Experience rating: 20 %;
D.
General culture: 20 %.
Art. Petitions

1 The repetition of the qualification procedure is governed by Art. 33 OFPr.

2 If a qualification area is to be repeated, it must be repeated as a whole.

3 For those who repeat the final exam without re-examining the teaching of professional knowledge, the previous experience note is taken into account. For those who are again following the teaching of professional knowledge for at least 2 semesters, only the new notes are taken into account in the calculation of the experience note.

4 For those who repeat the final exam without retaking the intercompany courses, the old experience note is taken into account. For those who are reassessing the last two intercompany courses evaluated, only the new notes are taken into account in the calculation of the experience score.

Art. Special case

1 For those who have been pre-trained outside the scope of the initial regulated professional training and have undergone the final review governed by this order, there is no experience rating.

2 For the calculation of the overall score, the scores are weighted as follows:

A.
Practical work: 50 %;
B.
Professional knowledge: 30 %;
C.
General culture: 20 %.

Section 9 Certificate and title

Art. 24

1 The person who successfully completed a qualification process receives the Federal Certificate of Capability (CFC).

2 The EFA allows its holders to carry the legally protected title of "CFC-electrician planning"/"CFC-electrician planner".

3 If the EFA was obtained through the qualification procedure with final review, the bulletin notes:

A.
The overall score;
B.
The notes of each qualification area of the final examination and, subject to s. 23, para. 1, the experience note.

Section 10 Quality Development and Organization

Art. 25 Swiss Commission for the Development of Occupation and the Quality of Training for Electrician Planning CFC

1 The Swiss Commission for the Development of Occupation and the Quality of Training for Electrician Planning CFC (Commission) includes:

A.
Three representatives of the Swiss Union of Electricians (USIE);
B.
A representative of the Swiss Association of Consulting Engineers (usic);
C.
A representative of the Association of Technical Engineers in Electricity (ABTIE);
D.
A representative of the Swiss Association of Instructors-Electricians (ASIA);
E.
A representative of the association "Schweizerischer Maschinenbau-Elektro-und Informatikfachrer Verband" (SMEIV);
F.
At least one representative of the Confederation and at least one representative of the cantons.

2 The linguistic regions are represented fairly.

3 The commission is self-regulating.

4 It is responsible for the following tasks:

A.
Regularly review, at least every 5 years, the order and the training plan based on economic, technological, ecological and didactic developments. Integrate, where appropriate, new organizational aspects of initial vocational training;
B.
Ask the organisation of the world of competent work to propose to SEFRI amendments to the order, provided that the developments noted require an adaptation of the latter;
C.
Propose to the organisation of the world of competent work to amend the training plan, provided that developments require an adaptation of the training plan;
D.
Take a position on the instruments for validation of the experience;
E.
Take a position on the instruments to promote the quality of initial vocational training, in particular on the implementing provisions relating to qualification procedures.

Section 11 Final provisions

Art. 26 Repeal of other acts

1 The Order of SEFRI of December 20, 2006, on initial vocational training in electrician/planning/electrician planning with Federal Capacity Certificate (CFC) 1 Is repealed;

2 Approval of the December 20, 2006 training plan for electrician/planner/electrician plans is revoked.


Art. 27 Transitional provisions

1 Individuals who have started training as an electrician-electrician before 1 Er January 2015 complete it according to the old right.

2 If requested to do so, those who repeat until December 31, 2020, the qualification procedure with the final examination of an electrician-electrician planner will see their benefits assessed according to the former right.

Art. 28 Entry into force

1 This order shall enter into force on 1 Er June 2015.

2 The provisions on qualification procedures, the certificate and the title (Art. 18 to 24) enter into force on 1 Er January 2019.
