The Embassy of the Principality of Liechtenstein has the honour to confirm to the Federal Department of Foreign Affairs the receipt of its note of 31 January 2003, the contents of which are as follows:
" The Federal Department of Foreign Affairs expresses its high regard at the Embassy of the Principality of Liechtenstein and has the honour to submit the following file:
Referring to the Swiss agricultural legislation, applicable under the Treaty of 29 March 1923 between Switzerland and the Principality of Liechtenstein concerning the meeting of the Principality of Liechtenstein to the Swiss customs territory 3 (customs treaty), taking into account, inter alia, s. 4, para. 2, of the customs treaty, the department proposes the conclusion of an agreement between Switzerland and the Principality of Liechtenstein to regulate the latter's participation in the measures of Swiss agricultural policy.
Participation in the dairy sector comes into effect retroactively to January 1, 2000. The benefits which Liechtenstein has already received, or to which it is entitled retroactively, are deducted from its contributions.
For 2000, Liechtenstein's participation amounts to CHF 298 595.-.
For 2001, the participation of Liechtenstein is CHF 328 441.-.
For 2002, Liechtenstein's participation is CHF 48,100.-. The final contribution of Liechtenstein will be paid after the entry into force of the exchange of notes pursuant to c. 5.2 on the basis of the budgetary amounts; it will subsequently be adjusted in accordance with the results of the 2002 financial year.
If the Government of the Principality of Liechtenstein approves the above, this Exchange of Notes and the reply note of the Embassy shall be considered as an agreement between Switzerland and the Principality of Liechtenstein.
The agreement has been provisionally applied since 1 February 2003. It will enter into force as soon as the Contracting Parties have announced the completion of the procedures in both countries.
The department willingly seizes the opportunity to assure the Embassy of the Principality of Liechtenstein of its high regard."
The Embassy of the Principality of Liechtenstein has the honour to announce to the Federal Department of Foreign Affairs the approval of the Government of the Principality of Liechtenstein. The memorandum of the Department and the present reply note constitute an agreement between Switzerland and the Principality of Liechtenstein, which has been provisionally applied since 1 Er February 2003. The Agreement will enter into force as soon as the Contracting Parties have announced the completion of the procedures in both countries.
The Embassy of the Principality of Liechtenstein willingly seized the opportunity to assure the Federal Department of Foreign Affairs of its high regard.

Liechtenstein shall pay an annual fee for administrative costs, in connection with the implementation of this Agreement, of an amount of CHF 50,000 from the calendar year 2012.
The next review of the administrative fee package by the competent Swiss and Liechtenstein authorities will be carried out for the calendar year 2016.
