Chapter 1 Department

Art. 1 1 Objectives of the Department's activities

1 The Federal Department of Economics, Training and Research (Department) promotes the conditions necessary for the sustainable development of an innovative, competitive and job-creating economy and the maintenance of competitive research in Switzerland; it seeks to promote excellence in training. In pursuing these objectives, it takes into account the national, European and global dimensions and the imperatives of sustainable development.

2 In the three central policy areas within its competence, the Department pursues the following objectives in particular:

A.
General economic policy: to promote a competitive internal and external economy which is characterised by a steady evolution, ensures the stability and smooth functioning of the labour market and plays an active role in an economy Global market economy;
B.
Training, research and innovation: to promote a progressive, efficient and competitive training, research and innovation area that is integrated into the international network, thereby contributing to the strengthening of Switzerland's position;
C.
Agriculture: to promote a competitive agricultural sector in accordance with the principle of sustainable development, producing high-quality animal and plant food and providing services of general interest.

Art. 2 Principles Governing the Activities of the Department

The department pursues its objectives and performs its tasks in accordance with the general principles governing administrative activity according to Art. 11 OLOGA and the following principles:

A.
Taking decisions that are consistent with market economy principles and taking into account the imperatives of social, environmental and health policy;
B.
Working with the economic sector and the social partners;
C.
It respects the principle of subsidiarity;
D.
It ensures the administrative simplicity of the solutions and the speed of procedures.
Art. 3 Objectives of the administrative units

Objectives set out in s. 5 to 11, 14 and 15 constitute for the administrative units of the department the guidelines used to carry out the tasks and the exercise of the powers which are laid down by the federal legislation.

Chapter 2 Offices and Other Units of the Federal Government

Section 1 General Secretariat

Art. 4

1 The General Secretariat shall carry out the functions defined in Art. 42 LOGA and the following core functions:

A.
Support of the Head of the Department in his role as a member of the Federal Council and Head of the Department;
B.
Strategy, planning, monitoring and coordination at departmental level;
C.
Information retrieval, information planning and communication;
D. 1
Personnel, finance, logistics, informatics and translation at the departmental level and management of a SAP benefit centre;
E.
Legislation, law enforcement and legal advice at the departmental level.
F. 2
Defence, within the department, of the owner's interests in the FIF field (art. 15 A To 15 C ), the Federal Institute of Higher Education in Vocational Training (art. 15 E ), from the Swiss Insurance against Export Risks (art. 15 F ), from SIFEM SA ( Swiss Investment Fund for Eme R Ging Markets , art. 15 I ) And Identitas SA (an anonymous company responsible for the management of the Data Bank on the traffic of animals). The department regulates the collaboration between the body of the General Secretariat designated for this purpose and the specialized offices.

2 The Office of Consumer Affairs (art. 12) and the Civil Service Implementing Body (Art. 14) are subordinate to the General Secretariat.

2bis ISCeco, a provider of computer services, is also subordinate to the General Secretariat. It integrates and operates the specialized applications of the department's administrative units. 3

3 Price Monitoring (art. 11) is administratively attached to the General Secretariat.

Section 2 Offices

Art. 5 State Secretariat for the Economy

1 The Secretariat of State for the Economy (SECO) is the centre of competence of the Confederation for all the central issues related to economic policy, in particular labour market policy, external economic policy and, in particular, the The Development and Cooperation Directorate of the Federal Department of Foreign Affairs (DFAE), development policy and cooperation with the countries of the East.

2 In particular, it pursues the following objectives:

A.
Ensure sustainable economic growth underpinned by a consistent policy and employment policy;
B.
To ensure a competition regime within the framework of an institutional policy and competition policy, structural policy and an appropriate labour market policy;
C.
Improve the attractiveness of the Swiss economic position;
D.
Aim to improve access to foreign markets and contribute to the formation of a market-oriented global economic order;
E.
Promote the economic integration of Switzerland in Europe;
F.
Support integration into the global economy of developing countries and countries with economies in transition in Eastern Europe;
G.
Contributing to the safety and protection of health at work;
H.
Participating in the elaboration of public law on the protection of workers and the framework conditions in the field of collective labour law;
I.
Contribute to the integration or reintegration of job-seekers and ensure adequate compensatory income for the unemployed;

Facilitate the adoption and implementation of measures to reduce the administrative burden and the costs of regulation on small and medium-sized enterprises (SMEs) and to ensure the coherence of federal policy in their Favour.

2bis The SECO publishes periodical publications on general economic policy and cyclical trends. 3

3 The tasks and competences of the SECO in the field of development cooperation and cooperation with the countries of the East are settled in specific legislative acts 4 .

4 The SECO is competent in the field of economic policy legislation; the tasks of the Federal Department of Justice and Police (DFJP) concerning labour market policy in the areas of foreigners and refugees, as well as Private law legislation is reserved.

5 SECO has standing before the Federal Court in the field of unemployment insurance. 5

6 The Swiss Accreditation Service (SAS) is subordinate to the SECO. It accredits public and private conformity assessment and testing bodies in Switzerland in accordance with recognised international requirements. 6

Art. 6 1 State Secretariat for Training, Research and Innovation

1 The State Secretariat for Training, Research and Innovation (SEFRI) is the centre of competence of the Confederation for questions of national or international scope under the policy of training, research and innovation. It ensures the excellence of the Swiss training, research and innovation space.

2 In particular, SEFRI has the following objectives:

A.
To develop a comprehensive strategic vision for training, research and innovation in Switzerland and to develop the planning of the benefits and resources of the Confederation that accompany it;
B.
Promote participation in international networks and the integration of Switzerland into the European and international space for training, research and innovation;
C.
To develop a broad and diversified training offer and to ensure the permeability between general and vocational sectors as well as the equivalence of these sectors;
D.
To maintain and improve the quality and attractiveness of vocational training following the changing needs of the labour market;
E.
Ensure excellence and effectiveness in teaching and research in high schools;
F.
To promote research and innovation and to coordinate the tasks and measures of the Confederation bodies responsible for promotion;
G.
Promote and coordinate Swiss space exploration and utilization activities.

3 It carries out the tasks entrusted to it with the assistance of the cantons, the partners of the professional world, the institutions and bodies of the high schools and the institutions and bodies responsible for promoting research and innovation.

4 It is the interlocutor of national and international authorities and institutions in its field of competence; it represents the Confederation in national fora and Switzerland in international fora.

5 It is the national contact body for the recognition of foreign professional qualifications and ensures coordination between the competent bodies. Art. 7 Federal Office of Agriculture

1 The Federal Office for Agriculture (OFAG) is the centre of competence of the Confederation for agricultural matters.

2 In particular, it pursues the following objectives:

A.
To promote in the internal and external economic field a multifunctional agriculture called to make an essential contribution to the security of the food supply of the population, to the conservation of resources Natural resources, the maintenance of the countryside and the decentralised occupation of the territory;
B.
To create and secure favourable framework conditions for the production and disposal of agricultural products in Switzerland and abroad, the ecological benefits of agriculture through environmentally compatible operations and a Development of agriculture that is socially acceptable.

3 Agroscope is subordinate to the OFAG. It is the centre of competence of the Confederation in the field of agricultural and agri-food research. It supports agriculture's efforts to produce high-quality and competitive food that meets the requirements of sustainable development. His organization and tasks are governed by art. 114 and 115 of the Agriculture Act of 29 April 1998 1 And the order of 23 May 2012 on agricultural research 2 . 3

Art. Federal Office for the Economic Supply of the Country

1 The Federal Office for the Economic Supply of the Country (OFAE) is the centre of competence of the Confederation for measures to mitigate the disruption of the country's supply of goods and services of vital importance.

2 OFAE, in collaboration with the private economy, has the following objectives:

A.
Reduce the risk of disruptions to the supply of goods and services of vital importance by an adequate state of preparation and an operational organisation at all times of the private economy, the Confederation and the cantons;
B.
In the case of disruptions in the supply of goods and services of vital importance, joint efforts with the private economy to ensure that imports, inventories, consumption, services and logistics are coordinated at best Appropriate regulatory measures;
C.
Encourage international cooperation and solidarity to ensure security of supply.

Art. 10 Federal Housing Agency

1 The Federal Housing Agency (OFL) is the centre of competence of the Confederation in housing policy. He is responsible for the measures to assist in the construction and home ownership of housing and performs duties under the right of the rental lease in accordance with s. 109 of the Constitution 1 . 2

2 In particular, it pursues the following objectives:

A.
To help disadvantaged groups of people acquire housing, encourage the construction of co-operative housing, ensure the maintenance of the built environment, and promote housing ownership;
B.
Improve housing conditions in areas and areas of housing that face particular supply problems;
C.
To prevent leases from being unduly pretentious and to ensure that the competing interests of lessors and tenants are balanced;
D.
Encourage joint contractual relationships between landlords and tenants, such as rent-to-rent framework contracts and their general mandatory declaration of force.

Art. 11 Price Monitoring

1 Price Monitoring is the Confederation's centre of competence for price monitoring, which does not result from effective competition.

2 The objective of Price Monitoring is to prevent and eliminate predatory pricing and to introduce price transparency.

Art. 12 Office of Consumer Affairs

1 The Office of Consumer Affairs is the centre of competence of the Confederation for consumer issues within the framework of general economic policy.

Art. 14 1 Civil Service Delivery Body

1 The Civil Service Implementing Body (implementing body) is the centre of competence of the Civil Service Confederation. It provides for the processing of applications for admission to civil service, the efficient organisation of the assignment of persons subject to civil service (persons on duty) and ensures that the economic usefulness of this service is guaranteed. 2

2 In particular, the implementing body shall undertake the following tasks:

A.
It rules on the admission of persons to civil service;
B.
Recognizes assignment facilities;
C.
It places the people on duty.

3 The organisation and specific tasks of the implementing body shall be governed by specific legislative acts.

1 The Competition Commission (COMCO) and its secretariat are the centre of competence of the Confederation for competition issues and domestic law issues 1 .

Promote non-discriminatory access to the Swiss internal market.

1 SIFEM SA is an anonymous company of the Confederation governed by private law. As a development finance company, it invests in local or regional funds working for SMEs in developing countries or emerging countries.
