DFI Ordinance establishing a reading promotion scheme for the year 2016

The Federal Department of the Interior (DFI),

See art. 28, para. 1, of the Act of 11 December 2009 on the promotion of culture (CEM) 1 ,

Stops:

Section 1 Goals

Art. 1

The support of organisations and projects in the field of reading promotion includes:

A.
Improve literacy, especially for children and youth;
B.
Promote access to books and the culture of the sign;
C.
Strengthen the exchange of knowledge through the networking of national and international actors;
D.
Value Swiss literature for children and young people.

Section 2 Instruments

Art. 2 Structural contributions

1 An organization engaged in the promotion of reading may receive financial assistance for its structural costs, provided that at least two of the objectives referred to in s. 1.

2 There is no right to support.

Art. 3 Contribution to projects

1 Contributions to projects can be made in the following areas:

A.
Access to reading: seminars, colloquia and projects examining access to reading and writing through new digital media;
B.
Practice: projects relating to an interactive approach to digital literacy for children and young people;
C.
Continuing education: seminars and ongoing training for authors, publishers and producers of digital books;
D.
Networking: portal of Swiss literature.

2 There is no right to support.

Section 3 Formal requirements

Art. 4 Structural contributions

The organization must:

A.
Be of public use;
B.
Be active nationally within the meaning of s. 6, para. 2, let. B, CEM;
C.
Have been active continuously for at least three years;
D.
Have a financial position to ensure that they are able to carry on their business in the long term;
E.
Be integrated into international networks and be ready to collaborate with other organizations.
Art. 5 Contributions to projects

1 The applicant must have been active without interruption for at least three years in the field of the promotion of literacy or literature.

2 Projects must:

A.
Have a national scope within the meaning of s. 6, para. 2, let. B, CEM;
B.
Be scientifically sound and based on an appropriate organizational structure.

Section 4 Contributions to projects

Art. 6

Contributions to projects are allocated on the basis of the following criteria:

A.
Quality of content and technical quality;
B.
Relevance of the project, particularly in terms of its long-term impact;
C.
Echoing the public, the media and the specialized community;
D.
Number of participants;
E.
Cost/utility ratio;
F.
Level of self-financing and third-party contributions.

Section 5 Procedure and other provisions

Art. 7 Structural contributions

1 Organisations which have already received support during the period 2012 to 2015 may, subject to the opening of the necessary appropriations, obtain for 2016 a structural contribution of an amount similar to that of 2015, provided that they Continue to meet the formal conditions of support.

2 The Federal Office of Culture (OFC) enters into a contract of benefits with the beneficiaries of structural contributions. This contract includes the amount of financial assistance and benefits to be provided by the tenants.

Art. 8 Contributions to projects

1 The OFC decides on contributions to projects.

2 Requests for project contributions must be received by the OFC until March 31, 2016.

3 The application must demonstrate that the formal requirements for support are met and provide all necessary information in relation to the material conditions of support. It includes a description of the project and its objectives, a plan of measures and a timetable, and a budget and a financing plan.

Art. Preference Rule

Before making its financial aid decisions, the OFC will lay down the various incentive criteria. Preference will be given to applications that best meet the incentive criteria as a whole.

Art. 10 Expenses

1 Tenants are required to:

A.
Raise awareness of the support provided by the OFC;
B.
Communicate to the OFC all necessary information in relation to the contribution and the supported project;
C.
Communicate to the OFC without delay any significant changes to the proposed project.

2 Alters of project contributions are also required to submit a final report and final statement to the OFC within three months of the end of the project.

Section 6 Entry into force and duration of validity

Art. 11

1 This order shall enter into force on 1 Er January 2016.

2 It has effect until August 31, 2016.
