Section 1 General provisions

Art. 1 Purpose

This ordinance defines the structure of the Ecole Polytechnique fédérale de Lausanne (EPFL), the organisation and the decision-making powers of its management, its faculties and its central bodies.

Art. 2 Structure and headquarters

1 The EPFL is structured in one direction, a school assembly, faculties, colleges, a conference of teachers and central bodies.

2 The seat of the EPFL is in Ecublens (Vaud).

Section 2 EPFL Division

Art. 3 Composition and organization

1 The management of the EPFL consists of the following members:

A.
The President;
B.
The Vice President for Academic Affairs;
C.
The Vice President for Innovation and Development;
D.
The Vice President for International Relations;
E.
The Vice President for Planning and Logistics.

2 The Vice President for Academic Affairs provides for the Chair's replacement.

3 The management of the EPFL can join a Secretary-General who coordinates the activities of the Directorate and advises it at the legal level. He takes part in the school management sessions with a consultative voice.

4 The Chair and Vice-Chairs may join delegates in the conduct of their field. They participate in the management sessions of the EPFL for the cases that concern them. They have an advisory voice.

Art. 4 Decision-making skills

1 In particular, the management of EPFL has the following tasks:

A.
It has an internal organisation regulation;
B.
Adopts faculty regulations on the proposal of faculty deans. This proposal must be approved by the Faculty Board;
C.
Approving the creation or abolition of institutes, centres, laboratories and chairs on the proposal of the appropriate deans of faculty;
D.
It approves, on a proposal from the Dean of the Faculty concerned, the creation and deletion of courses of study;
E.
Makes decisions as employer for EPLF staff;
F.
The other members of the faculty are appointed in accordance with the procedure defined in s. 14;
G.
It ensures the general communication of the EFA;
H.
Appoints the section directors on a proposal from the Dean of Faculty;
I.
It is responsible for internal control;
J.
It can be a strategic committee and a scientific council.

2 Regular meetings are held with the school assembly and with the conference of the teaching staff.

Art. 5 President

1 The President assumes overall responsibility for the EPFL and is accountable to the EFA Council for its management.

2 He holds the presidency of the EPFL management.

3 It attributes the resources provided for in the budget to the members of the EPFL management and to the deans of faculty.

4 He appoints deans of faculty in accordance with the procedure set out in Art. 15.

5 It shall prepare, in agreement with the Dean of the Faculty concerned, the appointment of ordinary teachers, associates, assistants and holders.

6 He shall appoint, in agreement with the Dean of the Faculty concerned, the Visiting Professors, the privat-docents, the teaching and research masters and the lecturers.

7 He awarded academic titles to members of the intermediate academic body.

8 It may delegate the authority set out in para. 6 to the Vice President for Academic Affairs.

Art. 6 Vice President for Academic Affairs

1 The Vice President for Academic Affairs negotiates for the EPFL when recruiting and installing teachers. It coordinates training at all levels. He is responsible for scientific information. It allocates academic resources.

2 It ensures the coordination of academic teaching between faculties.

3 He represents the EPFL for academic affairs.

4 It encourages collaboration in training and research.

5 It promotes safety and health in training and research activities.

6 It provides information to the school assembly.

7 It allocates resources within the framework of its budgetary allocations.

Art. 7 Vice President for Innovation and Development

1 The Vice President for Innovation and Development promotes and develops relations between research, the economy and society.

2 It allocates resources within the framework of its budgetary allocations.

Art. 8 Vice President for International Relations

1 The Vice President for International Relations encourages and establishes international partnerships as well as mobility agreements for students and researchers, as well as cooperation projects with emerging countries.

2 It allocates resources within the framework of its budgetary allocations.

Art. Vice President Planning and Logistics

1 The Vice-President for Planning and Logistics manages and plans all the resources allocated to teaching, research, valorization and services.

2 He is responsible for safety and health at work.

3 It is responsible for the creation and maintenance of the value of the movable and immovable property and ensures efficient and adequate use of it.

4 It allocates resources within the framework of its budgetary allocations.

Section 3 Faculties and Colleges

Art. 10 Definition and Tasks

1 Faculties are teaching and research units. They depend on the direction of the EPFL.

2 They are responsible for teaching in the context of in-house training programs at the faculty. They provide instruction in other programs in agreement with the faculties involved.

3 The section is responsible for the education courses leading to the diploma, the bachelor's degree and the master's degree.

4 The faculties establish a strategy for research and development.

5 They encourage and support trans-disciplinary initiatives in collaboration with other faculties and with other academic institutions.

6 They manage their human and financial resources.

Art. 11 List of faculties

The EPFL includes the following faculties:

A.
Natural, architectural and built environment (ENAC);
B.
Computer and communications (IC);
C.
Engineering science and technology (ITS);
D.
Basic science (SB);
E.
Life sciences (SV).
Art. 12 Organization

1 The faculty is organized into a faculty direction, faculty council, sections, institutes, centres and general services.

2 The Institutes are composed of Chairs and laboratories.

3 A centre is constituted by an association of professors whose aim is the promotion of joint research, teaching and recovery projects in a scientific discipline or on a transdisciplinary theme. The professors of other Faculties of EPFL and other universities may be part of a centre.

4 The faculty council, which consists primarily of faculty, is chaired by the Dean of Faculty.

Art. 13 Colleges

1 The EPFL includes the College of the Humanities and the College of Management.

2 The provisions governing faculties apply by analogy to colleges, insofar as they are not governed by specific legal provisions.

Art. 14 Faculty Branch

1 The faculty is led by the Dean of Faculty.

2 The other members of the faculty are appointed by the EPFL management on the proposal of the Dean of Faculty; this proposal must first be approved by the Faculty Board.

3 The mandate of the Dean and other faculty members is renewable.

Art. 15 Appointment of a Dean of Faculty

The Dean of Faculty is appointed for four years by the President of the EPFL, on the proposal of a nominating commission appointed by the President of the EPFL, in which each group is represented by a member appointed by the Council of the Faculty Concerned.

Art. 16 Faculty Members

The following persons belong to the faculty to which they are attached:

A.
Teachers;
B.
Assistants, scientific collaborators and doctoral candidates;
C.
Students and auditors enrolled in the EPFL;
D.
Administrative and technical collaborators.

Section 4 School Assembly

Art. 17

1 The school assembly is the governing body for participation.

2 It brings together and synthesizes the position taken for the management of the EPFL.

3 It ensures the participation of members of the EPFL.

4 It submits proposals to the EPFL management.

Section 5 Central bodies

Art. 18

The central bodies carry out administrative and technical tasks, as well as the tasks of exploitation and support for teaching, research and recovery for the entire EPFL.

This order shall enter into force on 1 Er October 2004.
