Guidelines for the encouragement of professional training of Swiss captains and seamen

The Swiss Federal Council,

See art. 61, para. 2, of the Federal Act of 23 September 1953 1 On maritime navigation under the Swiss flag,

Art. 1 Beneficiaries of grants

1 The Confederation allocates to Swiss seamen who have acquired vocational training in order to become a Mate, radio officer, machinery officer or master and have successfully undergone a review recognised by the Swiss Agency for Navigation To the rank of officer, a grant as a contribution to the costs of their training.

2 Grants may also be awarded to subordinate flight personnel of Swiss nationality who, following special courses recognised by the Swiss Agency for Maritime Navigation, are perfecting their professional knowledge for the Service at sea.

Art. 2 Use and Importance of Grants

1 The grant shall be paid as a contribution to the costs incurred, during the training period, by housing, subsistence, shading, school equipment, as well as insurance premiums for diseases and accidents.

2 As a general rule, it will amount to about one third of the costs referred to in para. 1.

3 In special cases, it may be extended to at least two-thirds of the costs.

Art. 3 When the grant is paid

The grant is paid after the examination has been successfully completed. Advances may be granted.

Art. 4 Duty to serve

1 The beneficiary of a grant must commit to serve on board Swiss vessels for at least three years over a period of five years from the day of the examination. This obligation does not apply to special courses of limited duration referred to in s. 1, para.

2 In special cases, the Swiss Agency for Maritime Navigation may authorise exceptions, in particular where they facilitate the development of the professional knowledge of the seafarer for service on board Swiss ships.

3 The full or partial refund of the federal grant may be required of the beneficiary who, without good cause, does not satisfy his obligation to serve on board Swiss ships during the period fixed in para. 1.

Art. 6 Repeal of prior right and entry into force

1 The order of 18 September 1959 1 Concerning the encouragement of the professional training of Swiss captains and seamen and the order of 1 Er November 1972 2 Concerning the encouragement of professional training for radiotelegraphers of seagoing vessels shall be repealed.

2 This order shall enter into force on 1 Er May 1976.
