For the purposes of this order and the YEJ, the following:
1 The Federal Office for Social Insurance (OFAS) is the service of the Confederation responsible for child and youth policy.
2 THE OFAS:
1 The financial resources available for the promotion of children and young people are allocated:
2 The financial aid allocated to the cantons for programmes designed to establish and develop their policy on children and youth (art. 26 LEEJ) are managed by the OFAS as part of a separate appropriation.
1 Deemed expenses attributable to the meaning of s. 13 YEJ the actual costs resulting from the regular statutory activities of the lead agency or the implementation of a project.
2 The expenditure for extraordinary investments and the costs resulting from a fault committed by the responsible body, such as compensation, fines and loan depreciation, are not attributable.
1 The umbrella associations, coordination platforms and the specific organisations applying for the financial aid referred to in Art. 7 LEEJ may apply to the OFAS until the end of April.
2 The application shall contain at least the following indications on the requesting body:
1 OFAS reviews the application. If it is incomplete, it will return it to the applicant organization for adaptation.
2 Benefit contracts with umbrella associations and coordination platforms are concluded for 1 Er January of the following year and have a duration of three years.
3 OFAS makes its decision on applications submitted by individual organizations no later than four months after the expiration of the time limit for filing applications.
4 OFAS may also enter into benefit contracts with specific organizations. These contracts are concluded for 1 Er January of the following year and have a duration of three years.
1 Are deemed projects that can serve as a model within the meaning of s. 8 YEJ single projects limited to three years:
2 The following are considered projects encouraging the participation of children and young people in single projects limited to three years:
The Federal Department of the Interior (DFI) can define themes and objectives for projects that can serve as a model and projects encouraging the participation of children and young people.
1 Private organizations seeking financial assistance under s. 8 LEEJ may apply to the OFAS until the end of February, late June or late November.
2 The application shall contain at least the following indications on the proposed project:
1 OFAS reviews the application. If it is incomplete, it will return it to the applicant organization to complete it.
2 It may seek the advice of external experts.
3 It may require project coordination with other projects.
4 It shall make its decision no later than four months after the expiration of the time limit for filing the application.
1 Training and development within the meaning of s. 9 YEJ training activities:
2 Training and development activities that already qualify for benefits under the Act of 17 June 2011 on the encouragement of sport 1 Do not fall within the scope of training and development within the meaning of this order.
1 Private organizations seeking financial assistance under s. 9 LEEJ may apply to the OFAS until the end of July.
2 The application shall contain at least the following indications on training and development offers:
1 OFAS reviews the application. If it is incomplete, it will return it to the applicant organization for adaptation.
2 OFAS enters into a contract with the organizations for which it has approved the application. Contracts are concluded for 1 Er January of the following year and have a duration of four years.
The following are considered projects aimed at encouraging the political participation of children and youth at the federal level within the meaning of s. 10 LEB:
1 Private organizations seeking financial assistance under s. 10 LEEJ may apply to the OFAS until the end of February, late June or late November.
2 The application shall contain at least the following indications on the proposed offer or project:
1 OFAS reviews the application. If it is incomplete, it will return it to the applicant organization to complete it.
2 It may seek the advice of external experts.
3 It may require project coordination with other projects.
4 It shall make its decision no later than four months after the expiration of the time limit for filing the application.
Are deemed projects of a model value within the meaning of s. 11 YEJ the unique projects of cantons and communes limited to three years:
The DFI and the cantons together define themes and objectives for projects of national significance with a model value.
1 The cantons and municipalities which apply for the financial aid referred to in Art. 11 LEEJ may apply to the OFAS until the end of February, late June or late November.
2 The application shall contain at least the following indications on the proposed project:
3 Requests from a municipality shall also contain the opinion of the canton responsible.
1 OFAS provides an electronic platform.
2 Children and youth policy actors can present their offers and indicate their areas of competence on this platform.
3 OFAS provides information on developments in child and youth policy and presents proven forms of work and promising project models.
1 Each canton appoints a contact service for child and youth policy.
2 Cantonal contact services:
3 The OFAS organises regular exchanges with the cantonal contact services, in collaboration with the relevant intercantonal conferences.
4 The cantons shall ensure that the municipalities are involved in their regular exchanges with the Confederation.
OFAS maintains contacts and exchanges with the federal departments responsible for child and youth policy; it provides an annual overview of the ongoing work at the federal level in this area.
The Federal Commission for Children and Youth enacts its own internal regulations and submits it to the DFI for approval.
1 Financial aid within the meaning of Art. 26 LEEJ may be allocated to the cantons for programmes designed to establish and develop their policy on children and youth if these programmes:
2 OFAS contracts up to four contracts per year. It allocates a maximum of 450,000 francs per canton.
1 The cantons can submit their applications to the OFAS until 2019. Applications for financial assistance for a given year must be filed by the end of June of the previous year.
2 The application shall contain at least the following indications on the cantonal programme:
3 The OFAS reviews the applications. They may request that they be adapted or completed, and seek the advice of external experts.
4 He may enter into a contract with the requesting canton.
5 It can provide financial support for the preparatory work of the canton.
Contracts shall be for a maximum period of three years and shall include:
The OFAS shall execute this order.
The order of 10 December 1990 on youth activities 1 Is repealed.

The financial aid for training and development allocated for 2013 shall be calculated on the basis of the data provided in accordance with the benefit agreements between the OFAS and the organisations for the years 2008 to 2012.
1 This order shall enter into force on 1 Er January 2013.
2 Art. 26 to 28 apply until December 31, 2022.
