Chapter 1 General

Art. 1 Purpose

This Order sets out the conditions, procedure and qualifications for the granting of a doctorate by the Zurich Federal Polytechnic School (ETH Zurich).

Art. 2 Doctorats

1 The Zurich EPF issues:

A.
Regular doctorates that attest that their holders have provided personal and original scientific work and are therefore able to engage in high-level research;
B.
Honorary doctorates in tribute to people who have made eminent services to science.

Art. 3 Doctor titles

1 The EPF in Zurich awarded the title of "Doctor of Science" (dr ès sc. EPF Zurich) ".

2 The persons to whom an honorary doctorate is awarded receive the title of doctor, supplemented by the words "honorary doctorates" or "honoris causa".

Art. 4 Doctoral Committee

1 Each department establishes a doctoral committee, which consists of at least three professors.

2 Teachers within the meaning of this Ordinance shall be teachers according to Art. 1, para. 1, of the Ordinance of 18 September 2003 on the Faculty of FIEs 1 . 2

3 The members of the Doctoral Committee shall be elected by the Conference of the Department for a period of two years. They are eligible for re-election.

4 The composition of the Doctoral Committee shall be communicated to the Rector.

Chapter 2 Ordinary Doctorats

Section 1 Admission

Art. 5 Basic conditions

1 To be admitted to the PhD, candidates must justify good scientific qualifications.

2 Can apply for registration as a PhD candidate:

A.
Holders:
1.
A master's degree from a FIF,
2.
The federal pharmacist diploma,
3.
A master's degree in mathematics, engineering sciences or natural sciences issued by a Swiss university that complies with the conditions laid down in Art. 11, para. 1, of the Act of 8 October 1999 on aid to universities 1 , or by a high school with which the FIF has concluded an ad hoc convention;
B.
University degree holders whose level corresponds to a master's degree in a FIF in terms of the content, extent and importance of the studies;
C.
Candidates who attend master's studies in the EPF in Zurich and meet the conditions laid down by the regulation of studies of the department concerned which are required for the accelerated sector ( Fast track ) Obtaining a doctorate degree;
D.
Holders of a master's degree from a high school recognized by the ETH Zurich in another field of teaching and research that mathematics, engineering sciences or natural sciences, but in that of the Thesis supervisor;
E.
Holders of a master's degree from a high school recognized by the ETH Zurich;
F.
Candidates justifying qualifications of a very high scientific level.

Art. 6 Thesis Directors

1 The admission procedure is open if a person undertakes in writing to direct the thesis.

2 The thesis director may be:

A.
A teacher;
B.
A full professor or private-docent of the EPF in Zurich on condition that: 1

He performs this function as a principal at the EPF in Zurich, at a research institution in the field of FIF or in the framework of a joint chair with the University of Zurich,

That the department concerned has given its consent.

Art. 7 Intake procedure

The admission procedure consists of two stages:

A.
Provisional admission (art. 8-10);
B. 1
Final admission (art. 12).

Art. 8 Provisional Admission: Principles

1 Applicants submit a written request to the Rectorate.

2 They join the documents required by the rector, who then forwards the file with prior notice of the prorector responsible for doctoral degrees in the department designated by the thesis supervisor.

3 The Department's Doctoral Committee reviews applications and makes proposals to the Department after consultation with the thesis supervisor.

4 The department submits to the rector the proposal to accept or refuse admission.

5 Candidates who meet the conditions laid down in Art. 5, para. 1 and 2, let. A, b, c, or d, are, as a general rule, provisionally admitted without additional conditions.

Art. Provisional Admission: Terms and Conditions

1 The prorector responsible for doctorates may provisionally admit candidates who meet the conditions laid down in Art. 5, para. 1 and 2, let. A, b, c or d, and art. 6, without consulting the department. This simplified procedure requires the general agreement of the department.

2 The doctoral committee of the department concerned verifies, on the basis of personal files, the scientific qualifications of the candidates who, according to the assessment of the prorector, do not meet the conditions laid down in Art. 5, para. 1, and those referred to in s. 5, para. 2, let. E or f. He proposed, after agreeing with the thesis supervisor, the additional admission requirements to be imposed on the candidate.

3 The Rector sets the conditions for further admission, on a proposal from the Department.

Art. 10 Additional Admission Requirements

1 Where additional admission requirements are provided, the department shall fix a time limit on a case-by-case basis; as a general rule, the latter shall not exceed one year.

2 The Rector controls whether the applicants meet the additional requirements for admission.

3 Applicants who have not passed the tests required as additional conditions of admission may, with the agreement of the thesis supervisor, return them once within six months. If a review is not proposed during this period, the Rector may, at the request of the thesis supervisor, authorize an extension of the time limit. 1

Art. 11 1 Research Plan

1 Candidates who are provisionally admitted establish a research plan. The latter fixed:

A.
Objectives of the thesis;
B.
The major thrusts of the
C.
The obligations of the candidate.

2 The research plan shall be submitted to the thesis supervisor and, if possible, to a co-Rapporteur.

3 The thesis supervisor submits the research plan to the Doctoral Committee for approval.

4 The research plan must be submitted within twelve months from the date of the provisional admission. Any extension of this deadline must be approved by the Doctoral Committee. 2

Art. 12 1 Final Admission

1 Candidates are definitively admitted to the doctorate:

A.
Whose research plan has been accepted, and
B.
Who have met the additional admission requirements laid down in the provisional admission procedure.

2 Candidates in the accelerated doctoral procedure ( Fast track ) Are definitively admitted only when they have obtained the master's degree.

3 Departments may establish additional admission requirements for all candidates; the rector must give his or her approval.

4 The rector decides on the admission to the doctorate on a proposal from the department.

Section 1 A 2 Registration and Registration

Art. 13 Registration and Registration

1 The applicant is provisionally registered when he has sent the full application dossier and the prorector responsible for doctorates has issued a favourable opinion.

2 When the applicant has been provisionally admitted, he is registered and registered.

Art. 13 A Multiple registration

1 Simultaneous registration in several high schools at the PhD level is prohibited. Except for registrations of limited duration with other high schools in the context of collaboration for research purposes or as part of a mobility or exchange programme.

2 Simultaneous registration at the doctoral level at the EPF in Zurich and at another level of study at the FIF in Zurich or in another high school must be communicated to the thesis supervisor.

Art. 13 B Registration

Registration will result in the removal of all rights acquired during registration.

Art. 13 C Registration by PhD students

Doctoral candidates who wish to leave the EPF in Zurich before the end of their doctorate, shall, in writing or in a personal interview, make a declaration of registration to the Rectorate.

Art. 13 D Registration by the EPF of Zurich

1 Students who have completed their PhD successfully are automatically registered.

2 In addition, PhD students are also registered:

A.
They have been admitted on the basis of false or incomplete indications;
B.
If they do not register in the semester;
C.
If they do not meet the deadlines for payment of course finances, mandatory semi-annual contributions or, where applicable, other taxes;
D.
If they do not meet the time limit for the oral examination under s. 27, para. 4;
E.
If they have not found a new thesis supervisor, in accordance with s. 20, para. 2; or
F.
Whether a disciplinary action was taken against them on the basis of the disciplinary regulation of 2 November 2004 of the EPF of Zurich 1 .

Art. 13 E Return to the Zurich EPF at the PhD level

In case of return to the EPF in Zurich at the doctorate level, the ordinary admission procedure laid down in Art. 5 to 12 applies.

Section 2 Doctoral Thesis

Art. 14 Thesis topic

The subject of the thesis must be inscribed in a predominant way in the branch of the thesis supervisor. It can be multidisciplinary.

Art. 15 Thesis Directorate and Coaching

1 The thesis supervisor shall designate one or more additional persons to follow the work of the candidate as necessary.

2 On the proposal of the thesis supervisor, the doctoral committee shall appoint a co-rapporteur and inform the rector. It must do so no later than three years after the provisional admission. It may appoint, on its own initiative or on the proposal of the thesis supervisor, other co-rapporteurs during the procedure for preparing the thesis. 1

3 Each year, the applicant submits a written report on the progress of his or her work to the thesis supervisor, if he or she wishes to do so. The Committee shall give its opinion in writing on this report as soon as possible.

Art. 16 Thesis Thesis

1 As a general rule, the thesis must be carried out at the EPF in Zurich or in another institution in the field of EPF. 1

2 The work may be performed outside the FIF domain if the completion of the thesis requires it and the necessary conditions are met; the department must give its authorisation.

3 The thesis supervisor may authorise short stays outside the FIF field for research purposes.

4 In all cases, the thesis supervisor must have access to the facilities used and the candidate's experience documents.

Art. 17 Viewpoints of views

1 The head of the department concerned or a person designated by him shall endeavour to resolve any serious disputes between the candidate and the thesis supervisor.

2 If necessary, the prorector assumes the role of intermediary.

3 If attempts at conciliation are unsuccessful and the thesis supervisor wishes to stop accompanying the candidate, the prorector responsible for the doctoral studies shall, at the request of the candidate, convene the Conciliation Commission.

4 If no agreement can be reached, the rector must make a decision.

Art. 18 Composition of the Conciliation Commission

1 The Commission de Conciliation en matière de doctorates:

A.
The prorector responsible for doctorates (Presidency);
B.
The head of the department or a delegate to studies commissioned by him or her from the relevant department;
C.
A representative of the Association Academic du corps intermediary de l' EPF de Zurich (AVETH).

2 The AVETH appoints its representatives to the Conciliation Commission and their alternates every two years. They are eligible for re-election.

3 No person participating in the doctoral thesis in question can sit on this committee.

Art. 19 Procedure of the Conciliation Commission

1 The Conciliation Commission shall hear the two parties and submit a proposal for conciliation if it considers it appropriate.

2 If no conciliation proposal is made or if one of the parties rejects it, the Conciliation Commission shall close the procedure and communicate its recommendation to the Rector.

Art. Withdrawal or Failure of the Thesis Director

1 If, contrary to the result of the procedure described in Art. 17, the thesis supervisor does not pursue his work without having sufficient reason or is no longer in a position to perform his duties, the department shall ensure, to the extent possible, that the candidate can continue his thesis.

2 If the efforts of the department do not succeed, the PhD student has the possibility to find a new thesis supervisor himself within a maximum period of six months. 1

Art. Language

1 Candidates write their thesis in German, French, Italian or English. The mixture of languages is not allowed.

2 Upon written and duly substantiated request of the applicant, the Rector may grant a waiver.

3 In all cases, a summary must be written in German, French or Italian and in English.

Section 3 Doctoral studies

Art. 1 Purpose

1 Candidates have the right and the duty to develop their skills in doctoral studies.

2 The objectives of the doctoral studies are:

A.
The acquisition of knowledge and know-how in the field of thesis, in neighbouring fields and in transversal fields;
B.
Integration into the scientific community.

Art. 1 Shape

1 Doctoral studies are carried out:

A.
Under an individual program; or
B.
As part of a doctoral program determined by the department.

2 The candidates establish the individual programme of doctoral studies after consultation with their thesis supervisor.

3 The departments lay down the detailed requirements for individual programmes of doctoral studies and doctoral programmes. The School Directorate must approve them.

4 If the thesis is carried out outside the domain of EPF, the department shall, upon the proposal of the thesis supervisor, adopt the requirements to be met by the doctoral studies.

Art. 24 1 Benefits

1 Doctoral studies are expressed in credit points.

2 A credit point is a benefit of 25 to 30 hours of work.

Art. 25 1 Requirements

1 A minimum of 12 credit points is required for doctoral candidates.

2 Candidates must acquire at least one third of the credit points required in foreign subjects in the field on which their thesis is concerned.

Art. 25 A 1 Benefits taken into account

1 Credit points are awarded only if it can be established that the candidate has provided the necessary benefits.

2 Active participation in Zurich's EFA bodies or working groups can be taken into account in the form of credit points.

3 The examinations that must be carried out for admission to the doctoral degree do not qualify for any credit points in the doctoral studies.

Section 4 Doctoral promotion procedure

Art. 26 Review Board

1 The review panel shall include:

A.
A Chair;
B.
The thesis supervisor as rapporteur;
C.
Co-rapporteurs;
D.
If there is a dependency ratio between the thesis supervisor and the co-rapporteurs: a neutral person acting as an expert.

2 The head of the department concerned shall designate the President.

3 When the thesis supervisor is not a teacher, at least one co-rapporteur must be a teacher.

Art. 27 Oral examination

1 The oral examination, of a minimum duration of one hour, relates to the domain (s) to which the thesis relates.

2 It shall take place before the examination committee.

3 The Conference of the Department determines the extent to which the oral examination is public.

4 The oral examination shall take place no later than six years after the provisional admission of the candidate. In exceptional cases, the rector may grant an extension of this period, at the request of the department. 1

Art. 28 Appreciation of the thesis and the oral examination

1 The rapporteur and the co-rapporteurs shall each draw up a report in which they give their opinion on the thesis and forward it to the department before the oral examination.

2 The review panel shall decide whether or not the candidate has successfully completed the thesis and the oral examination. It shall report to the Conference of the department concerned.

Art. 28 A 1 Confidentiality of reports

1 Reports within the meaning of s. 28, para. 1, are confidential.

2 Can view reports:

A.
Members of the review panel;
B.
Members of other bodies responsible for the assessment of the thesis.

3 Candidates cannot avail themselves of the right to consult the reports concerning their own thesis.

Art. Repetition

1 Candidates who have failed the oral examination are allowed to represent them only once within six months.

2 If the thesis has been refused, it can be reshuffled once. The review panel shall determine the period within which the new version must be established and shall inform the candidate in writing of the remainder of the proceedings. 1

Art. 1 Doctoral Award

The Conference of the Department in which the candidate is registered shall decide, on the basis of the report of the examination committee, to grant or refuse the doctorate.

Art. Doctoral establishment

1 The doctoral degree contains:

A.
The name of the person to whom it was issued;
B.
The title of doctor;
C.
The title of the thesis
D.
The date of the oral examination;
E.
The date from which the doctor's title may be extended;
F.
The signatures of the rector and the head of the department who are in office on the date from which the doctor's title can be carried;
G.
The stamp of the EPF in Zurich. 1

2 The PhD is awarded during the doctoral ceremony following the delivery of the required number of copies as well as an electronic version of the thesis.

Art. 32 Right to carry the title of doctor

Once the required number of copies and an electronic version of their thesis have been provided, the persons to whom a PhD has been issued receive a certificate which entitles them to bear the title of doctor.

Art. 33 Tax

The ordinary doctorate gives rise to a tax.

Chapter 3 Rights under Intellectual Property

Art. 34 Copyright

1 Subject to Art. 35, the thesis is subject to the law governing intellectual property in general.

2 Thesis cannot be published In extenso Once it has been accepted by the Conference of the Department. 1

3 Contracts entered into by the authors with third parties, such as research contracts, should not contain clauses allowing for undue postponement or, in any case, excluding the publication of the thesis, nor, in any case, excluding publication.

4 The EPF in Zurich may submit abstracts or copies of theses to scientific or public institutions.

5 The delivery of the electronic version of the thesis gives the EPF of Zurich the right to publish and to take archival measures. Reserved the interests worthy of protection from the persons concerned, in particular in anticipation of applications for patents and subsequent applications in progress with institutions responsible for encouraging research, and the contrary rights of Third parties. 2

Art. 35 Inventions

In the course of the thesis, the rights in respect of the invention are governed by the right of personnel, to the extent that the invention in question was made during the service reports.

Chapter 4 Honorary Doctorate

Art. 36

1 The EPF in Zurich awarded the honorary doctorate when:

A.
Ordinary and extraordinary teachers as well as assistant professors in a department propose it unanimously, and that
B. 1
The Conference of Heads of Department shall approve the proposal by a majority of the voting participants.
2 The votes are secret; abstentions are allowed.

3 The rector regulates the details of the procedure governing the granting of honorary doctorates in a directive.

4 The rector presents honorary doctorates during an academic ceremony.

Chapter 5 Administrative Jurisdiction

Art.

1 Decisions made under this order may be appealed.

2 The EPF's Internal Appeals Board is the recourse authority.

Chapter 6 Final provisions

Art. 38 Implementing provisions

The Rector shall lay down the necessary implementing provisions, concerning in particular:

A.
The organization of the admission examination;
B.
Thesis work carried out outside the FIF field;
C.
The doctoral promotion procedure and the oral examination;
D.
The filing of the thesis and the furnishing of the required number of copies;
E.
The direction of thesis work by professors emeritus or professors who have left the EPF in Zurich;
F.
The conditions for the appointment of thesis directors and co-rapporteurs;
G.
The submission of abstracts or copies of theses to scientific or public institutions.
Art. 39 Repeal of the law in force

The decree of 16 December 2000 on the doctorate of the EPF of Zurich 1 Is repealed.

Art. 40 1 Transitional provisions

1 Doctoral students registered before 1 Er January 2003 must serve on the oral examination if they wish to obtain a doctor's title in accordance with s. 3, para. 1, or under the old right.

2 Doctoral students registered before 1 Er April 2001 must first present oral examination on 1 April 2001 Er November 2014 at the latest.

3 Doctoral students registered before 1 Er October 1998 must not certify credit points acquired during doctoral studies.

Art. 40 A 1 Transitional provision of the amendment of 20 August 2013
