This order regulates the operation and use of the information system relating to the VIP service (SIVIP) of the Protocol of the Federal Department of Foreign Affairs (DFAE) within the State Secretariat of the DFAE.
1 The SIVIP enables the DFAE Protocol to carry out its tasks in the field of VIP service authorization at airports.
2 With this in mind, this system offers the following possibilities:
The DFAE Protocol is responsible for the VIP.
The data relating to persons in the Annex relating to foreign representations competent for Switzerland shall be processed in the SIVIP.
In VIP, the following data are processed:
Any documents relating to cases entered electronically can be registered in the SIVIP.
1 The data are recorded by the relevant foreign representations for Switzerland, which can be processed until the application has been approved or refused.
2 To the extent that the performance of its tasks requires it, the DFAE Informatique unit can process all data in the SIVIP.
3 The competent staff of the DFAE Protocol have the right to process all data in the SIVIP.
4 The following entities may view all data in the VIP (right of reading) for the following reasons:
5 The right of data processing is exercised through the online access procedure.
1 The person responsible for the application assigns the individual access rights to the users of the SIVIP.
2 It checks at least once a year if the conditions for access rights are still met.
1 The DFAE Informatique unit is responsible for the technical operation of the SIVIP.
2 The system administrator manages the computer system, database and applications of the SIVIP.
3 The person responsible for the application acts as the interface between the system administrator and the users. It is used in the DFAE Protocol.
1 The DFAE Protocol ensures that personal data in the SIVIP are processed in accordance with the requirements in force.
2 It ensures that the personal data entered in the VIP is accurate, complete and up-to-date.
1 Data security and computer security are governed by the Ordinance of 14 June 1993 on the Federal Data Protection Act 1 , by the December 9, 2011 ordinance on information technology in the federal government 2 And by the directives of the Federal Council of 1 Er July 2015 on IT security in the federal government 3 .
2 The DFAE Protocol establishes a regulation for the processing of data. It defines the technical and organizational measures required to ensure data security and the control of data processing.
