Art. 1
1. A side-by-side national control office is established in Swiss territory, at the passenger terminal, at the General Aviation Centre (also referred to as C 2) at the building (referred to as C 3) and at the cargo hall at the Genève-Cointrin airport, to carry out the Control of travellers and goods originating in Switzerland and destined for France or vice versa.
2. The French customs and police services also carry out, under the conditions laid down by the Convention of 28 September 1960 1 , to the control of travellers and goods from a country other than Switzerland and to France or vice versa.
3. The Swiss and French entry and exit checks carried out at the General Aviation Centre (C 2) and the building (C 3) are limited to the persons and the baggage and goods they carry. Controls at the cargo dump are limited to the goods.

Art. 2
The area in the passenger terminal is divided into two areas:
1.
A sector used in common by the agents of the two states, including:
A.
On the ramp, according to plan n O 1 attached 1 :
-
Parking stations n O 8, 11, and 12 reserved as a priority for aircraft subject to French formalities and controls of en-trée or exit. This area has a length of 225 m and a width of 100 m measured from the angle of the south-west facade of the "big carrier" pavilion and the front of the terminal building on the runway.
-
Parking stations n O 14, 15 and 16, as well as the corresponding paths, where a "large carrier" is subject to the French entry or exit formalities and controls. This area has a length of 225 m and a width of 100 m measured from the angle of the northeast facade of the "large carrier" pavilion and the passenger gallery providing access.
B.
Inside the terminal, the aisle entrance and exit of the baggage to the height of the support pillars in the luggage room, including the three bays adjacent to the sector assigned to the French agents. It is delimited on the attached Plan No. 2 2 .
2.
A sector assigned to French agents comprising:
A.
At the track level:
-
The interior of the northeast wing of the terminal building on plan n O 2 attached 3 ;
-
The court and customs route to the border;
B.
At the level of arrival, the stairs allowing travellers to leave the French control sites "exit from France", including the clearance at the bottom of the stairs to the central pillar erected in the alignment of the south-east wall of the gallery Passengers from the n-flag O 12, and materialized by marking on the ground.

Art. 3
The area in the General Aviation Centre (C 2) is divided into two areas:
1.
A sector used in common by the agents of the two states comprising all of the traffic area delineated on plan n O 1 attached 1 ;
2.
A sector reserved for French agents, including the local area on the west corner of the ground floor of the administrative building.

Art. 4
The area in the building (C 3) is divided into two areas:
1.
A sector used in common by the agents of the two states comprising all of the traffic area delineated on plan n O 1 attached 1 ;
2.
A sector reserved for French agents, including the local area to the right of the entrance door (on the Jura side), next to the premises reserved for Swiss agents.

Art. 5
The area in the cargo hall is divided into two areas:
1.
A sector used in common by the agents of the two states, located inside the cargo halle operated by Swissair, on the side of the tarmac, between points E. 14-G. 0 and 3.4-4.0, according to plan n O 3 attached 1 ;
2.
A sector reserved for French agents comprising:
A.
The office and store located northeast of the cargo hall, between pillars I-J and 3-4, as well as the offices installed on the mezzanine, according to plan n O 3 attached 2 ;
B.
The court and the customs route to the border.

Art. 6
Three Planes 1 In the numbered area 1, 2 and 3, are an integral part of the arrangement.
If an aeroplane subject to the French entry or exit checks and formalities was to park exceptionally outside the areas defined in Articles 2, 3 and 4, the area occupied by the aeroplane and the journey from the area affected to the French agents or driving, are considered, for the duration of the parking, as part of the zone.

Art. 7
The customs officers of Switzerland may, in agreement with the French customs authorities, go to the customs court of the French sector and take the necessary measures to prevent any fraud during the transit passages provided for in Article 22 of the Convention of 25 April 1956 1 .

Art. 8
With regard to the General Aviation Centre (C 2) and the building (C 3),
1.
The French officers responsible for the control may, with their vehicles approved by the Directorate of the Airport, use the western section of the inner ring road at the airport to reach the French sector, located In the passenger terminal, at the general aviation centre or in the building (C 3), or to return, as well as to escort any person who is to be arrested or to transport any goods to or from the centre General aviation or building (C 3);
2.
The transport of persons and goods between the General Aviation Centre or the building (C 3) and the passenger terminal or the cargo hall shall be carried out using official vehicles of the Airport Directorate and shall be deemed to be carried out In the field
3.
In addition, the French officers in charge of the control who will take their service in the area or who return after having completed it, may take the road out of the grounds of the airport which, from the general aviation centre, leads to Ferney-Voltaire and in Prévessin, via the Swiss customs office of Mategnin.
Art.
The apportionment of the costs of maintenance of the buildings, as well as the costs of heating, air conditioning, lighting and cleaning of premises and installations, is carried out on the basis of Article 26 of the Franco-Swiss Convention concerning The development of the Geneva-Cointrin airport, April 25, 1956 1 .

Art. 10
The Directorate of VI E Customs Arrondissement in Geneva and the Chief of the Police of the Republic and Canton of Geneva, on the one hand, and the Regional Directorate of Customs of Léman in Annecy and the Departmental Directorate of the Air and Borders of the Ain, of the other Agreement on matters of detail, in particular the conduct of traffic, of an agreement with the Directorate of the Airport and, where appropriate, with the other administrations and services concerned.
The officials responsible, in service, of the administrations concerned of the two States shall, by mutual agreement, take the measures applicable on the hour or for a short period of time, in particular in order to overcome the difficulties which may arise during the Controls.
Art. 11
This Agreement repeals that of August 29, 1983 1 Relating to the creation in the Geneva-Cointrin airport of a juxtaposed national office.
This arrangement may be denounced by each of the two Governments with six months' notice. The denunciation shall take effect on the first day of the month following the date of the due date of the notice.
The Swiss Federal Council has approved the provisions of this Agreement.
The Embassy therefore proposes that the present note and that which the Ministry of Foreign Affairs may wish to address in response shall be, in accordance with Article 1 Er , paragraph 4, of the aforementioned Convention of 28 September 1960 2 , the agreement between the two Governments on the confirmation of the arrangement for the establishment of a national control office juxtaposed at the Geneva-Cointrin airport. It suggests that this arrangement enter into force on December 19, 1994.
The Embassy of Switzerland takes this opportunity to renew to the Ministry of Foreign Affairs the assurances of its high regard."
