Art. 3 conditions which depends on licensing the granting of a general import permit is subject to the conclusion of a contract under the terms of which the importer is committed to be a mandatory reserve of these goods within the Swiss customs territory for the duration of the contract.

Art. 6Obligations to declare the Miller that puts cereal for the first time in circulation according to the art. 5, al. 1, is obliged to inform immediately and spontaneously the reservesuisse.
According to the instructions of the Fones, Millers subject to mandatory storage must periodically report to the reservesuisse the kind and quantity of goods put into circulation.
For its part, the reservesuisse informs the Fones of the content of these statements, when it comes to conclude a storage contract, to modify or to terminate it.
In case of dispute, the Fones, based on statements by the reservesuisse, notes by way of decision, for the person who brings the goods into circulation: a. the obligation to conclude a storage contract for goods covered by art. 1; b. when the compulsory reserve should be constituted; (c) the removal of the obligation to establish a mandatory reserve.

Section 4 provisions art. 7 release from the obligation to store the importer or the Miller who puts into circulation, by calendar year, cereal in smaller quantities to that mentioned in annex 2 is released from the obligation to conclude a contract of compulsory storage.
