416.0 Act contributions to the cantons for the granting of scholarships and student loans in the field of training for the tertiary level (training AIDS Act) of December 12, 2014 (Status January 1, 2016) the Federal Assembly of the Swiss Confederation, view of art. 66, al. 1, of the Constitution, given the message of the federal Council on June 26, 2013, stop: Section 1 provisions general art. 1 object, scope and purpose this law regulates: a. the allocation of federal contributions to the cantons for their spending on scholarships and student loans for students of universities and other institutions in the field of higher education to the students of higher schools and the participants in the preparatory examinations courses professionals or senior professional (tertiary level); (b) support provided by the Confederation to the harmonization of the cantonal scholarship and student loan systems.
By this Act, the Federal Government wants to encourage the formation of the tertiary level and support the harmonization of cantonal systems of scholarships and student loans in this degree.
Art. 2 definitions for the purposes of this Act, means: a. training aid: scholarships and student loans; b. Scholarship: the benefits in cash, unique or periodic, which are granted to individuals for their training and who do not have to be repaid; c. ready studies: benefits in cash, unique or periodic, which are granted to individuals for their training and which must be repaid.
Section 2 Contributions Federal art. 3 principle within the limits of the appropriations, the Confederation allocates contributions to the cantons for the annual expenses incurred aid in the training of the tertiary level.
Art. 4 conditions the allocation of federal contributions to the cantons is subject to compliance with the conditions for granting aid in the formation of the tertiary level defined in the art. 3, 5 to 14 and 16 of the intercantonal agreement on harmonization of regimes of scholarship, in his version of June 18, 2009.

Section 3 support to the Intercantonal and statistical harmonisation art. 6 support for intercantonal harmonization within the limits of the appropriations, the Confederation may participate in measures to harmonize the cantons training aid schemes.
The benefits of Confederation cannot be higher than the sum of those of the cantons.
Art. 7 statistics cantons put data on the provision of their training aids for the establishment of an annual Swiss statistics available to the Confederation.
Section 4 provisions final art. 8 repeal of another act the law of 6 October 2006 on the contributions to training is repealed.

Art. 9 referendum and entry into force the present law is subject to the referendum.
It is published in the Federal Gazette as the popular 'Initiative on scholarships' initiative has been withdrawn or rejected.
The federal Council shall determine the date of entry into force.
The initiative was rejected in the referendum of June 14, 2015 (FF 2015 5777).
