944.1 rules of the Federal Commission of consumption on 1 February 1966 (status 1 January 2013) the Swiss federal Council under its decision of February 26, 1965, stop: art. 1 powers the Federal Commission for consumption (commission) serves as an advisory body to the federal Council and the departments for questions submitted about politics to follow consumer. It can also make recommendations on its own initiative in these matters.
The commission can encourage, in agreement with economic stakeholders, research and application of joint solutions to problems affecting consumption.
Art. 2 notice the commission is convened by its Chairman. It must be convened within a period of twenty days when five members so request.
As a general rule, the convocation, the agenda and the documentation must be sent to members at least one week before the meeting.
Art. 3 votes the commission takes all decisions in plenary. It can validly deliberate if at least half of the members are present.
Decisions are taken by a simple majority. In case of equality of votes, the Chair tie.
In case of emergency or when it comes to smaller business, members can be asked to vote in writing.
Art. 4 subcommittees in order to lighten the work of the plenary, the president may appoint standing or ad hoc sub-committees for the study of certain subjects or problems. Members are not part of these subcommittees will be kept abreast of the work of the Commission.
Art. 5 experts for the study of certain subjects or issues, the commission may appeal to representatives of the competent administrative services, to experts as well as representatives of the economic sectors concerned.
Art. 6 relationship with the federal Council relationships with the federal Council are provided by the federal Department of the economy, training and research (Davis).
The name of the administrative unit has been adapted to 1 Jan. 2013 in application of art. 16 al. 3 o from 17 nov. 2004 on official publications (RS 170.512.1). This mod has been taken throughout the text.
Art. 7 secretariat secretariat work are the responsibility of the federal Office of consumer affairs.
Art. 8 secret service members, the experts called to participate in the work and the representatives of the economic groups are required to observe secrecy in accordance with article 320 of the Swiss criminal code.
They must keep the secret mainly with regard to the course of the deliberations, the content of the proposals and statements, and the names of those who made them, votes, minutes and reports from the administration.
Before taking a decision on the various issues that are before them, they must refer to environments that have commissioned them.
RS 311.0 art. 9 compensation the members of the commission and the neutral experts to collaborate are compensated pursuant to the order on January 25, 1952, on the per diem and travel commissions and experts.
The accounts of the commission are required by the general Secretariat of the Davis.
