520.31 order on the protection of cultural property in the event of armed conflict, disaster or emergency situation (OPBC) October 29, 2014 (State 1 January 2016) the Swiss federal Council, having regard to art. 3, al. 5, 9, al. 2, 15, al. 4 and 21, al. 1, the Federal law of June 20, 2014, on the protection of cultural property in the event of armed conflict, disaster or emergency (LPML), stop: art. 1 categories of cultural goods and cultural criteria are classified into the following categories: a. goods cultural importance nationale (objects); b. goods cultural regional importance (object B); c. goods cultural of local importance (C objects).
When classifying, the following criteria are taken into account: a. importance from the point of view architectural and artistic; b. importance from the point of view science; c. importance from the point of view of the concept and materials; d. importance from the point of view history; e. importance from the technical point of view; f. for buildings, in addition to the criteria referred to in the let. a to e: local and landscape significance and quality of the work in its immediate environment; g. for collections, in addition to the criteria referred to in the let. a-e: 1 value from the collection in its context, 2 cultural influence and notoriety, 3 State of objects and type of storage.
S. 2 inventory PBC, items C and federal inventory of objects A GeoPortal and B (inventory PBC) is developed by the federal Office of protection (FOCP) in collaboration with the cantons and the Federal Commission for the protection of cultural property. It is updated regularly.
The cantons regulate the designation of C objects.
The OFPP provides data on the objects to the federal Office of topography. It reproduces them in the GeoPortal of the Swiss Confederation.
S. 3 information the OFPP and the cantons shall ensure that the authorities, specialized services, specialized organizations and the public are informed of the meaning and the purpose of the measures for the protection of cultural property.
S. 4 education and personnel training of civil protection managers of the protection of cultural property and the specialists of the cultural within preparedness focuses in particular on the following topics: a. inventories; b. the summary documentation development; c. removal planning; d. the planning of intervention in collaboration with firefighters; e. the disaster response.
Training of the personnel of cultural institutions focuses in particular on the following topics: a. protective measures planning; b. support and the Council of the partner organizations for the protection of the population disaster.
The FOCP provides the cantons the necessary instruction documents.
S. 5 security documentation and photographic reproductions of security the federal Department of defence, protection of the population and sports (DDPS) defines security documentation requirements and modalities of the development, handling, treatment and storage of photographic reproductions of security.
The FOCP manages centralized archival fonds to photographic reproductions of security.
It acquires a photographic reproduction of security of each film provided by the cantons in the form of a positive copy and the preserves.
S. 6 repealed by the c. of o. of 11 nov. 2015, with effect from 1 Jan. 2016 (2015 4751 RO).
S. 7 signalling the FOCP fixed the technical requirements applicable to the manufacture and the affixing of the distinctive sign.

S. 10 entry into force this order comes into force on January 1, 2015.
