0.181.2 original Swiss Convention between the federal Council and the Holy see on the separation of Administration Apostolic of Ticino from the Diocese of Basel and its transformation into Diocese concluded July 24, 1968 approved by the Federal Assembly on October 9, 1970, Instruments of ratification exchanged on 26 February 1971 entry into force on 26 February 1971 the federal Council in its own name and on behalf of the Canton of Ticino , and the Holy See eager to settle the issue of the separation of the Apostolic Administration of Ticino of the Diocese of Basel, have decided to conclude a convention and have appointed for that purpose for their respective plenipotentiaries, namely: (follow the names of the Plenipotentiaries) art. 1. the High Contracting Parties agree to put an end to the relative status to the Apostolic Administration of Ticino provided for by the agreement between the Swiss federal Council and the Holy See adjusting the religious situation of the Canton of Ticino, September 1, 1884. They similarly agree to put an end to the canonical meeting from the Cathedral Church of St. Lawrence in Lugano with the Basel Diocese provided for by the agreement between the Swiss federal Council and the Holy see to finally settle the religious situation of parishes in the Canton of Ticino, March 16, 1888.
The High Contracting Parties accordingly agreed to separate the two circuits of Basel and the Ticino. The ordinary of the latter will bear the title of Bishop of the Diocese of Lugano.
The Bishop of Lugano will be appointed by the Holy See and will be chosen from among the priests nationals Ticino.
The Church of St. Lawrence in Lugano will remain the Cathedral Church for the territory of the Canton of Ticino.

[RS 12 380. SR 0.181.2 art. [3] [RS 12 381. SR 0.181.2 art. [3] art. 2 the Bishop of Lugano will have full and complete freedom to exercise spiritual and episcopal jurisdiction throughout the territory of the Canton of Ticino.
The relationship between the Catholic Church and the Canton of Ticino remain regulated by the agreement concluded between the Canton of Ticino and the Holy see on September 23, 1884 on the Apostolic Administration in the Canton of Ticino.
The Canton of Ticino and the Bishop of Lugano can change, by mutual agreement, the financial provisions of the art. 4 of the convention of September 23, 1884.

Art. 3. upon entry into force of the convention will be repealed the following agreements:-agreement between the Swiss federal Council and the Holy See adjusting the religious situation of the Canton of Ticino, September 1, 1884;-agreement between the Swiss federal Council and the Holy see to finally settle the religious situation of parishes in the Canton of Ticino, March 16, 1888.

Art. 4. the convention will be ratified and the instruments of ratification will be exchanged as soon as possible in Bern. It comes into force on the day of the exchange of instruments of ratification.
In faith, the respective Plenipotentiaries have affixed their signatures at the bottom of this agreement.
