The State of Bern having applied to the Holy See, through the Swiss Federal High Council, that the whole part of the Canton of Bern which was not allocated to the Diocese of Basel during its reorganization in 1828, be incorporated into this diocese, and the Holy See Who welcomed the request, which received the assent of all the diocesan states, were appointed as Delegates to negotiate this meeting
By the High State of Bern:
MR. Migy, President of the Executive Board of the Canton of Bern, and
MR. Stockmar, Member of the same Executive Council;
By the Holy See: Monsignor Bovieri, His Chargé d' Affaires near the Swiss Confederation and Protonotaire Apostolic.
But Mr Migy was appointed by the High Federal Council President of the Conference, following the delegation of 10 June and the communication of the same day to Monsignor Pontifical Delegate, and in his capacity as the Government Delegate having been replaced by Mr. The State Councillor Kummer, Monsignor Bovieri referred to the notes by him addressed to the above-mentioned Federal Council on 19 January and 25 February of this year.
After which the Deputies, under the chairmanship of Mr Migy above, in his capacity as Delegate of the Federal Council, as mentioned above, exchanged their credentials, and these were found in good form, they concluded, subject to Ratification of their High Commictors, the following convention:
The whole part of the Canton of Bern, which was not attributed to the Diocese of Basel in 1828, is now incorporated into this diocese, which will include the entire Canton, in terms of its Catholic population. Thus the part thus reunited extends also the provisions of the Convention of March 26, 1828, relating to the reorganization of the Evche of Basel and those of the Bulle of Leo XII, inter praecipua, of 7 May 1828, after which the Bishop will exercise it Its spiritual jurisdiction.
The State of Bern will arrange for the curés of the new part of the diocese an appropriate annual treatment and will be careful to bring that of the parish priest of the city of Bern at a rate corresponding to the requirements of his position, as well as the provision of allowances Sufficient for a vicariate.
He will continue to keep in mind the improvements that the future may require in this new part of the Diocese.
