730.010.1 order of the DETEC on the attestation of the type of production and the origin of electricity (OAOr) of November 24, 2006 (Status January 1, 2014) the federal Department of the environment, transport, energy and communications (DETEC), view the art. 1 d, al. 6, and 1e, al. 2, of the Ordinance of 7 December 1998 on energy (OEne), stop: art. 1 purpose this order fixes detailed rules for the certification of the type of production and the origin of electricity (guarantee of origin).

Art. 2 guarantee of origin...
The production period decisive for the seizure of the amount of electricity produced is of a calendar month for the facilities a power supply higher than 30 kVA, and a calendar month, a quarter or a year for other facilities.
The guarantee of origin includes: a. the amount of electricity in kWh; (b) the period of production in months; c. the mention of energy agents used to produce electricity in accordance with Appendix 4, c. 1.3, OEne; d. the indications to identify the production facility, including the designation, the place, the date of commissioning, the date of the last award of the concession for hydroelectric plants , the name and address of the operator; e. the technical data of the production facility, including the type of installation, the electric power and, for hydroelectric plants, also an indication specifying whether it is a plant over water or an accumulation with or without pumping plant; f. the indications to identify the injection of electricity into the network by the producer and the point measurement including the operator and official control of the measuring point, the identification number, the place, the supplied network operator via the measuring point.

A guarantee of origin which is not cancelled within 12 months following the end of the period of corresponding production loses its validity. A guarantee of origin for which the period of production is in January, February, March or April or the first quarter loses its validity until the end of the month of may of the following year.
The federal Office of energy (SFOE) issues directives determining the form of the guarantee of origin; previously it offers the possibility for stakeholders to give their views.

Art. 3Enregistrement of the production facility the indications referred to in art. 2, al. 3, let. c to f, the basis of the registration of the facility. They must be certified by a conformity assessment laboratory accredited for this area (listener). For installations with the power of connection of 30 kVA at most and for installations that are already the subject of contracts within the meaning of art. 28a of the Act of 26 June 1998 on energy, a certificate of conformity of the measuring station operator enough, provided that it is legally distinct from the producer.
The transmitter regularly verifies the data of facilities and production data. For this purpose, he may carry out checks on the spot and ask a periodic renewal of the certificate of conformity referred to in para. 1. the producer must immediately announce any change in the data of the concerned production facility to the transmitter.

Art. 4donnees of production the indications referred to in art. 2, al. 3, let. a and b, (production data) must be registered at the level of the measuring point (injection point) or a virtual measurement point. The amount of electricity (net production) to record corresponds to the difference between the electricity produced directly to the generator (gross output) and the power consumption of the plant producing energy (power supply). Registration is done by directly measuring the amount of electricity or by calculating it using measured values. Production data must be communicated to the issuer at the request of the producer: a. by a process automated directly from the measuring point; b. by the operator to the measuring point, provided that it is legally distinct from the producer; OUC. by the listener.

In the cases referred to in para. 1, let. b and c, the data must be communicated through the portal of guarantee of origin of the issuer.
For installations with a power of 30 kVA at most connection, it is possible to save only the injected electricity physically in the network (excess energy) instead of net production.
For facilities that use different energy sources to produce electricity (hybrid installations), the share of the different energy carriers must also be communicated.
Production data must be communicated to the issuer at the latest: a. at the end of the following month for the monthly records; (b) at the end of the month following the quarterly records; (c) at the end of March of the following year for the annual records.

Art. 4aComment determine the amount of electricity generated when using the pumped when a hydraulic pumping used to have water for future power generation, the amount of electricity produced is calculated as follows: the amount of electricity used to power the pumps, multiplied by a coefficient of efficiency of 83% is deducted from the amount of injected electricity.
Any negative balance of the previous period is also deducted.
If the coefficient of efficiency is less than 83% on annual average, the producer may request the SFOE enforcement of a lower value. It has been established by a study from an independent body. It should be high enough to ensure that guarantees of origin entry never wear on the amount of electricity due to natural sources.
The producer may at any time apply a higher coefficient of efficiency.

Art. 5 transmitter the transmitter captures and manages the data necessary for registration and the establishment of the guarantee of origin.

It ensures that no other guarantee of origin is established for the volume of electri-city it certified by a guarantee of origin given.
It collects the registration costs if they exceed ten francs per year and per installation.

He has all of his activities at a reasonable cost and in a transparent manner. The SFOE monitors and controls these activities as well as the costs involved. The issuer is required to put at the disposal of the SFOE all documents and information required for this purpose.

Art. Transitional 6Dispositions


The SFOE gives an act of empowerment of limited duration to another competent body authorizing him to issue guarantees of origin, as long as no accredited laboratory evaluation of conformity within the meaning of art. 21, art. 1, let. a, OEne is available as transmitter and the correct execution of this order cannot be guaranteed otherwise.
For facilities that the power supply is 300 kVA at most, who have been put in service before January 1, 2013 and which have a power consumption (power supply y understood) amounting to 20% of the amount of electricity produced, injected energy (principle of measurement of the surplus) can be stored in the original warranty , in derogation from art. 2, al. 3, let. On request, the SFOE may release from the registration requirement referred to in art. 1 d, al. 2, OEne facilities withdrawn permanently from the network by end of June 2014.
