Decree of the DEFR concerning the award of scholarships to foreign students and artists in Switzerland

On 11 February 2013 (State 1 Er March 2013)

The Federal Department of Economics, Training and Research (DEFR),

Having regard to Art. 8, para. 4, of the order of 30 January 2013 concerning the award of scholarships to foreign students and artists in Switzerland 1 ,

Stops:

Art. 1 Delegation of jurisdiction

The State Secretariat for Training, Research and Innovation (SEFRI) is responsible for:

A.
The awarding and extension of scholarships for international students and artists within the limit of the maximum number defined by the DEFR;
B.
The granting of allowances in addition to these awards.
Art. 2 Health Insurance and Accident Insurance Premiums

1 The SEFRI supports the payment of premiums for basic health insurance and accident insurance for nationals of non-EU or EFTA states.

2 He enters into a benefit contract with an insurer.

3 It pays the monthly premiums directly to the insurer.

4 He only pays for the health and accident insurance premiums of the holder himself, but not those of his accompanying family members.

Art. 3 Research Travel Allowance

1 The SEFRI may grant an allowance for research and accommodation travel expenses for scholars preparing a doctoral thesis in Switzerland.

2 The allowance covers up to one third of the costs.

3 It shall be granted under the following conditions:

A.
The awardee does not collect any additional monthly income on the award;
B.
The research trip must be used to gather the data necessary for the advancement of the doctoral work;
C.
The awardee must have attained a sufficient degree of advancement in his or her doctoral work;
D.
The Swiss high school and the scholar each bear half of the remaining costs;
E.
The awardee selects the most advantageous offers.

4 The award holder must submit to the SEFRI a written request including a schedule, cost estimate and a letter of support from the thesis supervisor. The member of the Federal Commission on Scholarships for International Students who represents the high school examines the application in light of the conditions set out in para. 3 before it is transmitted to the SEFRI.

5 Upon return, the awardee must submit a copy of his/her transportation and accommodation to receive the allowance.

6 For stays abroad in excess of two months, the monthly scholarship will be reduced by half.

Art. 4 Return flight allowance

1 The SEFRI may grant extra-European scholarship holders a single lump sum allowance for the final return flight.

2 The allowance is granted only for the return flight in the country of origin.

3 It is granted only if the holder returns to his or her country no later than six months after the end of the award.

4 The awardee must submit a written request to the SEFRI. The application must include a copy of the return ticket and a receipt showing that the ticket has been paid.

5 The flat-rate allowance is the average price of a flight to the country of destination.

Art. 5 Entry into force

This order shall enter into force on 1 Er March 2013.
