Guidelines for the award of scholarships to foreign students and artists in Switzerland

The Swiss Federal Council,

See art. 10 of the Federal Act of 19 June 1987 concerning the award of scholarships to foreign students and artists in Switzerland 1 ,

Stops:

Art. 1 Maximum number of awards

The Federal Committee on Scholarships for International Students (the Committee) proposes each year to the Federal Department of Economics, Training and Research (DEFR), within the limits of the available appropriations, the maximum number of scholarships for Foreign students to assign or renew.

Art. 2 Offer of bursaries

1 The Secretariat of State for Training, Research and Innovation (SEFRI) proposes each year to the DEFR, after consulting the relevant departments of the Federal Department of Foreign Affairs (DFAE), the countries to which scholarships will be offered And the offer of scholarships to submit them.

2 The DEFR sets the annual offer of scholarships to be submitted to the various countries after hearing the committee.

3 The list of countries makes a distinction between industrialized and developing countries; it specifies the number of scholarships available to each country or group of countries. The contingent of artistic fellowships is shown separately.

4 The AWF communicates the offer of scholarships to the countries taken into consideration.

Art. 3 Types of Awards

1 The scholarships awarded are scholarships for university research and artistic fellowships.

2 University research grants are awarded:

A.
For the preparation of a doctorate:
1.
Doctoral candidates in Switzerland,
2.
Doctoral candidates abroad who are conducting a research internship in Switzerland, or
B.
For postdoctoral research.

3 Arts bursaries are awarded for the continuation of artistic studies in a specialized high school.

Art. 4 New Awards

The new university research fellowships must be distributed in approximately equal parts between industrialized and developing countries.

Art. 5 Renewal of Awards

1 Awards may be renewed. The term of renewal is:

A.
Up to three years for university research fellowships for doctoral candidates in Switzerland;
B.
Up to six months for university research awards for doctoral students;
C.
Up to nine months for artistic awards.

2 The decision to renew the award and the decision on the duration of its renewal shall be based on the academic results of the award holder and the opinion of the professor responsible.

Art. 6 Review of applications

1 The Commission reviews applications for awards or renewal of grants and allowances under s. 8. It examines applications for the award or renewal of artistic awards after consultation with the Federal Office of Culture.

2 She then submitted her proposals to the DEFR.

Art. 7 Amount of awards

The basic monthly amounts are:

A.
1920 francs, for those who prepare a doctorate in Switzerland (art. 3, para. 2, paragraph a, c. 1) or who conduct a research internship in Switzerland (art. 3, para. 2, paragraph a, c. 2);
B.
3500 francs, for persons holding a PhD (art. 3, para. 2, let. (b);
C.
1920 francs, for artists (art. 3, para. 3).
Art. 8 Nature and Amount of Allowances

1 The DEFR awards the awardees the following awards:

A.
Assistance with a single unit of 300 francs;
B.
Sickness and accident insurance premiums when the holder is a national of a non-EU or EFTA state.

2 It may also grant them, upon submission of a reasoned request, other allowances for the financing of extraordinary expenses, such as travel expenses of scholars preparing a doctorate in Switzerland.

3 The allowances referred to in para. 2 are awarded in accordance with the economic situation of the fellow.

4 The DEFR sets out the terms and conditions for calculating the allowances in an order.

Art. Contributions to High School Host Services

The DEFR gives the services of the high schools, which take care of the reception of the scholars, an amount of 650 francs per academic year and by scholarship.

Art. 10 Repeal of the law in force

The order of 14 December 1987 concerning the award of scholarships to foreign students and artists in Switzerland 1 Is repealed.
