416.21 order with respect to the awarding of scholarships to students and foreign artists in Switzerland from January 30, 2013 (State March 1, 2013) the Swiss federal Council, under art. 10 of the Federal Act of 19 June 1987 concerning the awarding of scholarships to students and foreign artists in Switzerland, stop: art. 1 maximum number of scholarships the Federal Commission for scholarships for foreign students (commission) offers each year in the federal Department of the economy, training and research (RFLD), within the limits of the appropriations available, the maximum number of scholarships for foreign students to assign or renew.
S. 2 offers scholarships the Secretariat of State for training, research and innovation (Delia) offers each year at the Davis, after consultation with the competent services of the federal Department of Foreign Affairs (FDFA), the countries to which scholarships will be offered and scholarships on offer to them.
The fixed RFLD annual offer of scholarships to submit to various countries after hearing the commission.
The list of countries made a distinction between industrialized countries and developing countries; It specifies the number of scholarships available to each country or group of countries. The contingent of artistic scholarships are listed separately.
The FDFA communicates scholarships on offer to the countries under consideration.
S. 3 types of scholarships granted scholarships are scholarships of academic research and artistic awards.
University fellowships are allocated: a. for the preparation of a PhD: 1. to candidates for a PhD in Switzerland, 2. to candidates for a PhD abroad conducting a research internship in Switzerland, or b. for postdoctoral research.
Artistic scholarships are allocated to the pursuit of artistic studies in a specialized high school.
S. 4 new grants the new university research fellowships should be divided between shares approximately equal between industrialized and developing countries.
S. 5 renewal of scholarships granted scholarships may be renewed. The renewal time is: a. three-year maximum for university research fellowships for applicants to Ph.d. in Switzerland; b. six months maximum for university research fellowships for Ph.d. holders; c. nine-month maximum for artistic awards.
The renewal of the award decision and that relating to the duration of its renewal are made based on the academic results of the recipient and the opinion of the professor in charge.
S. 6 examination of applications the commission examines requests for issuance or renewal of scholarships and allowances referred to in art. 8. It reviews requests for issuance or renewal of the artistic awards after consultation with the federal Office of culture.
It then submits its proposals to the Davis.
S. 7 amount of monthly amounts of base grants amounted to: a. 1920 francs, for people who are preparing a PhD in Switzerland (art. 3, al. 2, let., c. 1) or to undertake research in Switzerland (art. 3, Al 2, let., c. 2); b. 3500 francs for holders of a PhD (art.3, Al 2) Let's. b); c. 1920 francs, for artists (art. 3, para. 3).
S. 8 nature and amount of benefits the Davis grants to scholars the following allowances: a. help the single unit of 300 francs; b. premiums health insurance and accident insurance when the recipient is a national of a non-member of the EU or EFTA State.
It can also grant them, upon a reasoned request, other allocations for the financing of extraordinary expenses such as travel of scholars preparing a PhD in Switzerland.
The allowances referred to in para. 2 are granted depending on the economic situation of the grantee.
The Davis lays down the procedures for the calculation of allocations in an order.
S. 9 contributions to the hospitality of high schools the Davis grants to services of the universities involved in the reception of Fellows of 650 francs per academic year and scholar.
S. 10 the law in force the order of 14 December 1987 on the awarding of scholarships to students and foreign artists in Switzerland is repealed.
