The Federal Committee on Scholarships for International Students (the Committee) proposes each year to the Federal Department of Economics, Training and Research (DEFR), within the limits of the available appropriations, the maximum number of scholarships for Foreign students to assign or renew.
1 The Secretariat of State for Training, Research and Innovation (SEFRI) proposes each year to the DEFR, after consulting the relevant departments of the Federal Department of Foreign Affairs (DFAE), the countries to which scholarships will be offered And the offer of scholarships to submit them.
2 The DEFR sets the annual offer of scholarships to be submitted to the various countries after hearing the committee.
3 The list of countries makes a distinction between industrialized and developing countries; it specifies the number of scholarships available to each country or group of countries. The contingent of artistic fellowships is shown separately.
4 The AWF communicates the offer of scholarships to the countries taken into consideration.

The new university research fellowships must be distributed in approximately equal parts between industrialized and developing countries.

2 The decision to renew the award and the decision on the duration of its renewal shall be based on the academic results of the award holder and the opinion of the professor responsible.
1 The Commission reviews applications for awards or renewal of grants and allowances under s. 8. It examines applications for the award or renewal of artistic awards after consultation with the Federal Office of Culture.

4 The DEFR sets out the terms and conditions for calculating the allowances in an order.
The DEFR gives the services of the high schools, which take care of the reception of the scholars, an amount of 650 francs per academic year and by scholarship.
The order of 14 December 1987 concerning the award of scholarships to foreign students and artists in Switzerland 1 Is repealed.
