420.171 Ordinance on information system ARAMIS on the projects of research and innovation of the Confederation (order ARAMIS) of November 29, 2013 (Status January 1, 2014) the Swiss federal Council, saw art 56 of the Federal law of December 14, 2012, on the encouragement of research and innovation, stop: Section 1 article information system 1 object and purpose of the information system the Confederation operates an information system on the projects of research and innovation carried out or funded entirely or partially by the Confederation known as ARAMIS (Administration Research Actions Management Information System).
ARAMIS is used: a. to create transparency of flows in the area of research and innovation; (b) to coordinate the scientific content of the research funded or carried out by the Confederation; c. to collect the necessary data to the statistics of the federal Office for statistics (OFS) in the field "Research and development of the Confederation" (d) to plan and manage activities in the field of research and innovation encouragement; e. to support the management of the projects.
Art. 2 users ARAMIS is a system of databases available to: a. a small circle of users who connect password; b. a non limited circle of users who connect online without password with limited access to the data.
Section 2 powers art. 3. the Secretary of State for training, research and innovation (SERI) manages the ARAMIS information system.
There such task and the following skills: a. it ensures strategic management of ARAMIS information system; b. It coordinates the integration in ARAMIS, data provided by the various units of the federal administration; c. He controls the quality of the data; d. it ensures the administration of user rights, including giving Member accounts at the request of the units providing data; e. He makes special analyses and exports data from ARAMIS; f. it performs a continuous monitoring to ensure the security and availability of the system; g. He is responsible for the maintenance of long-term data by performing the following tasks in particular: 1. it passes the data to the SFO, 2. it removes obsolete files to archive.
Section 3 contents, provision and maintenance of data art. 4 content ARAMIS includes data related to the following categories on the research and innovation projects that are financed, cofinanced or made by the Confederation: a. data relating to the Organization, including in particular: the administrative unit, the title and the project number, the dates of beginning and end of the project, stage of study or achievement, participants in the project , the contact person; (b) data relating to the financing, including in particular: the costs of the project, the part relating to the research, the mode of financing, payments made; c. data related to the scientific content, including in particular: the keywords of the project, the goals of the project, its insertion in a program, areas of research concerned, a brief description, results the publications, the valuation.
ARAMIS does not classified SECRET or CONFIDENTIAL data.
Art. 5 units providing data and transmission of data by units providing data means all federal offices who finance or carry out research and innovation projects.
The data are transmitted to the system ARAMIS in two ways: a. input data online by the unit providing data; b. automatic exchange of data between information systems.
Art. 6 data quality units providing data ensure that the data they provide to SERI or that they enter the system are complete, accurate and current compared to the goal of treatment.
SERI controls the quality of the data and report defects to the unit that provided the data.
Section 4 use of data and access art. 7. the unit providing data can view and process all the data it has entered into the system.
It designates persons authorized to enter or modify data and can give them rights within the jurisdiction referred to in para. 1. it defines in ARAMIS rights to view data.
Section 5 provisions final art. 8 repeal of another order ARAMIS of 14 April 1999 Act is repealed.
