It applies when running: a. legislation on animal diseases for: 1. the animals domesticated in the following genera: cattle, buffaloes of Asia and Buffalo included, sheep, goats and pigs, with the exception of zoo animals belonging to these genera, 2 horses, 3 domestic poultry, with the exception of animals in zoo belonging to this genus;

(b) of the agricultural legislation, for cattle and Buffalo in Asia.

Art. 2 definitions in this order, means: a. data processing: any act related to the data, regardless of the means or procedures, including the acquisition, registration, use, processing, publishing, archiving or destruction; b. publication data: provision of data such as the right to consult, transmission or publication; (c) holder of the animal : natural or legal person, partnership or community public law managing a unit of livestock for his own account and at his own risk; d. breeding unit: operation in the sense of art. 6, let. o, of the order of 27 June 1995 on epizootic (OFE); e. BDTA breeding unit number: number assigned to a unit of livestock by the operator of the database (operator); f. equines: pets of the genus equine (horses, donkeys, mules and hinnies); g. equine passport: document referred to in art. 15 c OFE; h. Basic passport: draft of the equine passport which already contains the data referred to in art. 15 d, al. 1, let. a, b, d, ch. 1, 3, 4 and 6, and let. e, OFE; i. identification number of the animal, 1. number of eartag in animals with hooves, 2. Universal Equine Life Number (UELN) in equidae;

j. number Agate: personal number assigned by the Internet "Agate" portal registration; k actual: animals who stay in a breeding unit.

Art. 3 history and detailed information history includes the following data concerning an animal: a. identification number of the animal; b. numbers BDTA units of livestock where the animal is staying or stayed; c. location of units of livestock where the animal is staying or stayed; d. name and address different holders who hold or have inmate animal; e. cattle : date and type of change of strength according to annex 1, al. 1, let. a to h, units of livestock where the animal is staying or stayed; f. about equine: name and address of the owner.

Completeness and accuracy of the history of a cattle data are indicated by the status of the history of the animal. If the history of the animal is comprehensive and free of errors, it obtains the status "OK". If it is incomplete or incorrect, it obtains the status "incorrect." If the notification is outstanding in the notification period and the corresponding deadline, the history of the animal gets status "tentatively OK."
The detailed information includes the following data concerning an animal: a. gender, race, colour and sex of the animal; b. the mother and the father of the animal identification number c. multiple births; d. about cattle: type of use; e. equine: the microchip number, rudimentary verbal description and use provided in accordance with art. 15 of the order of 18 August 2004 on veterinary drugs.

RS 812.212.27 Section 2 content of the data bank and duty of notification article 4 data reported by the cantons cantons shall report the following data and their changes to the federal Office for agriculture (FOAG): a. the cantonal identification number of the units of livestock including animals with hooves, in accordance with art. 7, al. 2, OFE, and the units of livestock including the equidae or domestic poultry, in accordance with art. 18, art. 4, OFE; b. the name, address and the cantonal identification number of the owner of the animal; c. the type of unit of livestock in accordance with art. 6, let. o, OFE; d. the address of the location and details of the breeding unit e. animals hooves and the kept horses; f. number of the municipality referred to in art. 19, al. 1, let. a, of the order of 21 May 2008 on geographical names; g. about pigs: the form of detention (without output area, with output on ground area consolidated, with area of output on non-consolidated soil, detention to pasture).

The FOAG transfers the data referred to in para. 1 to the operator.
The cantons shall notify the following data and their changes to the operator: a. the results of the inspections conducted on animals slaughtered and the meat referred to in art. 60, al. 2, of the order of 23 November 2005; on slaughter and meat control b. on cattle and livestock units with cattle: the BVD animals and the breeding unit status.

The data referred to in para. 3, let. b, must be communicated in the week following the results of laboratory tests.

For cattle, animal keepers must notify the data to the operator in accordance with Annex 1, ch. 1.
The change of the type of use of a cow according to Appendix 1, no. 1, let. h or a unit of livestock according to para. 1, let must be notified within a period of three working days.

Art. 6 data on pigs when it comes to units of livestock including some pigs, animal keepers should notify the following data to the operator: a. the telephone number and language of correspondence; b. contact information postal or banking.

For pigs, animal keepers must notify the data to the operator in accordance with Annex 1, ch. 2.

Art. 7 data to goats and sheep when it comes to units of livestock including the goats or sheep, animal keepers must notify the following data to the operator: a. the telephone number and language of correspondence; b. contact information postal or banking.

When the goats and sheep are slaughtered, the slaughterhouse must notify the operator within a period of three working days data in accordance with Annex 1, ch. 4.

Art. 8aProcuration for editing data of equidae


The birth of an equine, the owner of it can empower the service that issues the equine passport to ask before ordering the base passport, changing the data of the equine recorded in the data bank if it considers that they are incorrect.

Art. 8bdonnees relating to the domestic poultry what units of raising domestic poultry from 250 farm animals, 1000 hens, 5000 chickens to fertilizer or 500 turkeys to the fertilizer the animal owner shall notify the following data to the operator: a. the telephone number and language of correspondence; b. contact information postal or banking.

When the chicken coop of a new flock, the holder of a unit of livestock within the meaning of para. 1 must notify the operator data listed in annex 1, ch. 5.

Art. 9 notification by third parties the people subject to the duty of notification referred to in art. 5 to 8 may appoint third parties to carry out the notifications, with the exception of the notification of the change of the intended use in equidae, in accordance with Appendix 1, no. 3, let. (f) the person subject to the duty of notification must notify itself the mandate to the operator. It must provide the Agate of the persons number.
It must also notify the operator the withdrawal of a warrant.

Art. 10donnees on cattle for the application of agricultural legislation each year, the operator shall determine or calculate, as directed by the FOAG, the following data on the basis of data referred to in art. 5 and save them in the database: a. determining membership year-round, summering and community pastures farm farms cattle and Buffalo in Asia, per unit of livestock farms, calculated in accordance with the art. 33 and 34 of the order of 23 October 2013 on direct payments (OPD), and the list of all animals; b. the number of cattle and Buffalo in Asia, by category of animal and per unit of livestock in the farm year-round, identified on 1 January (date of farms year-round); (c) the numbers of cattle and Buffalo in Asia by category of animal and per unit of livestock in the Summering farms and pasture farms, identified 25 July (date of Summering); d. evolution of the number of cattle and buffaloes of Asia, by categories of animals and breeding unit in operations year-round, Summering farms and holdings of community pastures during the periods of reference referred to in art. 33 and 34 OPD.

Operating year-round, means any operation referred to in art. 6 of the Ordinance of 7 December 1998 on the agricultural terminology.

The BDTA breeding unit number serves as access code for the consultation of the data referred to in para. 1, let. Art. 13 administrative services so that businesses and organizations mandated the FOAG is authorized to process the data referred to in art. 4 to 8. He has right of access to the data referred to in art. 9 and 10.

Art. 14 breeding organizations, producers, production under label and health services organizations of breeding, producers, production label and health services can acquire the following data of their members with the operator and use: a. BDTA number, the address of the location and details of the breeding units, number of the commune as well as type of breeding unit according to art. 6, let. o, OFE a. list of identification numbers of animals who stay in livestock units or who stayed; (b) the name, address and the cantonal of animal keepers identification number; (c) the numbers of the ear tags that have been provided by the operator to the members concerned organizations; d. on cattle: the history and details of all the animals who live in units of livestock members or who stayed; e. about pigs : the data referred to in annex 1, section 2, relating to all the animal groups who stay in the breeding of Member units or who stayed; f. for equines: name and address of the owner, g. concerning equines: detailed information, history and data referred to in annex 1, point 3, of all horses registered with the concerned organizations; h. about goats and sheep : the data referred to in annex 1, ch. 4, relating to groups of animals who are staying in the breeding of Member units or who have stayed there.

Livestock, producers and production label organizations and health services can acquire the data of contact information postal or banking of their members with the operator and use them, if they have given their written consent.

Art. 16 persons entitled to access the data holder of the animal may consult the following data, acquire it from the operator and use: a. its own breeding unit data; (b) a list of its own workforce, the current date or at an earlier date; (c) the following data on pets that stay or have stayed home : 1. history of the animal, 2 detailed information on the animal, 3 on cattle: status BVD, 4 on cattle: neutral taxation of the quality results.

Equine owner may consult the following data, acquire it from the operator and use: a. the list of its own workforce to the current date or at an earlier date; b. the following data concerning animals which belong to him or who belonged to her: 1. history of the animal, 2 detailed information on the animal.

People who identify equidae can consult detailed information about equine, acquire them with the operator and use them.

Art. 18Consultation for zootechnical purposes or scientific research on request, the FOAG may authorize third parties to consult data, for purposes of zootechnical or scientific research, as long as they undertake in writing to comply with the data protection provisions.

It updates the status of the history of the animal after each notification concerning a cattle.

Art. 21 tasks of the operator relating to the enforcement of agricultural legislation no later than 15 days after the end of the reference periods referred to in art. 36 OPD, the operator puts at the disposal of the holder of animals, by electronic means, a list of his cattle and his water buffalo, including the information referred to in art. 10, let. a and b, and data on the type of use within the meaning of para. 3. He puts the data referred to in art. 10 at the disposal of the competent cantonal services, the FOAG and the federal Office of statistics, in accordance with the instructions of the FOAG.
For cattle, it defines the type of use of the cows: a. first calving and during import depending on the type of use of the livestock unit; b. upon the arrival of the animal in the operation, according to the use which was the animal until then.

It puts at the disposal of the holders of animals and administrative services referred to in art. 13, al. 3, an instrument to convert units of large livestock the number of cattle and buffaloes of Asia for a period of their choice, for a year at the most.
It ensures that meat processing companies and companies using meat business who want to apply for a share of quotas according to art. 24b of the order of 26 November 2003 on cattle for slaughter (ÖBB) could register in the BDTA and given a number BDTA. The name, phone number, and the language of correspondence must be communicated as part of the application.
It ensures that requests quota according to art. 24b ÖBB can be deposited in the BDTA Portal Internet Agate.
It establishes for each reference period, by general import permits (PGI), the following data and transmits them to the FOAG no later than September 7, before the quota period:. the number of animals slaughtered in the sense of art. 24A ÖBB; b. the ERP of the authorized person, if any, to use the share of the quota within the meaning of art. 14 of the order of October 26, 2011 on agricultural imports.

Art. 22 tasks of the operator in the field of equine operator assigns to each equine a UELN on the basis of the notification of birth. To foreign organizations recognized exceptions are resolved at the art. 15F OFE.

Art. 26 additional benefits in addition to the data referred to in art. 4 to 11, the operator may treat other data, in particular: a. the important data to the zootechnical plan; (b) membership of organisations referred to in art. 14; c. the mode of production d. health status of the livestock unit and the State of health of animals; e. drug administration; f. taxation of the quality of the carcass.

For the treatment of the data referred to in para. 1, the operator shall enter into a contract with the third party. The contract is subject to the approval of the FOAG before signing.
The operator shall ensure that the data referred to in para. 1 be dealt with separately from those referred to in art. 4 to 10.

Section 6 provisions final art. 27 execution the FOAG is responsible for the execution of this order.
It can carry out inspections without prior notice with the operator.
The federal Office of food safety and Veterinary Affairs sets the type of controls to be performed in units of livestock by the bodies responsible for the implementation of legislation on animal diseases.
The frequency and coordination of controls are governed by the Ordinance of October 23, 2013, on the coordination of controls on farms.
The competent cantonal authorities ensure that monitoring data be entered or transferred to the centralized information system referred to in art. 165d of the law of 29 April 1998 on agriculture and art. 54A of the Act of 1 July 1966 on animal diseases.
The cantons may delegate controls services accredited in accordance with the standard ISO 17020 "General criteria for the operation of various types of bodies performing inspection" and to the order of June 17, 1996 on accreditation and designation.

Annex 1 (article 5, 6, 8, 9, 11, 14, 15, 22 and 29) to notify the operator 1. Data on cattle in terms of cattle, the following data must be notified: a. to the birth of an animal: 1 number BDTA breeding unit, 2. the identification number of the animal, as well as those of the mother and the father, 3 date of birth of the animal, 4. the breed, the dress and the sex of the animal 5. multiple births, 6. the date of the notification;

d. in the event of an animal: 1 number BDTA breeding unit, 2. the identification number of the animal, 3 release date, 4. the reason for the exit, 5 date of notification;

e. in the case of slaughtering an animal: 1 number BDTA breeding unit, 2 number BDTA of unity of breeding from the animal, 3. the identification number of the animal, 4. the date of slaughter, 5 date of notification, 6. the result of the neutral taxation of the quality according to art. 3, al. 1, of the Ordinance of 26 November 2003 on beef cattle, 7. number BDTA the applicant insofar as the slaughter shall be charged on an application for allocation in accordance with art. 24b of the order of 26 November 2003 on cattle for slaughter;

(f) at the time of the death of a pet: 1 number BDTA unity of breeding, 2. the identification number of the animal, 3. the date of death, 4. the date of the notification;

g. when exporting an animal: 1 number BDTA breeding unit, 2. the identification number of the animal, 3. the country of destination, 4. the date of export, 5 date of notification;

h. in the event of change of the type of use of a mother: 1 number BDTA breeding unit, 2. the identification number of the animal, 3 type of use of the animal; type of use, means: - dairy cow - another cow, 4. the date from which the usage type is valid, 5. the date of the notification.

2. data on pigs for what pigs, the following data must be notified: a. in the case of import of animals: 1. the country of origin and the identification number of the unit of livestock production in the country of origin, 2. the BDTA breeding unit number, 3. the number of animals, 4. the date of importation, 5. the date of the notification;

(b) in the case of entry of animals from another unit of breeding in Switzerland: 1 number BDTA breeding unit, 2 number BDTA of unity of breeding from the animal, 3. the number of animals, 4. the date of entry, 5 date of notification;

c. in the case of slaughter of animals: 1 number BDTA breeding unit, 2 number BDTA of unity of breeding from the animal, 3. the number of animals, 4. the date of slaughter, 5 date of notification;

d. in the case of export of animals: 1. the number BDTA breeding unit, 2. the number of animals, 3. the country of destination, 4. the date of export, 5 date of notification.

3 data relating to equine in terms of equidae, the following data must be notified: a. to the birth of an animal: 1 number BDTA breeding unit, 2 the name of the animal, 3. the UELN of the mother, if known, 4. in the event of a transfer of embryos: the UELN of the genetic mother, 5. the date of birth of the animal 6. multiple births, 7. the race, the dress and the sex of the animal, 8. the species (horse, donkey, mule, hinny), 9. the basic descriptive report;

(b) in the case of importation of an animal: 1. the country of origin of the animal, 2. the UELN of the animal, if known, in accordance with the equine passport, 3 number BDTA unity of breeding, 4. the name of the animal in accordance with the equine passport, 5. the date of birth of the animal, 6 race, the dress and the sex of the animal, according to the equine passport 7. If this is the case, castration, in accordance with the equine passport, 8. the date of importation, 9. use provided in accordance with art. 3 of the order of 18 August 2004 on veterinary drugs: - animal of pension, - pet, according to the equine passport,.


10. the species (horse, donkey, mule, hinny);

c. in the case of a unit change of breeding to another in the country: 1 number BDTA of the new breeding unit, 2 number BDTA unity of breeding from the animal, 3. the UELN of the animal, 4 date of the change of breeding unit.

d. If an animal dies or is euthanized: 1. the number breeding unit, 2 animal UELN BDTA, 3 date of death or euthanasia;

e. in case of export of an animal: 1 number BDTA breeding unit, 2. the UELN of the animal, 3. the country of destination, 4 date of export;

(f) in case of change of the intended use, in accordance with art. 15 of the order of 18 August 2004 on veterinary drugs: 1. the UELN of the animal, 2. the date of the change;

g. in the case of castration of a male animal: 1. the UELN of the animal, 2. the date of castration;

h. in the event of change of ownership (separation of property): 1 number Agate of the previous owner, 2. the Agate of the new owner number, if known, 3. the UELN of the animal, 4 date of the change of ownership;

i. in the event of change of ownership (acquisition): 1 number Agate of the new owner, 2 number Agate of the previous owner, 3. the UELN of the animal, 4 date of the change of ownership;

j. in the case of slaughtering an animal: 1 number BDTA unity of breeding, 2 number BDTA unity of breeding from the animal, 3. the UELN of the animal, 4 date of slaughter, 5 number BDTA the applicant insofar as the slaughter shall be charged on an application for allocation in accordance with art. 24b of the order of 26 November 2003 on cattle for slaughter;

k. when an animal identification: 1. the UELN of the animal, 2. the number of the chip, 3 number Agate of the person who conducted the identification, 4 date identification, 5 place of identification;

l.... m. at the time of the equine passport: 1. the UELN of the animal, 2 date of the Passport, 3. the type of passport (first establishment, replacement passport, duplicate), 4. the name of the service that established the Passport.

4 data to goats and sheep when the goats and sheep are slaughtered the following data must be notified: a. the BDTA breeding unit number; b. the BDTA number unit of livestock from the animal; c. the kind (goat or sheep) of the animal; d. number of animals; e. the date of slaughter; f. the date of the notification; g. the BDTA the applicant number insofar as the slaughter shall be charged as part of a application of quota in accordance with art. 24b of the order of 26 November 2003 on cattle for slaughter.

5. data on domestic poultry when it comes to domestic poultry, the following data must be notified: a. BDTA breeding unit number; b. the number BDTA unity of breeding source animals, provided that it is available; c. type production (animal breeding type ponte, animals farmed flesh type, laying hens, chickens in the fertilizer (, turkeys to fertilizer); d. the number of introduced animals; e. the date updated the henhouse; (f) the date of the notification.
