DFI Ordinance establishing an incentive scheme for amateur organisations active in the cultural field for the year 2016

See art. 28, para. 1, of the Act of 11 December 2009 on the promotion of culture (CEM) 1 ,

Section 1 Goals

Art. 1

The support of amateur organisations active in the cultural field aims to:

A.
Encourage access to culture and amateur cultural practices;
B.
Encourage the transmission of knowledge and practices to children and youth.

Section 2 Instruments

Art. 2 Structural contributions

1 An amateur organisation active in the cultural field may receive financial assistance for its structural costs (structural contributions).

2 There is no right to support.

Art. 3 Contributions to projects

1 An organisation of amateurs active in the cultural field may receive financial support for projects aimed at the transmission of knowledge and practices to children and young people, in particular in the field of intangible cultural heritage (contributions to projects).

2 There is no right to support.

Section 3 Formal requirements

Art. 4 Structural contributions

Organizations must:

A.
Be active nationally within the meaning of s. 6, para. 2, let. D, CEM;
B.
Demonstrate that they are working in an institutionalised or permanent way with partner organisations in other linguistic regions, if they are active in a single linguistic region;
C.
Have been active continuously for at least three years;
D.
Provide their members with the following benefits:
1.
A formal and regularly renewed training and training offer,
2.
The development of their activities with the public, particularly at festivals,
3.
Advice, including on opportunities to occur,
4.
Representation of members to the public and authorities;
E.
Have a secretariat regularly available at fixed times;
F.
Regularly assess the quality and impact of their activities.

Art. 5 Contributions to projects

1 Projects must be scientifically sound and based on an appropriate organizational structure.

2 Projects which are likely to receive financial support for the encouragement of musical training within the meaning of Art are not eligible for support. 12 LEC.

Section 4 Physical requirements for obtaining contributions to projects

Art. 6

Contributions to projects are allocated on the basis of the following criteria:

A.
Quality of content and technical quality;
B.
Relevance, particularly in terms of its long-term impact;
C.
Echoing the public, the media and the specialized community;
D.
Number of participants;
E.
Cost/utility ratio;
F.
Level of self-financing and third-party contributions.

Section 5 Procedure and other provisions

Art. 7 Structural contributions

1 Organisations which have already received support during the period 2012 to 2015 may, subject to the opening of the necessary appropriations, obtain for 2016 a structural contribution of an amount similar to that of 2015, provided that they Continue to meet the formal conditions of support.

2 The Federal Office of Culture (OFC) enters into a contract of benefits with the beneficiaries of structural contributions. This contract includes the amount of financial assistance and benefits to be provided by the tenants.

Art. 8 Contributions to projects

1 The OFC decides to grant contributions to projects on the basis of applications received until October 31, 2015.

2 The application must prove that the formal conditions of encouragement are met and provide all the necessary information in relation to the material conditions of encouragement. It should include a description of the project and its objectives, a plan of measures and a timetable, and a budget and a financing plan.

Art. Cap rate for structural contributions

Financial aid does not exceed 50 % of the organisation's operating costs.

Art. 10 Preference Rule

Before making its financial aid decisions, the OFC will lay down the various incentive criteria. Preference will be given to applications that best meet the incentive criteria as a whole.

Art. 11 Expenses

1 Tenants are required to:

A.
Raise awareness of the support provided by the OFC;
B.
Communicate to the OFC all necessary information in relation to the contribution and the supported project;
C.
Communicate to the OFC without delay any significant changes to the proposed project.

2 Contribution alters to a project are also required to submit a final report and final statement to the OFC within three months of the end of the project.

Art. 12 Trade

The OFC invites cultural organizations once a year to conduct a state of play and exchange of views.

Section 6 Entry into force and duration of validity

Art. 13

1 This order shall enter into force on 1 Er January 2016.

2 It has effect until August 31, 2016.
