451.51 federal decree providing financial assistance for the protection and management of traditional rural landscapes of May 3, 1991 (State August 1, 2011) the Federal Assembly of the Swiss Confederation, view of art. 78, al. 3, of the constitution, given a parliamentary initiative of November 26, 1990, given the opinion of the federal Council on 4 March 1991, stop: art. 1 principle the Confederation grants, within the limits of available resources, assistance to the funding of measures to safeguard and maintain traditional rural landscapes.

Art. 2 purpose of aid financial aid is granted for the implementation of measures including to: a. protect, preserve, maintain or re-establish traditional rural landscapes; b. maintain and encourage traditional and adapted to local conditions operating modes; c. protect, preserve, maintain, renovate or rebuild buildings or historical lines of communication or other elements of the traditional rural landscape; d. inform about the need to save and maintain these landscapes.

Art. 3 beneficiaries help beneficiaries of aid may be: a. the cantons, the communes, to other communities in public law and the independent institutions under public law; b. of natural persons or private law morales.

Art. 4 magnitude of assistance assistance may represent, depending on the size of the project, 80% of determining costs, and exceptionally all of them.

Art. 5 grant of assistance assistance is granted on request.
When determining costs are partially known at the time of the decision, aid is first decided in principle, under art. 17, al. 1, of the Act of 5 October 1990 on subsidies.

Art. 7 relations with other grants aid to the title of this order can be added to other financial aid or compensation, unless otherwise provided.

Art. 9 commission decisions concerning the grant, refusal, and the repayment of financial assistance are made by a commission of nine to thirteen members, set up by the federal Council. The Confederation, the cantons and the protection of nature, landscape and heritage organizations are represented appropriately.
The federal Council appoints the president of the commission. For the rest, it constitutes itself and refers to its secretariat; She gives herself a settlement, which must be approved by the federal Department of the environment, transport, energy and communication.

The name of the administrative unit has been adapted in application of art. 16 o 17 nov. 2004 on official publications (RS 170.512.1).
