0.748.710.31 original protocol for the Suppression of unlawful acts of violence at airports serving civil aviation, supplementary to the Convention for the Suppression of unlawful acts against the safety of civil aviation, done at Montreal on 23 September 1971, signed at Montreal on 24 February 1988 approved by the Federal Assembly on 18 June 1990, Instrument of ratification deposited by Switzerland on October 9, 1990, entered into force for Switzerland on November 8, 1990 (State on March 8, 2016) States party to this Protocol, considering that unlawful acts of violence that jeopardize or may jeopardize the safety of persons at airports serving international civil aviation or which jeopardize the safe operation of these airports, undermine the confidence of the peoples of the world in the safety of these airports and disrupt security and the course of aviation for all States considering that such acts concern seriously the international community and that, in order to prevent these acts, it is urgent to provide for measures for the punishment of the perpetrators, whereas it is necessary to adopt provisions supplementary to those of the Convention for the Suppression of unlawful acts against the safety of civil aviation, done at Montreal on 23 September 1971 in order to deal with such unlawful acts of violence at airports serving international civil aviation, have agreed on the following provisions: art. I this Protocol complements the convention for the Suppression of unlawful acts against the safety of civil aviation, done at Montreal on 23 September 1971 (hereinafter called 'the convention'), and between the Parties to this Protocol, the convention and the Protocol will be considered and interpreted as a single instrument.

Art. IV this Protocol will open on February 24, 1988 in Montreal for signature by the States participating in the international air law Conference, held at Montreal from 9 to 24 February 1988. After March 1, 1988, it will be open for signature by all States in London, Moscow, Washington and Montreal, until its entry into force in accordance with article VI.

Art. V 1. This Protocol will be submitted to ratification by the signatory States.
2. any State which is not a Contracting State to the convention may ratify this Protocol if at the same time it ratifies the convention, or adheres to the convention, in accordance with article 15 thereof.
3. the instruments of ratification will be deposited with Governments of the United States of America, the United Kingdom of Great Britain and Northern Ireland and the Union of Socialist Republics Soviet, or the International Civil Aviation Organization, which are designated herein as custodians.

Art. VI 1. When this Protocol will be convened the ratifications of ten signatory States, it will enter into force between these States the thirtieth day after the deposit of the tenth instrument of ratification. For each State which ratifies it later, it comes into force on the thirtieth day after the deposit of its instrument of ratification.
2. upon its entry into force, this Protocol will be registered by the depository in accordance with the provisions of article 102 of the Charter of the United Nations and article 83 of the Convention on International Civil Aviation (Chicago, 1944) RS RS 0.748.0 Art. 0.120 VII 1. After its entry into force, this Protocol will be open to accession by any State not signatory.
2. any State which is not a Contracting State to the convention may accede to this Protocol if at the same time it ratifies the convention, or adheres to the convention, in accordance with article 15 thereof.
3. the instruments of accession shall be deposited with the depository and accession will produce its effects on the thirtieth day after the deposit.

Art. VIII 1. Any party to this Protocol may denounce it by means of a written notification to the depository.
2. the denunciation will be effective six months after the date on which notification is received by the depositaries.
3. the denunciation of this Protocol will not of itself the effect of denunciation of the convention.
4. the denunciation of the convention by a Contracting State to the convention supplemented by this Protocol will also have the effect of a denunciation of this Protocol.

Art. IX 1. Custodians will quickly inform all States which have signed this Protocol or there will have acceded, and all States which have signed the convention or acceded to it: a) of the date of each signature and the date of the deposit of each instrument of ratification of this Protocol or of accession to it; b) of receipt of any notification of denunciation of this Protocol , and the date of the receipt.

2. the depositaries shall notify the States referred to in paragraph 1 of the date on which this Protocol entered into force in accordance with article VI.
In faith, the Plenipotentiaries undersigned, duly authorized, have signed this Protocol.
