748.132.13 order respecting the civil service of aeronautical meteorology of May 26, 1999 (status on 20 July 1999) the federal Department of the environment, transport, energy and communication, view of art. 2, al. 3, of the Ordinance of 18 December 1995 on the service of air navigation; in agreement with the federal Department of the Interior, stop: art. 1 tasks the Swiss Institute of meteorology (ISM-MeteoSwiss) ensures that the civil aviation weather service is guaranteed throughout the region of flight information (FIR) from the country.
Civil aeronautical meteorology service includes: a. the weather forecasting service; b. meteorological assistance and weather observation services; c. the meteorological observation network and its operating; (d) the provision of information national and international aeronautical meteorology to users allowed in all the FIR Switzerland; (e) training of personnel to the aeronautical meteorology.

By an organization and proper planning, the MeteoSwiss ISM does ensure that its services are provided in a safe, efficient and economic way.
It presents to the federal Office of civil aviation (office) and Swisscontrol a detailed plan for the aviation weather service benefits.
He may assign to third parties, under his own responsibility, certain tasks of the services mentioned in the al. 2. the tasks thus delegated must be announced to the office.
In special cases, the office may temporarily entrust to the ISM-weather-Switzerland other benefits in the field of aeronautical meteorology.

Art. 2 cooperation office supports the MeteoSwiss ISM in the application instructions and directives on aeronautical meteorology.
The ISM-MeteoSwiss and Swisscontrol are consulted before the aeronautical meteorological service requirements of aeronautical law be enacted, amended or revoked. These two companies can submit proposals or make suggestions to the Agency.
In principle, the conduct of negotiations with aeronautical authorities or international aviation organizations is the responsibility of the office. It may, however, charged the MeteoSwiss ISM to conduct negotiations in specific cases.

Art. 3 final provisions the Ordinance of 4 November 1991 concerning the civil aviation weather service is repealed.
This order comes into force on June 1, 1999.
