747.201.2 order respecting the civil navigation for Swiss Federal administration (ONCAF) March 1, 2006 (State February 15, 2016) federal Council, view of art. 56, al. 1, of the Federal Act of 3 October 1975 on inland navigation (LNI), stop: Section 1 provisions general art. 1 scope and field of application this order contains additional provisions to the NFL about the civil navigation of the federal administration.
It applies to ships purchased, rented, leased, borrowed or commandeered by the federal administration for the tasks of the Confederation (boats of the administration) and their drivers on public waters within national borders.
Unless otherwise provided herein or international agreements, the order of 8 November 1978 on navigation in Swiss waters shall apply.

Art. 6 rental administration boats can be rented to third parties under the following conditions: a. the rental is in relation to Federal tasks; b. the boats and their equipment meet civil requirements and civil technical requirements, etc. a contract concluded in writing.

Administration rented boats should be conducted by people who have the federal or cantonal licence for drivers of boats of the corresponding category.
Rental of boats of administration should not create excessive competition for private companies.

Art. 7 maintenance the units are responsible for the upkeep of their boats. They entrust the maintenance work at specialized companies. The necessary appropriations are entered in the budget of the competent administrative units.

Art. 8 means of rescue lifejackets are worn: a. open boat and buoyant apparatus; b. aboard other ships stopped and during work, to places where there is the risk of falling into the water.

The art. 134 and 134a of the order of 8 November 1978 on inland navigation apply to rescue means for competitive water sports gear.

Section 3 drivers of boats art. 9 training employees of the Confederation which is expected to entrust the administration boating are trained on the civil side or in schools and military courses.
Military training is a priority; It is equivalent to the civilian training.
Professional education is provided by specialized personnel. In part, it can be given as a group.
The Confederation may agree to participation in the costs of training with the person to instruct.

Art. 11 permits the OCRNA issued driver's license federal for drivers of boats to the employees of the Confederation who have completed military or civilian training and passed the examination.
If the employee has a cantonal licence for drivers of boats, the OCRNA stated in the federal driver's license for drivers of boats without pass examination to the employee.
The OCRNA is the withdrawal of the licence when there is a reason for removal in accordance with the NFL or the medical or temperamental conditions are no longer met.
At the end of the working relationship, the employee is required to attend the OCRNA its federal license for drivers of boats. On request, the federal permit can be converted by the canton of domicile in a licence cantonal for drivers of boats matching.

Section 4 provisions complementary art. 12 civilian boats by Confederation rental rental of civilian boats is competent administrative units. The Federal Finance Administration shall issue the necessary directives.
Leased vessels retain their cantonal registration.

Art. 13 accidents, damage


In case of accident or injury, the center of damage of the federal Department of defence, protection of the population and sports is responsible for the settlement of claims and the decision of first instance concerning the use and participation in damage. Moreover, the art. 19 to 22 of the order of 23 February 2005 on motor vehicles of the Confederation and their drivers are applicable by analogy.

RS 514.31 Section 5 provisions final art. 14 repeal of the law in force the order of December 6, 1982, on the boats of the federal administration and their drivers is repealed.

Art. 14aDisposition transitional training in the use of radars on ships are recognized retroactively to January 1, 1995. On request, the OCRNA delivers a radar licence.
