DFI Ordinance establishing a scheme to encourage professional cultural actors' organisations for the year 2016

See art. 28, para. 1, of the Act of 11 December 2009 on the promotion of culture (CEM) 1 ,

Stops:

Section 1 Goals

Art. 1

The support of organisations of professional cultural actors aims to improve the general conditions under which professional cultural actors exercise their discipline.

Section 2 Structural contributions

Art. 2

1 Organizations of professional cultural actors may receive financial assistance for their structural costs.

2 There is no right to support.

3 Organizations whose goals mainly concern school education, training or science do not receive support.

Section 3 Formal requirements

Art. 3 Activities of organizations

1 Organizations must:

A.
Be active nationally within the meaning of s. 6, para. 2, let. D, CEM;
B.
Have been active continuously for at least three years;
C.
Be representative of all of their discipline.

2 In the field of theatre, organisations working closely and in an institutionalised way with partners active in other language regions can receive support even if they are active mainly in their own Linguistic region.

Art. 4 Organizations' benefits

Organizations must provide benefits in at least six of the following areas:

A.
Information on working conditions;
B.
Dissemination and exploitation of works;
C.
Social security information;
D.
Training, continuing training or retraining;
E.
Aid in the search for commitments and forms of innovative cooperation;
F.
Representation of members' interests in public life;
G.
Information on cultural and social issues;
H.
Networking of members between themselves and the artistic branch at national and international level.
Art. 5 Secretariat

Organizations must have a secretariat regularly available on a fixed-hour basis.

Section 4 Procedure and other provisions

Art. 6 Requests

1 Organisations which have already received support during the period 2012 to 2015 may, subject to the opening of the necessary appropriations, obtain for 2016 a structural contribution of an amount similar to that of 2015, provided that they Continue to meet the formal conditions of support.

2 The Federal Office of Culture (OFC) enters into a contract of benefits with the beneficiaries of structural contributions. This contract includes the amount of financial assistance and benefits to be provided by the tenants.

Art. 7 Cap Rate

Financial aid does not exceed 70 % of the organisation's operating costs.

Art. 8 Expenses

Tenants are required to:

A.
Raise awareness of the support provided by the OFC;
B.
Communicate to the OFC all necessary information in relation to the contribution allocated.
Art. Trade

The OFC invites cultural organizations in 2016 to carry out a state of play and exchange of views.

Section 5 Entry into force and duration of validity

Art. 10

1 This order shall enter into force on 1 Er January 2016.

2 It has effect until August 31, 2016.
