611.051 order of the Federal Assembly for the submission of requests for commitment appropriations intended for the acquisition of land or buildings of 18 June 2004 (State June 29, 2004) the Federal Assembly of the Swiss Confederation, under art. 27, al. 1, of the law of 6 October 1989 on the finances of the Confederation, having regard to the message of the federal Council of 5 December 2003: S. 1. the federal Council presents to the Federal Chambers a special message with explanations for each project in support of requests for commitment appropriations intended for the acquisition of land or buildings where the total expenditure expected to be borne by the Confederation exceeds 10 million francs per project, with the exception of claims falling within the domain of the ETH.
If the overall expenditure does not exceed 10 million francs, the commitment appropriation may be requested without special message through the budget or a supplement. This procedure also applies to projects which need to be kept secret in the interests of national defence.

S. 2. the federal Council is responsible for the execution.

S. 3. the federal decree of 6 October 1989 concerning applications for book credits intended for the acquisition of land or buildings is repealed.

S. 4. the present order of the Federal Assembly comes into force on August 1, 2004.
