861.2 order of the DFI on the order of priority in the field of financial assistance to childcare for children of December 6, 2012 (Status January 1, 2013) the federal Department of Home Affairs (FDHA), see art. 4, al. 3, of the Federal law of October 4, 2002 on financial support for childcare for children, stop: Section 1 provisions general art. 1 purpose and scope of application the present order rule the use of the amount of the third credit commitment (for the period of the 1.2.2011 at the 31.1.2015) for the financing of financial support for childcare for children still available January 1, 2013.
It is applicable to all applications for financial assistance for childcare for children filed on or after January 1, 2013. Applications provided until December 31, 2012 at the post Switzerland to the attention of the federal Office for social insurance (OFAS) are not covered by this order.

Art. 2 definitions in this order, means: a. total financial aid: the sum 1. financial aid paid under the first credit of commitment, 2. financial aid paid and the amounts committed in the framework of the second credit commitment, et3. financial aid available under the third credit commitment;

b. balance: the grants total less financial aid until December 31, 2012 and the amounts committed under applications filed until December 31, 2012; c. overall share: share of each canton to total financial aid; It corresponds to the part of the permanent resident population of a canton old from 0 to 16 years in relation to the permanent resident population of Switzerland aged from 0 to 16 years; global assessments of each canton are annexed; d. remaining share: share of each canton to the residue.

Applications are processed according to the date of the effective start of the measure (opening structure, increased supply, realization of the measure, article 10, para. 2, and 14 c, para. 2 o of 9 December 2002 on financial support for childcare for children). In the case of identical dates, priority is given to the application filed earlier.
Applications from a canton which has exhausted its remaining share can no longer be treated but are listed: a. on the waiting list 1 priority when they come from a canton of the Group A; b. on 2 priority waiting list when they come from a canton of Group B.

RS 861.1 art. 7 processing of applications registered on the waiting list 1 priority if not all remaining quotas have been used up to 31 December 2013, the resources still available are assigned to the treatment of applications on the waiting list 1 priority.
Applications are processed according to the date of the effective start of the measure, regardless of the canton of origin.

Art. 8 registered on the waiting list if 2 priority processing of resources are still available after treatment of applications on the waiting list 1 priority, they are assigned to the processing of applications registered on the waiting list priority 2.
Are first processed requests from the canton which has proportionally less exceeded its overall share. Treatment of applications from a same canton comes according to the date of the effective start of the measure.

Section 4 processing applications filed on or after January 1, 2014, art. 9. applications filed as from 1 January 2014 are registered on the waiting list 3 priority.
If ways are still available after the processing of applications registered on waiting lists 1 and 2 priorities, they are assigned to the treatment of applications on the waiting list 3 priority.
Applications are processed according to the date of the effective start of the measure, regardless of the canton of origin.
