Annex 1 (art. 11, para. 2, let. a) Concept of the measures to be taken according to the doses 1. The FOCP is based on the concept of the measures based on doses (CMD) to order protection measures to limit the risk to the health of the population causing an increase in the radioactivite.2 event. Strict measures are taken immediately after the start of the event. they can be relaxed later if the situation allows. The measures are checked in respect of control effectiveness, correlated in the CMD with the balance sheets of most recent dose and, depending on the need or the relevance, adapted to the new data.3. The primary value that serves as the basis for order protection measures is the predictable dose in the absence of protective measures, namely the individual effective dose - or dose to the thyroid - of the most exposed population. Among the key decision factors, it should be noted particularly: - the dose saved and the remaining dose, - the time available - the practicability of measures, - the side effects of certain measures -, the possible further development of the radiological situation, - the general situation.

4. for each of the measures of protection mainly entering into account, a threshold of dose is planned. If the predictable dose is greater than the threshold dose, the extent of protection provided should be taken insofar as this is possible and reasonable. The decision factors referred to in point 3.5 will be considered in this regard. Thresholds doses are: measure of protection Dose * threshold Dose integration time stay in the House for children, adolescents and pregnant women E 1 mSv 2 days stay protected (in the House, the cellar or shelter) E 10 mSv 2 days Evacuation as a preventive measure or stay protected E 100 mSv 2 days making Hthy, inh, 50 mSv iod iodine tablets 2 days * E effective dose due to external irradiation and inhalation in the open air Hthy inh, iod dose to the thyroid due to inhalation of radioactive iodine by dose, should be understood in all cases the predictable dose likely to be reached within two days of the event by exposure or incorporation without entering into account protection measure.

6. a threshold dose of 100 mSv to the maximum (effective dose) applies in General to protection measures not mentioned in the table above. 7. A ban on crop and pasture layout is ordered as a precaution in areas for which the measures provided for in section 5 have been taken as well as in those located in the direction of the wind until the national border and the Alps. Other measures fall under the legislation on food alimentaires.8. During the acute phase, the FOCP is responsible for the calculation, the balance sheet and verification of doses received by the population. In all other cases, this responsibility rests with the FOPH.
