It also regulates the coordination between the Confederation and the cantons.
Art. 2 Organization a federal headquarters (EMF ABCN) is set up for cooperation ABCN events and coordination of interventions.
The EMF ABCN has a Committee and a permanent service (service staff ABCN).
Art. 3 collaboration Confederation, the cantons and the operators of facilities presenting a particular risk are working together to prevent and control events ABCN.
Federal agencies regulate the collaboration with private partners.
The interventions of the federal Department of defence, protection of the population and Sport (DDPS) in favour of the ABCN EMF are governed by an order.

Director of the federal Office of meteorology and climatology (MeteoSwiss); j. the Director of the federal Office of police (fedpol); k. the Chief of the General staff of the Army (AFJS) conduct; l. the Director-general of Customs (DGD); the Director of the federal Office for agriculture (FOAG); n. the delegate to economic supply of the country (AEP); o. the President of the governing body for the Coordination of transport event (CTE); p. Director of Federal Inspection of nuclear security (ENSI); q. the Director of the federal Institute for research on the forest, snow and landscape (WSL); r. the delegate of the federal Council to the Health Service coordinated; s one representing each competent Government Conference.
The tasks of the members of the ABCN EMF are the following: a. they designate a substitute for each of them; b. they conduct, in their field of expertise, the necessary preparations for the control of ABCN events; c. they shall be reachable; d. If an ABCN event promises, they immediately inform the General staff ABCN service and shall communicate the measures taken.
In the event, it may be appealed to the Secretaries-General of the departments concerned and representatives of the affected townships.
The name of the administrative unit has been adapted to 1 Jan. 2014 in application of art. 16 al. 3 o from 17 nov. 2004 on official publications (RS 170.512.1). This mod has been taken throughout the text.
This staff has in the meantime been dissolved.
Art. 5 tasks and means of federal staff tasks of the ABCN EMF are the following: a. It provides scenarios for preventive planning; b. It coordinates preventive planning control events ABCN; c. coordinates training events ABCN and control management readiness by regular exercises.
Event, he also holds the following tasks: a. assessing the general situation; b. it offers to the federal Council measures to control an event ABCN; c. Art. 6 presidency the FOCP Director chaired the ABCN EMF and the Committee. He oversees the work of planning and coordination and, if necessary, writes, for the federal Council, a report on the protection measures taken upstream an ABCN event.

If several federal offices are competent, the EMF ABCN Committee decides the allocation of the Presidency.
Art. 7 Committee on the Committee are: a. the Director of the FOPH; (b) the Director of the FOCP; c. the FSVO Director; d. Director of the SFOE; e. the Director of the FOEN; f. the Chief of the AFJS.
The tasks of the Committee are the following: a. If necessary, he appealed to managers of other offices and other officials of specialised bodies; (b) if necessary, he appealed to experts, specialists and representatives of the cantons and the business community; c. He prepares meetings of the EMF ABCN.

Art. 17 tasks the EMF ABCN assists the cantons in case of event involving use, alleged or proven toxic chemical to combat.

Art. As part of an Executive Committee, 20 tasks representatives of the FOEN, the FOCP, WSL, the Swiss Seismological Service (SSS) and MeteoSwiss coordinate the activities of specialized agencies.
In the event, the FOEN puts an emergency information line available to the population of the country.
Art. 21 ways to accomplish their tasks, the cantons have particular services and the following ways: a. specialized staff "Natural hazards"; b. specialty services of the Confederation (FOEN, MeteoSwiss, WSL, SSS) for basic information and data needed for the control of events; (c) the joint platform for information on natural hazards; d. the DDPS action items.
Section 7 provisions final art. 22 repeal and amendment of existing law repeal and modification of existing law are set in annex 2.
Art. 23 entry into force this order comes into force on January 1, 2011.
Annex 1 (art. 11, para. 2, let. a) Concept of the measures to be taken according to the doses 1. The FOCP is based on the concept of the measures based on doses (CMD) to order protection measures to limit the risk to the health of the population causing an increase in the radioactivite.2 event. Strict measures are taken immediately after the start of the event. they can be relaxed later if the situation allows.
