Regulation (2016:1363) Of The County Administrative Board's Mission Regarding Action For Asylum Seekers And Some Newly Arrived Immigrants

Scope of application



section 1 of this regulation is notified pursuant to Chapter 8. section 7 of the Constitution and provides for County Administrative Board's mission with regard to the



1. measures for asylum-seekers and others, 2. reception of unaccompanied children, and 3. the receipt of some new immigrants.



With unaccompanied minors means children under the age of 18 on arrival in Sweden are separated from both parents or from any adult person may be deemed to have come into the parents ' place, or after arriving without such representative.



Measures for asylum-seekers and others.



section 2 of the provincial Government shall work to ensure that, within the County there are interventions for individuals who are at least 18 years old and that 1. subject to the Act (1994:137) on the reception of asylum seekers, and others, or 2. referred to in the Regulation (2010:1122) on State compensation for the actions of certain foreigners who reside in the Swedish Migration Board's fixed property.



With operations in accordance with the first paragraph refers to activities that aim to promote the 1. knowledge of the Swedish language, 2. knowledge of Swedish society and the Swedish labour market, or



3. health.



section 3 of the County Board shall operate for 1. an even distribution of similar efforts across the country, on the basis of regional and local conditions,



2. the availability of action for asylum seekers and others. corresponds to the needs of the County and that the persons referred to in paragraph 2, have the opportunity to participate, and



3. that women and men can participate in actions on equal terms and to the same extent.



section 4 of the County Administrative Board should also promote regional cooperation between municipalities, government authorities, civil society organisations and other relevant actors.

section 6 of the provincial Government shall send information to the Immigration Service about which actions can be found within the County. The County Board shall also keep information on the actions available to the public.



Reception of unaccompanied minors



section 7 of the County Administrative Board to promote preparedness and capacity of the municipalities that receive unaccompanied minors covered by section 1 of the Act (1994:137) on the reception of asylum seekers, and others, or who have been granted residence permits.



The County Government to dialogue with the municipalities about the reception of unaccompanied minors and to promote cooperation between municipalities within the County.



The County Board shall in its work in accordance with the first and second subparagraphs, seem for the sustainability and durability of the receipt.



8 § länsstyrelsen, at regional and municipal level follow up local preparedness and capacity of the reception of unaccompanied minors.



The receipt of some new immigrants section 9 of the provincial Government shall promote preparedness and capacity of local authorities to receive the persons covered by the Act (2016:38) on the receipt of some newly arrived immigrants for settlement. The authority shall, in this context, promote regional collaboration.



The provincial government will also promote regional cooperation between municipalities, government agencies and other relevant stakeholders in the planning, organization and implementation of measures for persons referred to in the first subparagraph.



10 § länsstyrelsen, at regional and municipal level to follow up the municipalities ' readiness and capacity for the reception of persons covered by the Act (2016:38) on the receipt of some newly arrived immigrants for settlement. The provincial government will also follow up the Organization and implementation of measures for these people.



Other information for provincial governments



section 11 of the provincial Government shall work to strengthen civil society's role in efforts under this regulation.



Tasks for the Swedish Migration Board



section 12 of the Swedish Migration Board shall keep such information available to the provincial Government needed the County Board on actions under, for example, information about



1. number of persons in each municipality in each County, and



2. the distribution of these people in terms of gender and age range.



paragraph 13 of the immigration service to keep information about the operations in accordance with paragraph 2 available to persons pursuant to article 2 of the first paragraph.



section 14 of the immigration service must take into account the ability of the persons referred to in paragraph 2 to participate in the efforts referred to in paragraph 2 of the second paragraph.
