Introductory provisions



section 1 of this regulation provides for State aid for training of teachers which aims to give them



1. permission to teach on the subject of Swedish as a second language,



2. permission to teach in municipal adult education in Swedish for immigrants or equivalent, or



3. knowledge in the subject of Swedish as a second language.



section 2 of the State aid provided to the extent that the availability of funds and for not more than one year at a time.



Conditions for State aid



paragraph 3 of the State aid may be given to



1. the principal of the school system,



2. head of training in accordance with Chapter 24. 8 or article 9 of the Education Act (2010:800) at such a home within the meaning of section 12 of the Act (1990:52), with specific provisions for the care of the young,



3. Chief of education for inmates in correctional according to Chapter 5. Regulation (2011:1108) on adult learning,



4. the person entitled under a contract with a principal to perform the activities related to such training as referred to in 1, 2 or 3 (construction), or



5. folk high school receiving State aid under the Regulation (2015:218) concerning State aid to education.



4 § State aid is provided for compensation for the salary of teachers in such training referred to in paragraph 3 of that



1. are employed by someone referred to in section 3,



2. participating either in contract training according to the Regulation (2007:223) If contract training for the professional development of teachers and other personnel, or in the corresponding training organised by an individual training providers authorized to grant degrees under the Act (1993:792) for permission to issue certain degrees,



3. teach on the subject of Swedish as a second language or municipal adult education in Swedish for immigrants or equivalent education or participating in such education referred to in 2 with the intention of teaching in the subject or education, and



4. have a grundlärarexamen, teacher qualification, yrkeslärarexamen, preschool teacher degree, equivalent older degree or corresponding foreign authority.



The training referred to in 2, aim to give teachers permission to teach on the subject of Swedish as a second language or municipal adult education in Swedish for immigrants or equivalent education or give them knowledge within the field of Swedish as a second language.



5 § State aid is provided for training under paragraph 2 If the teacher



1. participate in training during working hours,



2. is on leave during the training, or



3. trainee during the time when he or she does not work due to the employment of less than full time.



The first paragraph (2) and (3) apply only if the teacher's employers pay compensation equal to at least 80% of the teacher's salary for the time when the teacher trainee.



section 6 of the State's contribution should be equal to 70% of the employer's cost of compensation under section 5.



If the employer pay higher compensation than the 80% of the teacher's salary for the time when the teacher trainee, are not contributions for the exceeding part.



section 7 of the State aid should not be provided for interventions that State aid provided for by other means.



Application, priority and decisions on State aid



Application and decision

5. folk high school receiving State aid under the Regulation (2015:218) concerning State aid to education.



11 § If it comes in more applications for government subsidies than there are funds for the second frame under section 9 to in selecting preference is given, in the order specified below, to a teacher who is active in the



1. the subject of Swedish as a second language of the school system but municipal adult education and special education for adults,



2. the subject of the school system with the exception of Swedish municipal adult education and special education for adults, or



3. school system or a specific youth home in 24 Cape.

section 12 of the State's Division of skolverk funds pursuant to §§ 10 and 11 within each priority category must pay particular attention to the



1. the teacher's employers ' need for teachers with competence for the teaching they engage in, and



2. the need for geographical distribution.

Redistribution

Refunds and chargebacks

3. the report referred to in section 18 has not been provided, or



4. the receiver has failed to comply with conditions as set out in the decision on the contribution.



section 20 of the State should decide to skolverk fully or partially recover a State aid if any is required to repay pursuant to section 19.



If there are special reasons for it, the National Agency for education decide to fully or partially waive recovery.



section 21 of the Government subsidies needed to back interest, starting on the day that is one month after the recovery decisions have been taken and after an interest rate at any time exceeds the State lending rate by two percentage points.



If there are special reasons for it, the State may decide to fully or partly skolverk renounce claims to interest.



Authorization



section 22 of the State's skolverk may provide for



1. calculation, distribution and redistribution of State aid, and



2. the enforcement of this regulation.



Appeal



section 23 of the Decision pursuant to this Regulation may not be appealed.
